BOREALIS IS READY TO APPLY FOR AN OCCUPANCY PERMIT, BUT A CONDITION ON THEIR BUILDING PERMIT REQUIRING A FIRE HYDRANT VAULT TO BE INSTALLED IS BLOCKING THE OCCUPANCY PERMIT AT THE MOMENT.
SO THE BELLANCA BUILDING, IT'S A FORMER OFFICE BUILDING SAT EMPTY SINCE 2012.
BOREALIS BOUGHT THE BUILDING IN 2021 AND REVITALIZED THAT UNUSED EYESORE INTO THE NEST, WHICH IS A MODERN 72 UNIT APARTMENT BUILDING WITH TWO COMMERCIAL UNITS ON THE MAIN FLOOR.
NOW, THIS ALIGNS WITH THE CITY'S VISION OF A VIBRANT DOWNTOWN CORE.
THE 72 UNITS CERTAINLY HELP ALLEVIATE YELLOWKNIFE´S CHRONIC HOUSING SHORTAGE, AND BOREALIS IS READY TO APPLY FOR AN OCCUPANCY PERMIT. BUT THERE IS A HITCH. THERE'S A DELAY DUE TO THE FIRE HYDRANT VAULT REQUIREMENT.
BOREALIS´ BUILDING PERMIT REQUIRES A FIRE HYDRANT VAULT TO BE BUILT.
THEIR DEVELOPMENT PERMIT DIDN'T REQUIRE THIS.
FINANCING WAS ARRANGED AFTER THE DEVELOPMENT PERMIT, BUT BEFORE THE BUILDING PERMIT.
SO THIS FINANCING WAS A DIFFICULT AND LENGTHY PROCESS FOR BOREALIS, BUT THEY PERSEVERED.

THEY CARRIED THE COST OF BUILDING FOR TWO YEARS PRIOR TO FINANCING.THAT INCLUDED PAYING OVER $400,000 IN PROPERTY TAXES WHILE THEY WEREN'T EARNING ANY INCOME.
THE LENDER WILL NOT INCREASE THE LOAN AMOUNT UNDER ANY CIRCUMSTANCES.
INSTALLING THE HYDRANT IS A SIGNIFICANT COST AND DELAY.
SO THIS MATTER HAS BECOME MORE URGENT AS BOREALIS WORKS WITH LENDERS TO CONVERT THEIR FINANCING FROM A SHORT TERM CONSTRUCTION LOAN TO A TERM LOAN BEGINNING AUGUST 31ST. THE FINANCING IS CONTINGENT ON AN OCCUPANCY PERMIT BEING ISSUED NO LATER THAN AUGUST 15TH.
SO THERE'S SOME ALTERNATIVES TO THE HYDRANT VAULT THAT I WANT TO BRING YOUR ATTENTION TO.
THE NEST IS WHAT'S CONSIDERED A NONCOMBUSTIBLE BUILDING.
BOREALIS HAS UPGRADED THE NEST WITH A STATE OF THE ART ALARM SYSTEM, NEW SPRINKLER SYSTEM, NEW FIRE PUMP SYSTEM, AND A WALL HYDRANT. BOREALIS HAS, OVER THE PAST COUPLE OF MONTHS, MADE A NUMBER OF REQUESTS TO HAVE AN ALTERNATIVE PROPOSAL TO THE HYDRANT VAULT REVIEWED. NOW, WITH HELP OF THE CITY ADMINISTRATION, THAT ALTERNATIVE IS NOW WITH THE CITY REGULATORY PROCESS, SO WE DON'T WANT TO GET INTO ANY OF THE DETAILS OF THAT ALTERNATIVE SOLUTION.
BUT TIME IS OF THE ESSENCE FOR A DECISION ON THIS ALTERNATIVE PROPOSAL.
SO IF THE HYDRANT IS STILL REQUIRED AFTER REVIEWING THIS ALTERNATIVE, IT'S NOT REASONABLE THAT BOREALIS ALONE PAYS FOR THIS, THE FULL COST OF THE HYDRANT. OTHER NEARBY PROPERTIES AND SOME OF THESE PROPERTIES CERTAINLY HAVE LESS MODERN FIRE PROTECTION THAN THE NEST. THEY'RE ALSO GOING TO RELY ON THAT HYDRANT.
SO GIVEN THE HIGH COST AND THE SHARED ACCESS TO THE HYDRANT, BOREALIS PROPOSES EITHER THE CITY ABSORB THE COST TO INSTALL THAT HYDRANT, OR THERE'S SOME SORT OF A MAJOR COST SHARING AGREEMENT.
IF YELLOWKNIFE WANTS TO KEEP RENTS REASONABLE, THEN HAVING THIS REVITALIZED APARTMENT BUILDING SHOULDER 100% OF THE HYDRANT VAULT COST, THAT'S REALLY NOT GOING TO HELP KEEP THOSE RENTS REASONABLE.
CITY ADMINISTRATION HAS ALREADY POINTED OUT THERE MAY BE SOME FUNDING OPTIONS AVAILABLE THROUGH THE CITY, BUT WE NEED SOME MORE CONCRETE ADVICE ON THOSE OPTIONS.
AND WE NEED ALL THIS SOON. SO WHAT ARE WE REQUESTING FROM COUNCIL? WELL, CONSIDER REFERRING THIS MATTER TO CITY ADMINISTRATION AS AN URGENT MATTER TO BE RESOLVED.
AND FINALLY, CONSIDER A MOTION TO FUND ALL OR PART OF THE FIRE HYDRANT INSTALLATION BY THE CITY.

I MUST ADMIT, IN THE JUST ABOUT A YEAR SINCE I'VE BEEN HERE, I'VE HAD MORE CONVERSATIONS ABOUT FIRE HYDRANTS THAN I EVER IMAGINED I WOULD HAVE. AND I BELIEVE THAT COLLEAGUES AROUND HERE ON THE ADMINISTRATION SIDE, I WANT TO REASSURE RESIDENTS AND DEVELOPERS THAT FIRE PROTECTION AND FIRE SAFETY IS AN IMPORTANT COMPONENT. THEY ARE PROVIDING THEIR PROFESSIONAL JUDGMENT, AND THEY REQUIRE DUE DILIGENCE, AND THAT DUE DILIGENCE NEEDS TO BE DONE. SO I BELIEVE IN THE FULLNESS OF THE PROCESS, HAVING AN AWARENESS OF THE SITUATION OF THE DEVELOPER, THE NEED FOR DOWNTOWN REVITALIZATION, WHICH HAS BEEN SUPPORTED BY THIS COUNCIL AND PREVIOUS COUNCILS.
I BELIEVE WE UNDERSTAND THAT WE WILL NOT DILLY DALLY ON THIS MATTER, BUT I WANT TO MAKE SURE THAT OUR OFFICIALS HAVE THE FREEDOM TO APPLY THEIR FULL PROFESSIONAL JUDGMENT.
I WOULD ADD THAT PART OF THAT HAS, I WOULD, OFFER HAS BEEN INCLUDED COORDINATION WITH OUR OFFICE OF THE FIRE MARSHAL.
SO WE ARE WORKING CLOSELY WITH THE OFFICE OF THE FIRE MARSHAL IN A COORDINATED FASHION TO DO A COORDINATED REVIEW, WHICH IS ARGUABLY SOMETHING THAT WE SHOULD BE DOING MORE OF ANYWAY ON A DAY TO DAY BASIS.

WE DO HAVE THE DEVELOPMENT INCENTIVES BY-LAW AND THAT HAS A COUPLE OF DIFFERENT OPTIONS FOR THIS PARTICULAR PROPONENT, THERE ARE TWO VERSIONS OF THAT PROGRAM, DEPENDING ON WHICH POINT IN TIME THEY WOULD LIKE TO ACCESS THAT AND THAT WOULD MAKE SOME RESOURCES AVAILABLE THROUGH THAT PROGRAM. THAT WOULD BE THE PRINCIPAL ONE.
