SO WHAT INITIATED MY INVITATION TO THIS MEETING, I BELIEVE, WAS MY COMMUNICATION WITH THE CITY ON IDENTIFYING SOME KEY PRIORITIES AT THE RCMP IN COLLABORATION WITH OUR COMMUNITY LEADERSHIP COULD SETTLE ON, SO THAT WE COULD HELP DIRECT SOME OF OUR PRIORITIES, BUT INITIATIVES TO ACHIEVE THOSE PRIORITIES. AND WHAT I COMMUNICATED WAS, AND READ FROM MY LIST HERE, CRIME REDUCTION AND INTERRUPTION, SPECIFICALLY THE TARGETED ENFORCEMENT RESPONSES TO REDUCE HARM TO THE OVERALL COMMUNITY.

SO THAT'S NUMBER ONE. NUMBER TWO, RECONCILIATION AND COMMUNITY LEADERSHIP ENGAGEMENT TO CONTINUE TO BUILD AND MAINTAIN STRONG RELATIONSHIPS.

AND NUMBER THREE, ENHANCING ROAD SAFETY. AND THAT ONE IS SELF-EXPLANATORY WITHIN THE YELLOWKNIFE CITY ITSELF.

PERFECT. SO FOR JUST, THANK YOU FOR ALL OF YOUR WORK AND THE WORK OF THE RCMP IN OUR COMMUNITY.

SO WE HAD ALL RECEIVED THAT LETTER, AND SO I'M GOING TO OPEN IT UP TO MY COLLEAGUES.

WILL THERE BE AN EMPHASIS UPON PARTICULAR ZONES WITHIN THE CITY FOR THIS AREA? PRIMARILY, I SPEAK OF THE DOWNTOWN CORE, AS LAST WEEK WE DID PASS A MOTION SPECIFICALLY REITERATING STREETS THAT WE WOULD LIKE TO SEE PATROLS OR MORE EMPHASIS ON JUST WONDERING IF YOU ARE RECEPTIVE TOWARDS THAT? YES, MOST CERTAINLY. SO WE HAVE AN INTEREST IN SAFER COMMUNITIES AND CERTAINLY ONE OF OUR PRIORITIES, REGARDLESS OF WHETHER OR NOT IT'S ADOPTED AND PUT INTO OUR STRATEGIC PLAN FOR THIS YEAR.

WHEN WE TALK, WHEN I TALK ABOUT HARM REDUCTION TO THE COMMUNITY, IT'S KIND OF FROM DIFFERENT SCALES, WHETHER IT'S WHAT WE SEE, STREET LEVEL KIND OF DISRUPTIONS OF PEOPLE'S BUSINESSES AND DAY TO DAY LIVES UP TO MORE OF THE ORGANIZED CRIME IN TERMS OF, SAY, ILLICIT DRUG TRAFFICKING, FOR EXAMPLE. SO WE DO HAVE A PLAN IN PLACE, AND WE ARE COLLABORATING WITH MED FROM THE CITY HERE TO ENHANCE OUR PHYSICAL PRESENCE IN THE DOWNTOWN AREA. WHETHER IT BE FOOT PATROLS OR BICYCLE PATROLS, WE ARE OFTEN IN THE COMMUNITIES TRAVELING TO AND FROM.

BUT IT'S NOT ALWAYS RECOGNIZABLE, PARTICULARLY IF WE'RE IN A POLICE VEHICLE DRIVING FROM POINT A TO POINT B, SO WE DO WANT TO STRIVE TO INCREASE OUR PRESENCE IN THE DOWNTOWN AREA.

SO CRIME REDUCTION INTERRUPTION. SO WE WOULD HAVE A FOCUS ON INTELLIGENCE GATHERING MORE FOR THE LARGER SCALE, MORE IMPACTFUL HARM THAT'S DONE TO THE COMMUNITY.

AND LOOK AT THE BEST OPPORTUNITIES TO DISRUPT THAT.

BASICALLY LOOK FOR THE MOST BANG FOR OUR BUCK, SO TO SPEAK, NOT JUST OUR DOLLAR BUCK, BUT OUR ACTUAL RESOURCES THAT WE HAVE.

AND ON THE SAME STREAM FOCUS ON INITIATIVES THAT ARE THE LOWEST IN TERMS OF RESOURCE INVESTMENT, BUT YET STILL HAVE IMPACT FOR THE GREATER COMMUNITY AND PRESENCE IN THE COMMUNITY AS I GO THREE THROUGH THE THREE ITEMS, PRESENCE IN THE COMMUNITY IS GOING TO BE ONE OF THE PARAMOUNT FEATURES.

JUST BECAUSE OFFICER PRESENCE CAN DO SO MUCH TO DETER AND DISRUPT CRIME AT MANY LEVELS.

SO RECONCILIATION AND COMMUNITY ENGAGEMENT SPECIFICALLY WITH LEADERSHIP.

I'VE BEEN DOING THAT ALREADY. WE HAVE BEEN DOING THAT ALREADY, AS A COLLECTIVE TO ENSURE THAT WE HAVE OPEN LINES OF COMMUNICATION AND CAN HAVE, I THINK AT TIMES, FORMAL AND INFORMAL CONVERSATIONS SO THAT WE CAN SHARE MESSAGES, SHARE INFORMATION AND JUST SPEAK FREELY WITH EACH OTHER.

AND I WOULD LIKE TO CONTINUE TO DOING THAT, ESPECIALLY IN TERMS OF OF IDENTIFYING MUTUALLY BENEFICIAL EFFORTS THAT WE CAN COLLABORATE ON AND AGAIN, ENHANCE POLICE PRESENCE IN THE DOWNTOWN AREA, AS WELL AS DIFFERENT VENUES LIKE COMMUNITY EVENTS AND EVENTS JUST LIKE THIS AND ENHANCING ROAD SAFETY. SELF-EXPLANATORY. WE HAVE COLLABORATED, RCMP HAVE COLLABORATED WITH CITY MED ALREADY ON ROAD SAFETY INITIATIVE, AND WE PLAN ON CONTINUING TO DO JUST THAT, AND I'LL COME BACK TO YOU IN ENHANCED PRESENCE ON THE ROADWAY.

AND WE DO HAVE NEWLY FORMED, WELL, POSITIONS FILLED IN THIS DIVISION'S TRAFFIC SERVICES UNIT.

SO THERE'S TWO OUT OF THREE POSITIONS FILLED RIGHT NOW, AND THE NEXT COUPLE OF WEEKS, THE OTHER THREE POSITIONS WILL BE FILLED.

SO WE CAN APPRECIATE THAT THERE WILL BE IMPACT FROM THAT, JUST HAVING THE PRESENCE ON THE COMMUNITY.

AND THEN, OF COURSE, OUR DETACHMENT, WE'LL BE ABLE TO COLLABORATE WITH OUR TRAFFIC SECTION.

AND THAT WOULD BE MY NEXT POINT. ONE OF THE INITIATIVES WOULD BE JUST LEVERAGING EXISTING RESOURCES TO ENHANCE OUR CAPACITY TO SPEARHEAD ROAD SAFETY INITIATIVES. SO COLLABORATION WITH YKMED AS WELL AS OUR TRAFFIC SERVICES SECTION.

AND THEN THIRDLY WE WOULD NOT ONLY INSTITUTE BUT PROMOTE SPECIFIC ROAD SAFETY INITIATIVES BEYOND WHAT W E WOULD BE MANDATED TO DO NATIONALLY, LIKE IMPAIRED DRIVING INITIATIVES OVER THE HOLIDAY SEASONS.

WE WOULD WANT TO SPEARHEAD SPECIFIC INITIATIVES LIKE RESTRAINT DEVICES AND DISTRACTED DRIVING AS WELL.

I ASSUME YOU'VE HAD A CHANCE TO LOOK AT THE TWO RECENT PRIORITIES THAT CITY COUNCIL APPROVED FOR OUR MUNICIPAL ENFORCEMENT DIVISION, AND IT'S REALLY GREAT TO HEAR THAT YOU GUYS ARE ALL ABOUT PRESENCE DOWNTOWN, BECAUSE THAT WAS ONE OF THE TWO PRIORITIES THAT COUNCIL IDENTIFIED RECENTLY, A COUPLE WEEKS AGO. THE OTHER REASON I WAS ASKING ABOUT ROAD SAFETY IN PARTICULAR IS BECAUSE COUNCIL RECOGNIZES THAT MED AND THE RCMP SIMILARLY HAVE A LOT OF THINGS THEY ARE ACTUALLY RESPONSIBLE FOR, BUT NOT ENOUGH TIME AND PEOPLE AND RESOURCES TO NECESSARILY TACKLE THEM ALL AS MUCH AS WE WOULD LIKE FOR THE CITY. THE SECOND PRIORITY THAT WAS IDENTIFIED FOR THE MUNICIPAL ENFORCEMENT DIVISION WAS YOU KNOW, SCHOOLS, RIGHT? MAKING SURE THAT OUR MOST VULNERABLE POPULATION KIDS IN THOSE AREAS, THERE'S EXTRA EYES, EXTRA PRESENCE IN THOSE SPACES. SO I GUESS I WAS JUST CURIOUS.

IS THAT SOMETHING YOU'VE HAD A CHANCE TO REFLECT ON OR COLLABORATE ON WITH MED ABOUT HOW TO EITHER SUPPORT OR COMPLEMENT MED IN THAT SPACE OR LET THEM FOCUS ON THAT AS ONE OF THEIR TOP PRIORITIES AND KIND OF, YOU KNOW, LOOK AFTER MANY OF THE OTHER ROAD SAFETY ELEMENTS.

YEAH, CERTAINLY. SO I DID REFLECT, ALTHOUGH THAT WAS A SHORT PERIOD OF REFLECTION BECAUSE I'VE ALREADY HAD CONVERSATIONS WITH CITY LEADERSHIP ON THOSE PARTICULAR ITEMS ANYWAY, BEFORE THEY ARE FORMALIZED AS MED PRIORITIES.

SO YES, I MEAN, THESE ARE VERY MUCH IN LINE WITH WHAT THE RCMP IS RESPONSIBLE FOR REGARDLESS.

AND THERE'S CERTAINLY AN OPPORTUNITY TO COLLABORATE AND SUPPORT DIFFERENT PARTNERS IN ACHIEVING THESE VERY GOALS.

OKAY. SO WE WERE INVITED HERE TODAY TO DISCUSS SPECIFICALLY GIANT MINE REMEDIATION PROJECT AND HOW IT RELATES TO THE CITY OF YELLOWKNIFE WATER SOURCE STUDY COMPLETED IN 2024. THERE WERE TWO UPSET CONDITIONS THAT SPECIFICALLY RELATED TO GIANT MINE.

SO THAT'S WHAT MY PRESENTATION IS FOCUSING ON AND TRYING TO INFORM CITY COUNCIL AS WELL, AS WE HAD SOME QUESTIONS ASKED TO US IN ADVANCE TO ANSWER THOSE.

CERTAINLY, I DON'T THINK I'LL ANSWER ALL OF THEM, BUT HAPPY TO HAVE THE DISCUSSION GOING FORWARD. SO TO START WITH, I'D JUST LIKE TO TO SAY THAT OUR PROJECT, ONE OF OUR MAIN GOALS IS TO PREVENT UNCONTROLLED FLOODING OF THE MINE AT GIANT.

SO THE TWO UPSET CONDITIONS THAT YOU WANTED TO TALK ABOUT WERE THAT OUR WATER TREATMENT PLANT FAILS FOR WHATEVER REASON, THE MINE WATER LEVEL RISES AND WE HAVE CONTAMINANTS RELEASING INTO THE BAY.

SO THAT'S THE ONE I'M PREDOMINANTLY GOING TO TALK TO YOU ABOUT TODAY, BECAUSE THE UPSET CONDITION NUMBER TWO IS WHERE WE RELEASE EFFLUENT THAT IS ABOVE OUR TARGETS, WHICH WE ARE NOT PERMITTED TO DO. SO THAT WOULD NOT HAPPEN.

WE WOULD NOT ILLEGALLY DISCHARGE. WHAT WOULD HAPPEN IN THAT SCENARIO IS WE WOULD STOP DISCHARGING AND THEN THE MINE WATER LEVEL WOULD RISE.

YOU CAN SEE THE MINE WATER POOL, IT'S THAT BLUISH SHADED AND IT'S MARKED BY THE 750 LEVEL.

EXCELLENT. SO I'M JUST GOING TO GO OVER HOW WE MANAGE WATER IN THE NEXT COUPLE SLIDES JUST SO EVERYONE IS ON THE SAME PAGE.

SO RIGHT NOW HOW WE MANAGE WATER IS HOW IT'S BEEN MANAGED FOR DECADES.

WE PUMP WATER FROM THE UNDERGROUND UP INTO THE NORTHWEST POND, WHICH I CAN'T POINT, BUT YOU CAN SEE EVERYTHING'S LABELED THERE, AND WE STORE THAT WATER. ALL WATER FROM SITE IS COLLECTED AND STORED AT THE NORTHWEST POND.

AND THEN SEASONALLY, WE PUMP IT OVER TO THE ETP, WHICH IS THE EFFLUENT TREATMENT PLANT ON THIS DIAGRAM.

AND WE TREAT IT, AND THEN WE DISCHARGE IT INTO THE SETTLING AND POLISHING PONDS.

WAIT TILL IT MEETS OUR EFFLUENT CRITERIA, AND IT'S DISCHARGED TO BAKER POND AND BAKER CREEK.

SO THAT'S HOW WE DO IT TODAY, AND THAT'S HOW WE'RE GOING TO BE DOING IT THIS YEAR. WE GENERALLY DISCHARGE DISCHARGED SEASONALLY. WE STORE THE WATER YEAR ROUND AND THEN USUALLY STARTING JULY 1ST, WE PUMP IT OVER TO THE TREATMENT PLANT, TREAT IT AND DISCHARGE IT.

SO IT'S A SEASONAL OPERATION WE TREAT DEPENDING ON HOW WET OR DRY THE YEAR IS, WE TREAT THROUGH JULY, AUGUST. SOMETIMES WE SHUT DOWN AND START AGAIN IN SEPTEMBER IF WE HAVE A BIT MORE TO TREAT, BUT IT'S USUALLY A, YOU KNOW, AN 8 TO 12 WEEK PROCESS.

SO GOING FORWARD NEXT SLIDE PLEASE. HOW ARE WE GOING TO MANAGE WATER? SO ON THAT DIAGRAM WHERE THERE'S THE BIG YELLOW STAR IS THE NEW WATER TREATMENT PLANT WHICH WE'RE CURRENTLY BUILDING.

THAT PHOTO IS PROBABLY SIX MONTHS OLD. SO THE WATER TREATMENT PLANT IS COMPLETELY CLOSED IN.

WE'RE WORKING ON THE INTERIOR RIGHT NOW, GETTING ALL THE PROCESSES AND SYSTEMS IN PLACE, AND WE PLAN TO START OPERATION LATE 2026.

SO WE'RE ABOUT A YEAR PLUS AWAY FROM THIS WATER TREATMENT PLANT AND THIS SYSTEM COMING INTO EFFECT.

SO THE ONE I JUST EXPLAINED WAS, YOU KNOW, DECADES AND IT SHOULD END NEXT YEAR.

AND THEN GOING FORWARD, THIS IS HOW WATER WILL BE MANAGED AT SITE.

WE'RE GOING TO PUMP WATER DIRECTLY FROM THE UNDERGROUND, THROUGH TWO WELLS DIRECTLY TO THE SURFACE AND OVER TO THE WATER TREATMENT PLANT WHERE IT WILL BE TREATED, AND IT WILL BE DISCHARGED THROUGH AN OUTFALL PIPE, WHICH IS THE BLUE LINE ON THIS DIAGRAM.

THAT OUTFALL PIPE SNAKES AROUND THE OLD WE CALL IT THE OUTFALL ROAD.

NOW TO THE TOWN SITE AREA AND DISCHARGES DIRECTLY INTO YELLOWKNIFE BAY, BACK BAY IN AN OUTFALL SUBMERGED.

SO WE'LL NO LONGER BE STORING WATER ON THE SURFACE.

WE'LL BE PUMPING CONTINUALLY, AND WE'LL ALSO BE TREATING 365 DAYS A YEAR.

NEXT SLIDE. AGAIN, I HAVE A SIMPLISTIC VIEW, AGAIN SHOWING HOW THAT IS JUST I KNOW PEOPLE SEE THINGS DIFFERENTLY.

SO AGAIN, THE MINE POOL WILL BE TREATED DIRECTLY TO THE NEW WATER TREATMENT PLANT.

THE MILL POND IS SORT OF SORT OF ANY SURFACE WATER WE COLLECT ON SITE, RUN OFF WATER, OR WHAT WE CALL CONTACT WATER THAT COMES INTO CONTACT WITH CONTAMINATED AREAS WILL BE PUMPED INTO THE MINE POOL AND THEN UP TO THE WATER TREATMENT PLANT.

WE WILL TREAT THE WATER AND DISCHARGE DIRECTLY TO YELLOWKNIFE BAY.

SO THAT IS HOW WE MANAGE WATER CURRENTLY AND WILL BE SWITCHING NEXT YEAR TO THIS NEW SYSTEM.

AND THIS NEW SYSTEM WILL BE INTO THE FORESEEABLE FUTURE. THERE IS NO END DATE FOR WATER TREATMENT.

SO LET'S TALK ABOUT RISK BECAUSE I THINK THAT'S WHAT YOU GUYS WANT TO TALK ABOUT. SO HOW DO WE MANAGE RISK.

SO ON OUR PROPERTY WE DO MANAGE RISK. WE TALK ABOUT RISK ALL THE TIME.

WE USE AN INTEGRATED RISK MANAGEMENT PROCEDURE.

SO WE IDENTIFY RISK, WE ANALYZE IT, WE EVALUATE AND WE MITIGATE OR MONITOR DEPENDING ON OUR SOLUTIONS.

SO THIS JUST GIVES YOU THE THE ISO 31,000 THAT THE PROJECT HAS ADOPTED IN TERMS OF ITS RISK MANAGEMENT, BECAUSE THAT WILL GET INTO HOW WE'RE GOING TO MANAGE RISK. ON THE NEXT SLIDE, PLEASE, DEBBIE. SO HOW ARE WE MANAGING RISK AND ACTUALLY REDUCING THE RISK.

AND OUR PLAN WE HAVE ONE CHAMBER FROZEN THAT WE DID ABOUT A DECADE AGO TO TEST IT, AND WE WILL BE FREEZING THE REMAINDER OF THE ARSENIC TRIOXIDE.

SO THIS SHOWS HOW WE'RE GOING TO DO IT. WE'RE GOING TO DO IT WITH THERMOSYPHONS, WHICH THERMOSYPHONS ARE INSTALLED AROUND ALL THE CHAMBERS.

AND THEY EXTRACT THE HEAT FROM THE GROUND AND FREEZE IT.

SO OUR TARGET FOR THE PROJECT SHOWN ON THE RIGHT HAND DIAGRAM IS POST-CLOSURE IS WE'RE GOING TO HAVE A FIVE METER WIDE SHELL THAT REACHES -5°C.

THAT'S OUR GOAL. THAT'S OUR CLOSURE CRITERIA.

SO THE WATER IS BELOW THE ARSENIC CHAMBERS WHERE IT HAS BEEN FOR DECADES, AND IT WILL STAY THERE.

WE HAVE COMMITTED TO NOT RAISING THE WATER LEVEL, BUT THIS IS TO REDUCE THE RISK IN CASE IT EVER DID FLOOD.

ONCE IT'S FROZEN WATER. CAN'T GET IN, WATER CAN'T GET OUT.

THAT IS THE INTENT. SEE, THE CHAMBERS WILL BE FROZEN OVER THE COURSE OF THE REMEDIATION PROJECT, WITH THE NEXT SERIES STARTING NEXT YEAR WITH THE THERMOSYPHON INSTALLATION, AND THE FINAL AREA OF THERMOSYPHON INSTALLATION WILL BE COMPLETE BY 2035.

SO ANOTHER CONCERN WITH THE FLOODING OF THE UNDERGROUND OR THE MANAGING THE MINE WATER IS IF WE HAD AN UNCONTROLLED INPUT INTO THE MINE AND ONE OF THOSE THAT HAD BEEN IDENTIFIED AS BAKER CREEK ON SITE, IF IT MANAGED TO GET INTO ONE OF OUR PITS, WHICH HAVE CONNECTIONS TO THE UNDERGROUND, COULD CAUSE A SURGE OF WATER INTO THE UNDERGROUND AND CAUSE THE UNDERGROUND TO FLOOD.

SO HOW WE'RE MANAGING THAT RISK, WE'RE GOING TO REALIGN BAKER CREEK.

WE'RE GOING TO WIDEN IT, SO IT HAS A FLOODPLAIN, A VERY LARGE FLOODPLAIN DETERMINED BY THE PROBABLE MAXIMUM FLOOD, SO IT'S A VERY WIDE FLOODPLAIN. WE'RE GOING TO REROUTE IT, SO IT'S NOT NEAR ANY OF THE PITS, BECAUSE IF IT GOT INTO A PIT, THAT WOULD BE A DIRECT ACCESS TO THE UNDERGROUND.

AND THEN WE'RE ALSO GOING TO FILL THE PITS TO PREVENT THAT.

WE'RE GOING TO PUT COVERS ON THE PITS WATER SHEDDING AND COVERS, SO WATER DOESN'T GO INTO THE PITS AND SEAL ALL OPENINGS TO SURFACE.

SO WE FEEL THAT IS MITIGATING THE RISK THAT BAKER CREEK OR SOME OTHER WATER SOURCE COULD FLOOD THE UNDERGROUND.

SO I'M GOING TO TALK TO YOU A LITTLE BIT ABOUT THE ELEVATION AND HOW WE MANAGE IT, AND THE RISK OF THE ACTUAL WATER IN THE UNDERGROUND.

SO THE SCALE ON THE RIGHT IS BELOW GROUND LEVEL.

SO WHEN I SAY 750, IT'S 750FT BELOW LEVEL. THAT'S WHERE WE MANAGE THE WATER.

BUT THEN WE'VE GOT THE THE GEOSCIENTISTS, THE ENGINEERS AND THE SCIENTISTS.

THEY USE METERS NOW AND THEIR REFERENCE IS SEA LEVEL.

SO THAT'S THE SCALE ON THE RIGHT. IT'S NOT CRITICALLY IMPORTANT TO KNOW THE SCALE.

IT'S JUST THE RELATIVE REFERENCE, THE RELATIVE DISTANCES.

SO THE BLUE LINE AT THE VERY BOTTOM IS WHERE THE WATER LEVEL IS CURRENTLY AND WHERE WE KEEP IT.

THAT'S OUR OPERATING RANGE. IT FLUCTUATES A LITTLE BIT BECAUSE OBVIOUSLY DURING FOURCHETTE WE HAVE A BIT MORE INFLUENCE OR INFLUX, YOU KNOW, DRIER YEARS. IT MIGHT GO DOWN A LITTLE BIT MORE, BUT THAT'S WHERE WE KEEP THE WATER LEVEL. SO YOU CAN SEE WE'VE GOT A FEW SPOTS MARKED OUT ON THIS GRAPH. THE TOP YELLOW STAR IS GREAT SLAVE LAKE ELEVATION.

THE NEXT STAR DOWN IS WHERE MOST OF THE ARSENIC STOPES AND CHAMBERS LIVE, NEXT STAR DOWN WE HAVE ONE STOPE THAT'S A LITTLE BIT LOWER.

SO THAT'S THE LOWEST ARSENIC TRIOXIDE CONTAINING STOPE.

AND THEN THE BLUE STAR IS THE DEEPEST STOPE THAT WE DID WORK ON, THAT WE STABILIZED OVER THE LAST 5 OR 6 YEARS, TEN YEARS TO STABILIZE THE UNDERGROUND. SO AS YOU CAN SEE, WE KEEP THE WATER QUITE A BIT LOWER THAN ALL OF THESE ELEVATIONS.

IN OUR WATER LICENSE AND OUR PERMITS, WE ARE REQUIRED TO HAVE ACTION LEVELS.

WE HAVE A LOW ACTION LEVEL AND THEN WE HAVE MODERATE AND HIGH ACTION LEVELS.

AND THOSE TELL US, IF WE HIT THOSE, THAT WE NEED TO LOOK AT OUR WATER MANAGEMENT, IT'S NOT PERFORMING AS IT SHOULD BE, AND WE EITHER NEED TO TAKE ACTION OR, YOU KNOW, HAVE A PLAN, FIGURE OUT WHAT'S GOING WRONG, WHY WE'VE HIT THOSE ACTION LEVELS. NEXT SLIDE PLEASE.

AND WHAT THIS SHOWED US, SO THE YEARS ARE JUST RELATIVE, SO IF OUR PUMPS FAILED OR SOMETHING FAILED IN THE WATER TREATMENT PLANT AT 2034, WE WOULD SLOW. THIS IS HOW THE WATER LEVEL WOULD RISE OVER TIME.

SO WE WOULD HAVE ABOUT SIX MONTHS TO EIGHT MONTHS TO HIT THE LOW ACTION LEVEL.

I THINK THERE'S SOME AT THE LEGISLATIVE ASSEMBLY HERE.

THEY'RE BASICALLY. I'M GOING TO SIMPLIFY IT, BUT TUBES FILLED WITH CARBON DIOXIDE, AND THEY OPERATE BASED ON THE AMBIENT AIR TEMPERATURE. WHEN THEY'RE COLD, THE GAS TURNS TO A LIQUID AND IT DROPS DOWN.

IT CAN EXTRACT THE HEAT BY WARMING UP AND IT JUST CYCLES AROUND THE THERMOSYPHON, SO THEY DON'T REQUIRE POWER.

ONCE THEY'RE INSTALLED, THEY'RE PRETTY MUCH ZERO MAINTENANCE, BUT WE OBVIOUSLY WILL BE CHECKING THEM AND MAINTAINING THEM.

WE HAVE THERMOSYPHONS IN THE FREEZE, THE ONE CHAMBER WE FROZE IN THE FREEZE OPTIMIZATION STUDY BACK IN 2009, I BELIEVE. SO THOSE ONES HAVE NOT FAILED. THEY'RE STILL IN PLACE, BUT WE CHECKED THEM.

WE WILL HAVE A PRESENCE ON SITE. DON'T FORGET WE WILL BE ON SITE.

WE HAVE MONITORING AND POST-CLOSURE MONITORING MAINTENANCE PLANS THAT WE WILL BE IMPLEMENTING.

SO WE CERTAINLY WILL HAVE A PLAN FOR REPLACEMENT OF THE THERMOSYPHONS.

THERE WILL BE OVER 800 OF THEM, SO WE KNOW WE'RE GOING TO HAVE TO MAINTAIN AND MONITOR THEM, BUT THEY'RE AS FAR AS SYSTEMS GO, THEY'RE PRETTY, PRETTY LOW MAINTENANCE.

AND THAT'S WHY THEY WERE CHOSEN. RIGHT? BECAUSE WE KNEW PEOPLE WANTED LOW MAINTENANCE, DIDN'T WANT TO DRAW ON THE POWER SUPPLY IN THIS TOWN.

WE ARE LOOKING FOR SIGNALS CHECK AND CONFIRMATION.

IN BUDGET 2025 COUNCIL PASSED A SERIES OF INITIATIVES, INCLUDING THE ADDITION OF BIKE LANES TO THE TUNE OF ABOUT $10,000.

WE'VE BEEN DOING ANALYSIS TO IMPLEMENT THAT IN THE 2025 SEASON.

WE'VE COME UP WITH SOME DESIGN QUESTIONS THAT SORT OF POPPED UP THAT CAUSED US TO PAUSE, AS WELL AS SOME BUDGET QUESTIONS, AND I'LL JUST TURN IT OVER TO MR. GREENCORN JUST TO HIGHLIGHT THE INFORMATION THAT WE HAVE TODAY AND LAY OUT THE PLAN THAT WE PROPOSE GOING FORWARD.

SURE. THANKS. SO DURING BUDGET 2025, COUNCIL PASSED A MOTION TO ALLOCATE TEN GRAND TOWARDS THE INSTALLATION OF SEASONAL BIKE LANES ON FOUR STREETS.

SO RANGE LAKE ROAD, FOREST DRIVE, 52ND STREET AND 47TH STREET.

JUST FOR GENERAL KNOWLEDGE, LINE PAINTING OCCURS WHEN THE WEATHER IS COOPERATIVE WITH US AND THE MAJORITY OF WINTER SANDING IS REMOVED FROM THE STREETS AND NON FREEZING TEMPERATURES AT NIGHT. SO THAT OBVIOUSLY THE LINE PAINTING INTEGRITY STAYS INTACT.

TO DATE, I WOULD SAY WE'RE A 75% OF LINE MARKINGS IN TOWN ARE DONE AND 25% OF CROSSWALKS AND STOP BARS ARE DONE, AND WE'LL BE INCORPORATING THE WORK WE'RE GOING TO TALK ABOUT HERE IN AS WELL.

AS MR. VAN DINE SAID, SOME QUESTIONS AROSE WHEN WE APPROACHED THE INSTALLATION OF BIKE LANES, SUCH AS, ARE WE REMOVING ON STREET PARKING? ARE WE BAGGING METERS? ARE WE LOSING METER REVENUE? ARE WE ALTERING ANY OTHER FORMS OF TRAFFIC MOVEMENT ON THE ROAD? AND WE GAINED SOME CLARITY ON THAT. AND OUR, OUR CURRENT APPROACH IS TO TAKE A NONINVASIVE APPROACH TO BASICALLY GET THE BIKE LANES INSTALLED, TO RAISE AWARENESS, TO NUDGE PEOPLE INTO MOVING MORE TOWARDS ACTIVE TRANSPORTATION MODES AND TO WORK WITHIN EXISTING ROAD ALLOWANCES BARRING CITYWIDE ACCEPTED STANDARD.

SO WE'LL WORK WITHIN THE BUDGETS AND THE MEANS PROVIDED WITHIN BUDGET.

THOUGH WE'RE GOING TO MOVE FORWARD WITH MINIMAL IMPACTS ON STREET PARKING AND COMPLETE AS MUCH AS WE CAN WITHIN THE ALLOCATED BUDGET. SO CURRENTLY WE EXPECT THAT TO BE RANGE LAKE ROAD, FOREST DRIVE.

AND WE'D LIKE TO ALTER 52ND STREET TO 53RD STREET FOR NUMEROUS REASONS OF LESS CONFLICT, EASIER TO ADMINISTER ON STREET. AND WE'LL SEE IF THERE'S BUDGET REMAINING TO WORK ON 47TH STREET.

SO THAT'S THE CURRENT APPROACH. ANOTHER UPDATE IS THAT WE CURRENTLY REVIEWED AND EVALUATED EIGHT SUBMISSIONS FOR THE TRANSPORTATION MASTER PLAN THAT OCCURRED ON FRIDAY. WE WILL BE MOVING FORWARD WITH THE AWARD OF THAT IN THE COMING WEEK.

SO THERE'LL BE A WHOLE BUNCH OF SPIN OFF WORK SEPARATE FROM THIS ASSOCIATED WITH THE TRANSPORTATION MASTER PLAN.
