I'LL OUTLINE THE PROPOSED DEVELOPMENT, I'LL SUMMARIZE THE PLANNING AND ZONING CONSIDERATIONS, AND I'LL CONCLUDE WITH A RECOMMENDATION AND NEXT STEPS.
ALSO WITH US TODAY IS DAVID DAHL, RECYCLING PROGRAM COORDINATOR WITH ENVIRONMENT AND CLIMATE CHANGE.
SO THE SUBJECT LAND IS AT 5204 51ST STREET, WHICH IS CURRENTLY ZONED RC RESIDENTIAL.
A SITE SPECIFIC AMENDMENT IN THIS CASE APPLIES ONLY TO A DEFINED PORTION OF THE SLOT, AND IF APPROVED, IT DOES NOT PERMIT THE USE ACROSS THE ENTIRE RC ZONE.
UNDER THE CITIES, TOWNS AND VILLAGES ACT, COUNCIL IS THE APPROVING AUTHORITY FOR ZONING BYLAW AMENDMENTS, AND THE PROPOSAL MUST FIRST PROCEED THROUGH THIS FORMAL BYLAW AMENDMENT PROCESS IN ORDER FOR US TO CONSIDER A DEVELOPMENT PERMIT.
UNDER THE CITY'S COMMUNITY PLAN. THE SITE IS DESIGNATED DOWNTOWN CENTRAL RESIDENTIAL.
THIS DESIGNATION PRIORITIZES RESIDENTIAL USES WHILE RECOGNIZING THAT THE DOWNTOWN CONTEXT CAN ALSO ACCOMMODATE ACCESSORY USES THAT SUPPORT NEIGHBORHOODS AND COMPLETE COMMUNITIES BY SERVING NEARBY RESIDENTS, SUPPORTING WALKABILITY, AND CONTRIBUTING TO BROADER WASTE REDUCTION AND SUSTAINABILITY OBJECTIVES IN THE COMMUNITY PLAN. THE PROPOSED RECYCLING FACILITY FITS WITHIN THIS DOWNTOWN CENTRAL DESIGNATION, DESIGNATION, AND THE AREA'S INTENT. GIVEN THE SCALE OF THE FACILITY, THE LACK OF ON SITE PROCESSING, AND THE AUTOMATED NATURE OF THE OPERATION, THIS USE FUNCTIONS MORE LIKE A NEIGHBORHOOD AMENITY RATHER THAN A TRADITIONAL RECYCLING FACILITY IN AN INDUSTRIAL USE.
ON THIS BASIS, THE PROPOSAL ALIGNS WITH THE INTENT OF THE COMMUNITY PLAN, AND ONLY A SITE SPECIFIC ZONING BYLAW AMENDMENT IS REQUIRED TO ALLOW THE USE AT THIS LOCATION WITHOUT ALTERING THE INTENT OF THE PLAN.

SO BACK IN 2025, HOUSING NWT, IN PARTNERSHIP WITH ENVIRONMENT AND CLIMATE CHANGE, APPROACHED THE CITY WITH A PROPOSAL TO EXPAND THEIR DROP AND GO BEVERAGE CONTAINER RECYCLING PROGRAM. HOUSING AND NWT CURRENTLY OPERATES ASPEN APARTMENTS, WHICH IS A 36 UNIT HOUSING COMPLEX ON THE SUBJECT PROPERTY AT 50 204 51 STREET.THIS SITE WAS SELECTED DUE TO ITS CENTRAL LOCATION AND PROXIMITY TO BOTH RESIDENTIAL AND COMMERCIAL AREAS, PARTICULARLY DOWNTOWN AND SCHOOL DRAW, MAKING IT ACCESSIBLE TO A WIDE RANGE OF USERS AND PROVIDING CONVENIENT ACCESS FOR NEARBY RESIDENTS IN DOWNTOWN BUSINESSES.
THE INTENT OF THE PROPOSAL OF THE PROPOSED RECYCLING FACILITY IS TO PROVIDE A LOW INTENSITY, CENTRALLY LOCATED SERVICE THAT SUPPORTS RESIDENTS INCREASED RECYCLING PARTICIPATION BY REDUCING THEIR NEED TO TRAVEL TO THE MAIN RECYCLING DEPOT.
PHYSICALLY, THE DEVELOPMENT CONSISTS OF A MODIFIED C-CAN.
AS YOU CAN SEE IN THE PICTURE THAT FUNCTIONS ONLY AS A DROP OFF AND COLLECTION POINT.
ALL ZONING AND PLANNING CONSIDERATIONS WERE REVIEWED IN DETAIL.
DURING THE. DUE TO THE SITE'S LOCATION, MANY USERS WILL BE EXPECTED TO ARRIVE ON FOOT OR BICYCLE, SO TRAFFIC IMPACTS ON 51 STREET AND THE LANEWAYS ARE EXPECTED TO BE MINIMAL.
NOISE IMPACTS ARE ALSO EXPECTED TO BE LOW, AS THERE IS NO ON SITE PROCESSING OR SORTING OR ANY MECHANICAL PROCESSING, AND THE DROP AND GO FACILITY IS ALSO EXPECTED TO COMPLY WITH THE NOISE BYLAW, INCLUDING RESPECTING QUIET HOURS.
THE FACILITY WILL OCCUPY A LIMITED PORTION OF THE SITE.
AS YOU CAN SEE IN THE SITE PLAN AND WILL NOT IMPACT THE EXISTING BUILDING OR PARKING SPACES.
LANDSCAPING ON THE SITE ALREADY MEETS THE RC ZONE AND AS A CONDITION OF DEVELOPMENT, SCREENING AT THE EAST END OF THE PROPERTY WILL BE ENHANCED AND MAINTAINED, LIKELY THROUGH A LINE OF TREES OR ADDITIONAL LANDSCAPING IN ORDER TO PROVIDE A BETTER VISUAL BUFFER.
SAFETY AND OTHER CONSIDERATIONS WERE REVIEWED, INCLUDING VISIBILITY AND EMERGENCY ACCESS.
THE LAYOUT OF THE SITE AS IT IS NOW ALLOWS FOR UNOBSTRUCTED VISIBILITY AND EMERGENCY ACCESS, AND THESE MATTERS WILL BE FURTHER ENSURED AT THE DEVELOPMENT PERMIT STAGE THROUGH DIFFERENT CONDITIONS AND DEVELOPMENT AGREEMENT.
SITE MAINTENANCE WILL BE ADDRESSED THROUGH THE DEVELOPMENT AGREEMENT AS WELL, AND WILL INCLUDE REQUIREMENTS RELATED TO SNOW CLEARING, LITTER CONTROL AND GENERAL SITE UPKEEP. THIS WILL ENSURE THAT THE DROP OFF AREA REMAINS CLEAR, SAFE AND ACCESSIBLE ALL YEAR ROUND.
THE SITE WILL ALSO BE SUBJECT TO REGULAR MONITORING BY ECC AND A DEDICATED CONTRACTOR, AND WILL REMAIN IN COMPLIANCE WITH ALL APPLICABLE CITY BYLAWS, INCLUDING THE UNSIGHTLY LAND BYLAW, WHICH REQUIRES THAT PROPERTIES BE KEPT CLEAN, ORDERLY AND FREE OF DEBRIS OR CONDITIONS THAT WOULD NEGATIVELY AROUND NEGATIVELY AFFECT THE SURROUNDING NEIGHBORHOOD. SO OVERALL, WITH APPROPRIATE CONDITIONS IN PLACE, THE IMPACTS OF THIS PROPOSED DEVELOPMENT ARE CONSIDERED APPROPRIATE AND MANAGEABLE FOR THE DOWNTOWN CENTRAL RESIDENTIAL AREA, WHICH IS MORE OR LESS A MIXED USE AREA.
OTHER THAN REVIEWING THE COMMUNITY PLAN AND THE ZONING BYLAW REGULATIONS AND REQUIREMENTS THIS PROPOSAL WAS CIRCULATED INTERNALLY TO DIFFERENT CITY DEPARTMENTS SUCH AS LANDS AND BUILDING SERVICES, PUBLIC WORKS AND ENGINEERING, THE YELLOWKNIFE FIRE DIVISION, AND MUNICIPAL ENFORCEMENT.
NO CONCERNS WERE IDENTIFIED OTHER THAN ONE REQUIREMENT TO MAINTAIN ACCESS TO THE FIRE HYDRANT CURRENTLY ON 51ST STREET, AND THIS WILL BE INCLUDED AS A CONDITION OF THE DEVELOPMENT PERMIT.
HOWEVER, SHOULD COUNCIL PROCEED WITH FIRST READING, ADDITIONAL PUBLIC ENGAGEMENT WILL BE REQUIRED THROUGH THE STATUTORY PUBLIC HEARING PROCESS. SO TO CONCLUDE, BASED ON OUR REVIEW, THE PROPOSED ZONING BYLAW AMENDMENT ALIGNS WITH THE COMMUNITY PLAN, IS COMPATIBLE WITH SURROUNDING DOWNTOWN CENTRAL RESIDENTIAL CONTEXT AND WILL COMPLY WITH THE ZONING BYLAW AMENDMENT ONCE, ONCE IT GETS AMENDED AND THIS WILL ALL FURTHER BE ENSURED THROUGH THE DEVELOPMENT PERMIT PROCESS CONDITIONS AND AGREEMENT.
FURTHERMORE, THE PROPOSAL SUPPORTS COUNCIL'S STRATEGIC DIRECTIONS RELATED TO SUSTAINABILITY, WASTE REDUCTION AND LIVABLE COMMUNITIES. SO WHILE THE TWO ARE NOT NECESSARILY IN CONFLICT, I DO BELIEVE THAT WE ARE MEETING COUNCIL'S OBJECTIVES OF MEETING SUSTAINABLE COMMUNITIES, OF PROVIDING ADDITIONAL HOUSING WHERE WE CAN AND IN THIS INSTANCE DEALING WITH WASTE MANAGEMENT. IF I COULD JUST ADD. SO THIS IS THE REDEVELOPMENT OF SOMETHING THAT WAS NOT ON OUR RADAR.
