MR. VAN DINE. I WILL PASS IT OVER TO YOU. THANK YOU VERY MUCH, MR. CHAIR. I'M PLEASED TO WELCOME AND INTRODUCE FOUR MEMBERS OF THE NATIONAL DEFENSE AND CANADIAN ARMED FORCES TEAM, WHO ARE HERE TODAY TO UPDATE YOU ON THEIR NEAR, MEDIUM AND LONG TERM PLANS FOR INFRASTRUCTURE UPGRADES ASSOCIATED WITH NORAD MODERNIZATION AND CONTINENTAL DEFENSE AT THE FORWARD OPERATING LOCATION HERE IN YELLOWKNIFE.

WE ARE JOINED BY THE CANADIAN THE ROYAL CANADIAN ARMED FORCES LIEUTENANT COLONEL MATTHEW BAXTER, DEPUTY DIRECTOR CHIEF OF STAFF, NORAD NORTHERN BASIN INFRASTRUCTURE AND PROJECT.

WE ARE ALSO JOINED BY GEORGE SIKET, PROJECT DIRECTOR FOR NNBI AND MISS CAROLYN TELERAC, PROJECT MANAGER FOR NNBI CANADIAN JOINT OPERATIONS COMMAND. AND WE'LL ALSO BE JOINED BY COLONEL LIEUTENANT COLONEL CAITLIN VOSS, SENIOR MANAGER, PROGRAM MANAGER, SUPPORT DELIVERY OF NORTHERN OPERATIONS SUPPORT HUB.

COUNCIL IN YELLOWKNIFE OF THE RESOLUTION YOU PASSED ON DECEMBER 9TH, 2024, SIGNALING YELLOWKNIFE.

BEING AN IMPORTANT PLACE TO INVEST TO MEET CANADA'S ARCTIC SECURITY AND DEFENSE POLICY OBJECTIVES.

THE RESOLUTION PROVIDED ME AND ADMINISTRATION A MANDATE TO WORK WITH NATIONAL DEFENSE AND THE GOVERNMENT OF THE NORTHWEST TERRITORIES AND THE CANADIAN ARMED FORCES TO EXPLORE THIS POTENTIAL. THESE EFFORTS HAVE RESULTED IN RECENT, RECENTLY AND REGULAR WORKING DISCUSSIONS WITH BOTH LEVELS OF GOVERNMENT SIGNED MOU WITH INUVIK, AS WELL AS THE TWO CAPITAL CITIES OF WHITEHORSE AND IQALUIT.

ASSIGNED CONTRIBUTION AGREEMENT FOR ENGINEERING WORK FOR WATER AND SEWER LINES TO THE AIRPORT AND TODAY'S PRESENTATION AND A FULL WEEK AGENDA FOR OUR COLLEAGUES AND PARTNERS WITH KEY STAKEHOLDERS. SO I'M GOING TO GO THROUGH PRESENTATION. AND THEN AS WE GO ALONG, WE'RE GOING TO PASS FROM MYSELF TO THE OTHER EXPERTS THAT WE'VE BROUGHT UP FROM OTTAWA TO GET EVERYONE UP TO SPEED AND START OFF WITH OUR AGENDA.

SO WE'RE GOING TO LOOK AT SOME NORAD MODERNIZATION PLAN, SOME OF THE THREATS, SOVEREIGNTY, EVOLVING SECURITY PICTURE FORWARD OPERATING LOCATION.

YELLOWKNIFE IS OUR FOCUS FOR TODAY. PROJECT DELIVERY CAPITAL ASSISTANCE PROGRAM.

WE'LL TALK ABOUT THE NORTHERN OPERATIONAL SUPPORT HUB AND WE'LL DO A Q&A AT THE END.

NORAD MODERNIZATION. SO NORAD IF YOU'RE NOT FAMILIAR WITH IT, DEFENSE OF NORTH AMERICA BY NATIONAL COMMAND.

IT'S VERY UNIQUE IN THE WORLD SHARED BETWEEN THE UNITED STATES AND CANADA.

IT'S RESPONSIBLE FOR AEROSPACE WARNING, AEROSPACE CONTROL, MARITIME WARNING, AND THE DEFENSE OF THE CONTINENT.

NORAD MOD STARTED IN 2022 WITH ANNOUNCEMENTS FOLLOWING RIGHT UP UNTIL JUST RECENTLY, WHEN THE PM WAS UP HERE VISITING NOT TOO LONG AGO IN MARCH.

SO THE FOCUS FOR THE MODERNIZATION PLAN IS A RECAPITALIZATION.

SO THAT'S RECAPPING WHAT WE'VE ALREADY GOT BUILT. MODERNIZING REPLACEMENT OF INFRASTRUCTURE AND ADDITION OF NEW CRITICAL INFRASTRUCTURE ACROSS CANADA, INCLUDING THE NORTH. SO IT'S NOT JUST HERE. IT'S ACROSS THE ENTIRE COUNTRY. THREATS, SOVEREIGNTY, AND THE EVOLVING SECURITY PICTURE. SO THE LAST TIME WE SPENT A LOT OF MONEY ON NORAD AND ON THE LOCATIONS, THE FORWARD OPERATING LOCATIONS IN THE NORTH WAS IN THE 80S.

SO IF YOU CAN THINK ABOUT TECHNOLOGY AND THE STATE OF AFFAIRS IN 1985, IT'S DRAMATICALLY CHANGED.

SO WE CANNOT EFFECTIVELY SUPPORT WHAT WE NEED TO DO NOW AND WHAT WE NEED TO DO IN THE FUTURE.

SO WHAT DOES THAT MEAN FOR US? I MEAN, SIGNIFICANT UPGRADES TO THE SUPPORT OF NORAD, BUT ALSO PART OF THAT IS GOING TO ALSO ASSIST CANADIAN FORCES IN BEING ABLE TO DO OUR JOB FOR DOMESTIC OPERATIONS, LARGE SCALE EXERCISES LIKE OP NANOOK AND OTHER ACTIVITIES IN THE NORTH.

SO IT'S GOING TO ALLOW US TO SUPPORT NORAD, BUT ALSO VERY DRAMATICALLY INCREASE OUR ABILITY TO SUPPORT CAF OPERATIONS AND AIR FORCES IN THE NORTH.

THIS INFRASTRUCTURE WILL ALSO ENABLE ACTIVATION IN SUPPORT OF NORAD AND CAF OPERATIONAL REQUIREMENTS IN CASE OF EMERGENCIES, DOMESTIC RESPONSE, THINGS LIKE THAT. SO YELLOWKNIFE THE FOL HERE, I THINK EVERYONE'S PRETTY FAMILIAR WITH THE AIRPORT AND THE LOCATION OF THE CURRENT FOL. AND I THINK THE BIGGEST TAKEAWAY AS I AS I CAME ON BOARD THE PROJECT IN SEPTEMBER, THE SCALE REALLY KIND OF, KIND OF KIND OF CAME TO LIGHT OVER TIME, BUT HOW MUCH OF AN INVESTMENT WE'RE MAKING AND HOW BIG IT IS IN EACH OF THESE LOCATIONS.

IT'S GENERATIONAL AND IT'S, IT'S VERY LARGE. SO WHAT YOU'RE USED TO WITH THE FOL AND THE PAB WHICH IS THE ACCOMMODATION BLOCK, THERE'S GOING TO BE MORE, MUCH MORE THAN THAT, INCLUDING HANGARS.

AND SOME OF MY COLLEAGUES WILL GET IN A LITTLE BIT MORE DEPTH, BUT LOGISTICAL SUPPORT AND EVERYTHING THAT KIND OF COMES WITH SERVICING AND SUPPLYING AIRCRAFT TO GO DO MISSIONS. WHO ELSE IS HERE? WELL, IT'S NOT JUST NNBI. SO THAT'S THE NORAD NORTHERN BASIN INFRASTRUCTURE.

WE'RE ALSO THE THE FOL AND THE PAB WHICH SUPPORTS THE QRF, THE QUICK REACTION FORCE OR SORRY, QRA QUICK REACTION ALERT FORCE FOR THE RCAF IS IS GOING TO ALSO FACILITATE THE NEW F-35.

AND THAT'S UNDER THE AUSPICES OF THE DCFI DEFENSE OF CANADA FIGHTER INFRASTRUCTURE AND THE NORAD ADD SORRY, THE NORTHERN OPERATION SUPPORT HUB NOSH, WHICH IS THE THE NETWORK OF SITES ACROSS THE NORTH TO SUPPORT THE CAF TO OPERATE MORE EFFECTIVELY AND SUPPORT OPERATIONS.

WHAT ARE WE GOING TO SEE THERE? SO YOU WOULD POTENTIALLY SEE ALL ASPECTS OF THE FLEET OF THE ROYAL CANADIAN AIR FORCE.

SO YOU I'M SURE IF YOU'RE UP AROUND THE AIRPORT, YOU SEE THE THE TWIN OTTER ON FAIRLY REGULAR, THERE'S HERCULES AND OTHER OTHER LARGE SCALE AIRCRAFT AND OF COURSE THE HORNETS WHEN THEY COME IN.

BUT YOU COULD POTENTIALLY SEE MOST OF THESE AIRCRAFT UP IN THE LOCATION, IN PARTICULAR IN SUPPORT OF EXERCISES.

AND IF THEY GET CALLED OUT TO, TO REACT TO ANY SORT OF THREATS.

THE BIG INVESTMENT FOR US TOO IS THE F-35, OF COURSE, AND MAKING SURE THAT THAT AIRCRAFT CAN BE SERVICED AND LOOKED AFTER FROM THOSE LOCATIONS.

AND ON THAT, I'M GOING TO TURN OVER TO MR. GEORGE SIKET TO TALK A LITTLE BIT MORE ABOUT THE INFRASTRUCTURE. GEORGE.

YOUR WORSHIP, COUNCILLORS, LADIES AND GENTLEMEN.

SO I'M GOING TO TALK ABOUT THE INFRASTRUCTURE PIECE, WHAT YOU'RE GOING TO SEE DEVELOPING AND BEING BUILT OVER TIME.

A FEW WEEKS AGO PRIME MINISTER CARNEY WAS UP HERE, MADE A BIG ANNOUNCEMENT TALKED ABOUT THE, THE MANY BILLIONS OF DOLLARS THAT ARE GOING TO BE INVESTED BY THE DEPARTMENT OF NATIONAL DEFENSE IN THE NORTH, WHILE ALL THOSE, YOU KNOW, MEGA BILLIONS OF DOLLARS WE TALKED ABOUT BETWEEN 32 AND 35 BILLION ARE NOT COMING INTO YELLOWKNIFE ONLY.

IT'S GOING TO BE DIVIDED UP INTO FOUR LOCATIONS AND THEN A COUPLE OTHER LOCATIONS WHEN WE TALK ABOUT THE NOSH.

BUT THE PRIMARY LOCATIONS THAT WE'RE LOOKING AT FOR NORAD NORTHERN BASING INFRASTRUCTURE ARE INUVIK, YELLOWKNIFE, IQALUIT AND GOOSE BAY. AND THIS IS WHERE OUR BIG INVESTMENT IS GOING TO BE TO THE TUNE OF RIGHT NOW, APPROXIMATELY. SO ROUGH ORDER OF MAGNITUDE 32, $33 BILLION SPLIT AMONG THE FOUR LOCATIONS.

WHAT ARE YOU GOING TO SEE THERE? AND IT'S LISTED ON THE THE LEFT SIDE OF THE SCREEN.

SO WHEN WE TALK ABOUT THE AIRCRAFT INFRASTRUCTURE, WE'RE TALKING ABOUT MULTI-PLATFORM HANGARS.

SO PLACES THAT INTERNAL PLACES, HANGARS, PARKING LOTS WHERE WE CAN PUT AN AIRCRAFT INTO MULTI-PLATFORM BEING THAT OF THE MANY DIFFERENT TYPES OF AIRCRAFT YOU SAW IN THE PREVIOUS SLIDE. WE CANNOT HAVE DEDICATED INFRASTRUCTURE FOR EACH TYPE OF FLEET.

SO WE NEED TO HAVE A LARGE HANGAR WHICH TAKES LARGE AIRCRAFT, MEDIUM SIZED HANGARS FOR THE MEDIUM SIZED FLEETS AND SMALLER ONES FOR SMALLER AIRCRAFT OR A COMBINATION OF. SO WE CANNOT HAVE, YOU KNOW, DEDICATED HANGERS LIKE THEY HAVE DOWN IN THE SOUTH.

SO WE CALL THEM MULTI-PLATFORM HANGERS TO ACCOMMODATE THE MOST TYPES OF AIRCRAFT AT DIFFERENT POINTS OF TIME IF THEY REQUIRE TO BE SHELTERED AN OPERATIONS FACILITY. SO WE NEED A BUILDING WHERE WE CAN CONTROL OPERATIONS FROM WE CAN DIRECT OPERATIONS FROM.

SO THAT'LL BE A UNIQUE CAPABILITY THAT WE DO NOT PRESENTLY HAVE.

AS OPERATIONS AND ISSUES EVOLVE, WE NEED TO BE ABLE TO CONTROL THEM, AND WE NEED TO DO A BETTER JOB OF IT.

SO AN OPERATIONS FACILITY WILL BE BUILT. AND THEN THE QUICK REACTION ALERT AREA.

WELL, WE HAVE THAT NOW. WE CALL IT THE QRA AT THE FORWARD OPERATING LOCATION.

AND IT HOUSES THE CF18S. HOWEVER, WITH THE EVOLUTION OF THE CF 35 WE MAY NEED EITHER A NEW FACILITY, COMPLETELY NEW HANGAR, OR WE HAVE TO RECAPITALIZE WHAT WE HAVE.

BUT WE DO NEED A MODERN HANGAR FACILITY DEDICATED TO FIGHTER AIRCRAFT OPERATIONS.

WHEN WE LOOK AT WHAT WE CALL THE HORIZONTAL TYPE INFRASTRUCTURE, WE'RE LOOKING AT, YOU KNOW, A RUNWAY EXTENSION, WE'RE LOOKING AT ADDITIONAL TAXIWAYS.

AND THESE DISCUSSIONS ARE HAVE PROGRESSED AND THEY'RE MATURE WITH THE AIRPORT AUTHORITY.

SO THESE THINGS ARE UNDERWAY. BUT WE ARE GOING TO BE EXTENDING THE RUNWAY AND WE ARE GOING TO BE ADDING IN SOME SOME ADDITIONAL TAXIWAYS.

APRONS, THAT'S A FANCY WORD FOR A PARKING LOT.

IT'S JUST A BIG PAD. AND AIRCRAFT CAN PARK ON THERE OUTSIDE.

AND THERE ARE LINES ON THEM JUST LIKE IN A PARKING LOT FOR, FOR AIRCRAFT ACCESS ROAD.

SO AS WE BUILD OUT THIS INFRASTRUCTURE, WE NEED MORE ROADS ON THAT PLOT OF LAND FOR VEHICLE TRAFFIC AS WELL.

NAVIGATION AIDS INCREASED LIGHTING, ETC., AND A SECURITY ELEMENT.

SO WE NEED TO BE ABLE TO SECURE AT THE LEVEL THAT'S REQUIRED.

AS WE BUILD THIS, THIS NEW HIGH TECH INFRASTRUCTURE WE'RE GOING TO CONTRIBUTE TO THE POWER GRID AND THE UTILITIES.

SO TO, TO REST, YOU KNOW, PEOPLE'S CONCERNS THIS NEW INFRASTRUCTURE WILL DRAW ADDITIONAL POWER, BUT WE UNDERSTAND THAT AND WE CANNOT BE A BURDEN ON THE COMMUNITY.

SO PART OF OUR PLAN IS TO SUPPORT POWER GRID INFRASTRUCTURE, ITS MODERNIZATION AND ITS BUILD IN THE SAME WAY WITH, WITH WATER, WASTEWATER MANAGEMENT, ETC.. SO WE, WE CANNOT BE A BURDEN ON THE COMMUNITY.

WE NEED TO SUPPORT THESE TYPES OF PROJECTS AS WELL.

LAND LEASES. SO THAT'S PART OF A LAND ACQUISITION PLAN.

SO AS WE EXPAND AND THOSE CONVERSATIONS HAVE ALREADY OCCURRED WITH THE CITY WITH THE PRIVATE ENTREPRENEURS THAT ARE THERE ASTRIDE THE, THE CURRENT FORWARD OPERATING LOCATION AND THE AIRPORT AUTHORITY GOVERNMENT, NORTHWEST TERRITORIES.

HOW WE CAN ACQUIRE THE LAND REQUIRED TO BUILD OUT AND EXPAND OUR, OUR INFRASTRUCTURE.

OTHER THINGS, AS LIEUTENANT COLONEL BAXTER MENTIONED YOU KNOW, THE LOGISTICAL SUPPORT.

SO WE'LL NEED TO HAVE WAREHOUSING TO SUPPORT THE NORTHERN OPERATIONAL SUPPORT HUB IF THEY NEED TO PUSH EQUIPMENT FORWARD OR IF THEY NEED TO HAVE IT THERE PRE-POSITIONED.

WE NEED TO HAVE SOME SOME WAREHOUSE SPACE, THE FORCES THAT WOULD COME UP AND USE THE THE FOL THE FORWARD OPERATING LOCATION WHEN ACTIVATED OR THEY NEED TO BE HOUSED. SO WE DO HAVE THE PERSONNEL ACCOMMODATIONS BUILDING THERE.

THAT'S, THAT'S THERE NOW. HOWEVER, WITH INCREASED OPERATIONS, WE NEED TO ENHANCE THAT.

WE NEED TO BUILD OUT MORE. SO WE'RE GOING TO BE LOOKING AT.

SO AS WRITTEN AIR DINING AND ACCOMMODATIONS. SO THAT'LL BE FOR THE TIME THAT THE FOL IS ACTIVATED, SOMETHING IS GOING ON. WE HAVE AN INFLUX OF AIRCRAFT, INFLUX OF PERSONNEL.

THEY WILL BE HOUSED ON THAT SITE. AND THEN YOU CAN SEE THE REST OF THE THINGS THERE.

SO MOBILE SUPPORT EQUIPMENT, THAT'S ALL THE GROUND EQUIPMENT THAT'S USED TO SUPPORT AIRCRAFT OPERATIONS ETC.

AND OUR OWN INTERNAL MEDICAL FACILITY. SO IF SOLDIERS GET, YOU KNOW, SICK, IF THEY STUB THEIR TOES YOU KNOW, ACCIDENTS HAPPEN. WE HAVE TO HAVE OUR OWN FIRST LINE, AS WE CALL IT, MEDICAL SUPPORT.

ANYTHING MORE SERIOUS WOULD HAVE TO, YOU KNOW, SHIP THEM DOWN TO THE SOUTH OR SEE IF THERE'S ANYTHING AVAILABLE IN THE LOCAL HOSPITAL.

BUT. SO WE HAVE OUR OWN MEDICAL FACILITIES THERE FOR, FOR URGENT REQUIREMENTS.

THE TIMELINE, AS YOU CAN SEE AT THE BOTTOM, WE HAVE A A TIMELINE STRETCHING OUT TO 2040.

SO WE'RE NOT GOING TO BE ABLE TO BUILD ALL OF THIS INFRASTRUCTURE QUICKLY.

EVERYTHING TAKES TIME AND IT'LL BE A PROGRESSIVE RATE OF BUILD OVER OVER THAT TIME.

AS YOU CAN SEE, 2023, WE IDENTIFIED THE REQUIREMENT OF THE PROJECT.

AS LIEUTENANT COLONEL BAXTER MENTIONED NORAD MODERNIZATION WAS ANNOUNCED IN 2022.

AND WE KNEW THAT THAT SOMETHING WAS GOING TO HAVE TO CHANGE.

SO THAT WAS ABLE THAT ENABLED US TO ACT QUICKLY IN 2023 AND THEN IDENTIFY THE SPECIFIC REQUIREMENTS OF THESE FORWARD OPERATING LOCATIONS. SO WE'RE NOW HEADING INTO WE'RE IN THE DEVELOPMENT PHASE.

AND WE'VE ALREADY, AS I MENTIONED, HAD A LOT OF DISCUSSIONS WITH THE CITY, WITH THE GOVERNMENT OF NORTHWEST TERRITORIES AND THE AIRPORT AUTHORITY. AND WE HAVE OUR PLANS, WHICH YOU WILL SEE A, A CONCEPT OF AND THEN, YOU KNOW, QUICKLY WE'RE GOING TO MOVE INTO THE DESIGN AND SITE PREPARATION.

BY 2027, WE SHOULD START SEEING THINGS EVOLVE AND THEN GO INTO A CONSTRUCTION PHASE BY 28, 29,30. AND AS IT GOES OUT BY 2040, ALL THINGS GO WELL.

AND ACCORDING TO PLAN WE'RE GOING TO HAVE A FULLY OPERATIONAL SITE.

IT'S IMPRESSIVE. NEXT TO IT, THE CC-330 HUSKY, WHICH IS AN AIRBUS AIRCRAFT.

IT IS IT IS ANOTHER VERY LARGE AIRCRAFT THAT IS OUR STRATEGIC TANKER AND TRANSPORT CAPABILITY.

SO DEPENDING ON HOW IT'S GOING TO BE CONFIGURED, IT CAN BE CONFIGURED FOR AIR TO AIR REFUELING OR IT COULD BE CONFIGURED TO TRANSPORT PERSONNEL OR EQUIPMENT AND EQUIPMENT. SO A KITCHEN SLEEPING QUARTERS FOR THE THE PERSONNEL.

A BRAND NEW QUICK, QUICK REACTION ALERT HANGAR FOR THE F-35S WILL BE OFF TO THE SOUTH, AND BEHIND THAT WILL BE A MUNITIONS STORAGE AREA SO WE DO HAVE TO PRE-POSITION MUNITIONS. WHAT WE DON'T HAVE RIGHT NOW, BUT IT'S PART OF OUR OUR PLAN TO TO START DOING THAT AS WELL.

FUEL STORAGE. SO THAT'S RIGHT NOW VERY CONCEPTUAL.

THOSE ARE JUST THE START OF OUR STUDIES. OUR FUTURE STUDIES WILL BE PERFORMED UNDER OUR MAIN CONTRACTOR INCLUDING UTILITY STUDIES AND KIND OF SEEING WHAT WE NEED AND WHAT'S THERE. WE'VE ALSO HAVE A CONTRACT RIGHT NOW FOR CONCEPTUAL PLAN DEVELOPMENT.

AND THAT'S THE KIND OF SCREEN WE JUST SAW ABOUT WHAT THE THE SITE COULD LOOK LIKE.

WE'LL ACCOMPLISH THAT BY ESTABLISHING NEW INFRASTRUCTURE, EITHER PURPOSE BUILT OR BY RENOVATING WHAT'S ALREADY IN THE LOCATIONS, AND BY ALSO INVESTING IN DUAL USE INFRASTRUCTURE.

WE'LL LOOK AT PRE-POSITIONING EQUIPMENT AND MATERIAL SO THAT WE CAN RESPOND FASTER AND SUSTAIN PRESENCE FOR LONGER AND LESSEN OUR IMPACT ON COMMUNITIES. SO WHEN I TALK ABOUT NOSH, IF I COULD OFFER AN ANALOGY, CONSIDER A HUB AND A NODE LIKE AIRPORTS. SO A HUB IS LIKE THE TORONTO AIRPORT.

THERE'LL BE A HUB IN WHITEHORSE, A HUB IN RESOLUTE BAY, A NODE IN CAMBRIDGE BAY, AND A NODE IN RANKIN INLET.

HERE IN YELLOWKNIFE. THE NOSH INFRASTRUCTURE WILL BE DELIVERED BY MY COLLEAGUES ON THE ADMIE.
