YOU KNOW, WE'VE SEEN HOUSES IN GRACE LAKE THAT COST $1.1 MILLION TO BUILD, AND WE'RE WITH $900,000 THE NEXT DAY REALLY, OUR HOUSING CRISIS AND OUR ENTIRE SYSTEM IS WORKING FOR NOBODY. I'M GOING TO GO THROUGH SOME BACK OF THE NAPKIN MATH THROUGHOUT THIS PRESENTATION. THIS IS KIND OF WHAT I'M BASING IT ON. WE DON'T NEED TO GET INTO THIS IN ANY DETAIL. ESTIMATED BUILD COSTS. SO VERY EXCITING NEWS. THE CMHC HOUSING CATALOG COMES OUT THIS WEEK. I'M VERY EXCITED FOR THAT. IT'S KIND OF LIKE CHRISTMAS FOR ME. BUT I THINK SOME IMPORTANT THINGS. THIS IS THE REALITY OF BUILD COSTS. WE'RE LOOKING AT FOR STICK BUILT CONSTRUCTION IN THIS TOWN, THOSE PEOPLE WE WERE TALKING ABOUT, $400. THAT WAS PRE NBC 2020. I THINK THE CITY IS WELL AWARE OF WHAT CLASS D ESTIMATES ARE DOING. THEY'RE GOING UP 20% A YEAR. I DON'T NEED TO TELL THIS COUNCIL, WHEN YOU GET A COST ESTIMATE THAT IT'S ALREADY OUT OF DATE. THESE NUMBERS ARE INSANE. REALLY, WHAT I THINK THEY MEAN IS THE END OF YOUR CONVENTIONAL STICK BUILT HOME IN YELLOWKNIFE RETURNING A PROFIT. I WILL GO INTO THAT A LITTLE BIT MORE DETAIL. IT'S NOT THAT HARD TO LOOK AT, WHAT $500 A SQUARE FOOT MEANS. IT MEANS YOU BUILD A 2000 SQUARE FOOT HOME. IT HAS TO BE WORTH $1 MILLION. JUST HARD COST TO PAY OFF. THAT'S NOT WHAT A HOME IS WORTH. AS THAT CATALOG COMES OUT, I ENCOURAGE THE CITY PAY FOR THE CLASS D ESTIMATES CONFIRM THESE NUMBERS. I'VE HAD THESE NUMBERS THROUGH BUILDERS, THROUGH PEOPLE, THROUGH ARCHITECTS. I'VE BEEN TALKING WITH THEM. THIS IS THE REALITY OF WHAT WE'RE LOOKING AT FOR STICK BUILD FRAMING, NOT ORDERING TRAILERS. NOT THERE'S OBVIOUSLY WAYS TO BRING THIS DOWN. MODULAR. IF YOU OWN A CONSTRUCTION COMPANY IF YOU'RE SCALING, YOU KNOW, IF YOU'RE BUILDING 100 UNITS, OBVIOUSLY THIS COMES DOWN AND THERE'S PEOPLE WHO CAN FIGURE THIS OUT. BUT FOR PRIVATE RANDOM GUY LIKE ME WHO HAS A COUPLE HUNDRED GRAND AND WANTS TO INVEST IT BACK IN OUR COMMUNITY AND HOPEFULLY TURN A PROFIT, THESE ARE THE NUMBERS WE'RE WORKING WITH. NEXT. I DON'T REALLY NEED TO GET INTO OPERATING COSTS. WE ALL KNOW OPERATING COSTS. IF YOU OWN A HOUSE OR YOU OWN A CONDO, OR IF YOU TALK TO THE HOUSING CORP. BUT FOR THE BACK OF THE NAPKIN MATH I WILL GET INTO LATER FOR CMHC AFFORDABILITY TARGETS, THIS IS RELEVANT. THIS IS WHAT I'M WORKING WITH CMHC 4 PLEX. EXCITED FOR THIS TO COME OUT. ALL OF A SUDDEN YOU ARE AT $750,000 A UNIT TO GET TOGETHER AND BUILD THIS. THAT DOESN'T MAKE SENSE. WE KNOW THAT THESE AREN'T WORTH 750 K. YOU'RE JUST BURNING $1 MILLION. I WISH WE IF ANYONE BUILDS ONE OF THESE, INTERVIEW THEM, FIGURE OUT WHAT THEY DID AND HOW THEY DID IT. NEXT SLIDE. SIMILARLY WITH THE ROWHOUSES. THE ROWHOUSES, 4000FT² COMING IN AT 550 SQUARE FOOT, YOU HAD 2.1 MILLION, YOU KNOW, OVER $1 MILLION A UNIT, JUST HARD COSTS. THAT'S NOT FIGURING EVERYTHING OUT. I KNOW THE CITY HAS SOME INCENTIVES, AND YOU CAN YOU CAN PLAY AROUND WITH THOSE NUMBERS. BUT DOING THE BACK OF THE NAPKIN MATH, IT WOULD JUST BE INSANE TO BUY A LOT WITH THE INTENTION TO HIRE A CONTRACTOR LOCALLY TO BUILD YOU 1 OF THESE. IT JUST DOESN'T WORK OUT. MAYBE IF YOU BUILT 10 OF THEM, YOU KNOW YOU BOUGHT 10 LOTS AND YOU BUILT 10 IN A ROW OR 20 IN A ROW. THAT WOULD KIND OF MAKE SENSE. SIXPLEX. 3,2 BEDROOMS. 03, 3 BEDROOMS, 4235FT²,550FT². MOST IMPORTANTLY,1 WITH CMHC WHO NOW OFFERS 50 YEAR FINANCING. MAYBE MORTGAGE INTEREST RATES GO DOWN A PERCENT 50 YEAR FINANCING THAT CAN CASH FLOW. YOU'RE STILL GOING TO BURN A FEW HUNDRED THOUSAND DOLLARS IN EQUITY LIKE YOU'RE JUST IT'S DISAPPEARING. BUT IF YOUR INVESTMENT CASH FLOWS AND YOU GET THAT CAPEX, MAYBE IT MAKES SENSE TO BUILD 1 OF THESE WITH CMHC FINANCING. SO THAT GOES TO 1 OF MY KIND OF ASKS IS ALLOW, A CONDITIONAL SALE OF LAND PENDING CMHC FINANCING APPROVAL FOR AFFORDABLE HOUSING. I THINK ANYONE WHO'S BOUGHT A HOUSE IS AWARE OF A FINANCING, YOU KNOW, SUBJECT TO FINANCING. USUALLY YOU GETTING PERSONAL FINANCING TAKES 30 DAYS OR SO. [00:10:03] YOU KNOW, THAT'S NOT THEY'RE DEALING WITH THE CMHC TAKES A BLACK BOX AMOUNT OF TIME, LIKE A YEAR OR 2. SO THIS IS A BIG ASK FOR THE CITY. IT'S SAYING LET PEOPLE ENTER THE BALLOT, BUY THE LAND AND THEN GET IN A FIGHT WITH CMHC FOR 2 YEARS. THE END RESULT MIGHT WELL BE SO YOU DON'T HAVE THE FINANCING, AND THEN YOU GUYS JUST TOOK A PIECE OF LAND THAT SOMEONE MIGHT HAVE DEVELOPED OTHERWISE AND LOCKED IT UP, BUT IT IS FOR AFFORDABLE HOUSING. SO I WOULD PROPOSE THIS BE AVAILABLE FOR NON-PROFITS, CO-OPS, AND PRIVATE DEVELOPERS WHO ARE REACHING THOSE CMHC METRICS THAT BOTH CMHC HAS AND YOU HAVE INCLUDED IN YOUR DEVELOPMENT INCENTIVE BYLAW. OKAY. SO I'VE GOTTEN THIS FAR, AND I HAVEN'T EVEN TALKED ABOUT THE LAND IN QUESTION. I THINK TO DO THIS YOU NEED LAND AVAILABLE CONSISTENTLY AND PREDICTABLY. I'M KIND OF PANICKING TO CRUNCH NUMBERS AT THE BALLOT DRAWS THAT ARE COMING UP. YOU DON'T EVEN KNOW WHICH LOT YOU'RE GOING TO GET, SO IT'S HARD. THAT'S THE WHOLE POINT OF INFILL PRIORITY. BUT I THINK THAT'S THE LEVEL OF DETAIL THIS COUNCIL SHOULD BE LOOKING AT IS LIKE, OH, WE GOT 100FT HERE. WHY ISN'T IT PRODUCING REVENUE? CAN WE FIT A LOT? OH, WE GOT A WEIRD LITTLE LOT HERE. WE GOT A LITTLE PIECE OF TRIANGLE. WE SHOULD REALLY BE THINKING IN THOSE TERMS TO BRING EVERYTHING TO LAND. I YEAH, WE RECENTLY LOST MARJANOVIC. THE 1 OF THE ONLY PEOPLE WHO WAS BUILDING HOUSING IN THIS TOWN TO REPLACE HIM. YOU KNOW, I DON'T KNOW WHETHER THAT'S GOING TO HAPPEN. THE FIRST THING WE WANT TO SPEAK TO IS THAT IT'S AN INCREDIBLY BEAUTIFUL SITE WITH THE ROCK AND THE SHIELD, THE LANDSCAPE, THE VIEWS AND SO FORTH. AND SO THE 1ST GOAL OF THE PROJECT, AS WE SEE IT, IS TO BE AS LIGHT ON THE LAND AS POSSIBLE. IT IS A STEEP SITE. THERE'S SOME CHALLENGES WITH THAT. BUT THE GOAL IS ANY, ANY AND EVERY WAY THAT WE CAN FIND TO BE LIGHT ON THE LAND IS IS IN RESPECT OF THIS BEAUTIFUL SITE AND THE TRADITIONS OF BUILDING IN THE COMMUNITY. SO THAT'S OUR FIRST GOAL. AND TO CONNECT AND SO FORTH INTO THE CLIMBING TRAILS AND RESPECT THE CLIMBING AREA AREAS AND SO FORTH. FOR THE COMMUNITY. THE 2ND IS REALLY TO RESPECT LOCAL FORM AND CHARACTER. AND SO TO FIND THE RIGHT WAY TO BE LIGHT ON THE LAND AND TO INTEGRATE INTO THIS BEAUTIFUL NATURAL SITE WITH, WITH BUILDING A BUILDING FORM THAT FEELS APPROPRIATE AND SCALED TO TO THE NEED AS WELL AS TO, TO THE SITE. AND YOU'LL SEE THAT IN A MOMENT AS WE GO FORWARD. SO OUR THOUGHT IS AS MUCH AS POSSIBLE IS TO FIND COMPONENTS OF THE SITE THAT CAN BE PROTECTED, LOOKING AT THE TOPOGRAPHY OF THE SITE. AND SO AS WE LOOK AT WHERE CAN THE DEVELOPMENT HAPPEN ON IT SUCH THAT IT'S LATE ON THE LAND, WE LOOK TO THE FLAT AREAS AS OPPORTUNITIES TO WHERE TO PUT PARKING IN PARTICULAR.
