SO WE CAN SEE HOW JUST TERRIBLY WRONG THEY WERE IN THEIR GUESSING. SO BACK TO THE DENSIFICATION THING. WE NOTE THAT THERE ARE NO PIECES OF PROPERTY ATTACHED TO THESE TWO AMENDMENTS, THESE TWO SPECIFIC BYLAWS. SO THEY'RE JUST GOING TO BE SITTING THERE LIKE A COUPLE OF BLUDGEONS WAITING TO STRIKE WHEN YOU GUYS FIND A PLACE THAT YOU WANT TO DENSIFY. AND TO US, THAT'S REALLY NOT WHERE IT SHOULD BE. IF EVEN IF THERE HAS TO BE A PROCESS AFTER THOSE ARE APPLIED AND WE GO THROUGH THAT PROCESS, IT'S NOT FAIR BALL AS FAR AS MANY OF US. AND I'M NOT ALONE IN THIS, THEY'RE JUST NOT HERE. AND FOR SOME OF US, WE'VE EXPERIENCED A BIT OF THAT WHEN A WHOLE ENTIRE NEIGHBORHOOD IN A FORM OF A THREE STORY BUILDING WAS PLOPPED IN THE MIDDLE OF FOUR NEIGHBORHOODS OKAY, SCHOOL DRAW, WILLOW FLATS, PEACE RIVER FLATS, AND THE FOLKS UP ON THE TOP OF THE HILL. AND WE'RE HAVING WE'RE EXPERIENCING THAT IMPACT, RIGHT? WE'RE JUST HAPPY WE MANAGED TO CUT IT DOWN TO THREE STORIES INSTEAD OF FOUR. IT JUST WOULD HAVE BEEN THAT MUCH MORE OF AN IMPACT. IT WAS ZONED. THERE IS THAT SOME OF US FEEL THAT WHEN THEY THREW THE BARTAM TRAILER COURT PEOPLE OUT OF THERE, AND I WORKED HARD TO MAKE SURE EVERYBODY GOT THEIR FAIR VALUE ON THAT ONE, THAT IT SHOULD HAVE BEEN ZONED FOR PUBLIC USE, BECAUSE THAT'S WHY THAT NEIGHBORHOOD WAS CLOSED. 17 PEOPLE. AND JUST COME BACK TO THE FOLLOWING MEETING WITH MORE FACTS AND FIGURES WHY WE THINK THAT IT SHOULDN'T BE THERE. SO I WILL SAY THAT WE SEE THE NEED FOR MORE HOUSING. WE SEE VACANT LOTS. WE SEE PLACES WHERE WE WANT TO TIE IN TO THE INFRASTRUCTURE SYSTEM THE WAY IT IS, BUT WE ALSO SEE A LOT OF OTHER OPPORTUNITIES THAT COULD COME TO THE FORE WHERE DENSIFICATION WOULDN'T BE NECESSARY, PARTICULARLY IN WELL-ESTABLISHED RESIDENTIAL NEIGHBORHOODS WHO ARE USED TO SEEING THEIR NEIGHBORHOODS THE WAY THEY ARE. THEY'VE BUILT CHARACTER, AND THAT'S WHAT'S ATTRACTING PEOPLE TO WANT TO LIVE IN THOSE NEIGHBORHOODS. WE SEE A LOT OF LAND AROUND YELLOWKNIFE THAT COULD BE OPENED UP WITH DIFFERENT THINKING WITH REGARDS TO OUTREACH TO OUR INDIGENOUS FRIENDS, BOTH DOWN THE NORTH END OF TOWN AND ACROSS THE BAY WHERE WE COULD PUT FORWARD FORWARD THINKING ABOUT HOW TO MOVE FORWARD. THAT'S A LOT OF FORWARD. AND SO WE SOME OF US FEEL THAT THERE'S, THERE'S SOME POSSIBILITIES IN A DIRECT APPROACH TO, [00:10:03] TO THOSE FOLKS TO ALLOW SOME DEVELOPMENT TO HAPPEN. IN ADDITION TO THAT I'M GOING TO QUICKLY HARP ON, ON MY FIRST EXPERIENCE ON COUNCIL WAS A TRIP TO EDMONTON TO GO TO THE WINTER CITIES CONFERENCE, AND WE WERE TOTALLY AMAZED, PARTICULARLY BY THE NORWEGIANS WHO HAD SOME OF THE MOST INNOVATIVE RESIDENTIAL CONSTRUCTION THAT YOU CAN POSSIBLY IMAGINE. AND ONE OF THEM WAS COMPARTMENTALIZED UTILIDORS. WE'RE NOT TALKING ABOUT THE PIPE BOXES THAT WE'VE SEEN AT THE MINES, OR SOME OF WHAT YOU MIGHT THINK A UTILIDOR IS, BUT THESE WERE MODERN, ALL CONTAINED, EVERYTHING; POWER, WATER, SEWER, EVERYTHING, ALL, ALL IN ONE PIECE AND THEY THEY FIT TOGETHER LIKE LEGOS. OKAY, SO ONE, ONE PART FAILED. YOU JUST TOOK THAT ONE PART OUT, TURNED THE TAPS OFF ON EITHER SIDE, TOOK ONE PART OUT, PUT IT BACK. BUT I ALSO SEE AROUND THE CITY WHERE THERE ARE ALREADY VACANT LOTS THAT ARE ZONED MULTI-FAMILY RESIDENTIAL AND ARE WAITING FOR THE STIMULUS TO HAVE A BUILDING BUILT ON IT THAT'S GOING TO PROVIDE SIGNIFICANT AMOUNT. NEXT I WANT TO TALK ABOUT RAISED CROSSWALKS. I THINK THE CITY MIGHT BE INTERESTED IN ENGAGING IN A BIT OF AN AUDIT OF WHERE RAISED CROSSWALKS WOULD BE USEFUL THROUGHOUT THE CITY. THEY'RE THEY'RE EXCELLENT FOR ACCESSIBILITY WHICH IS A PROBLEM IN A LOT OF AREAS IN THE CITY. BUT THEY'RE ALSO REALLY, REALLY GOOD FOR SPEED CONTROL. AND SPEED CONTROL IS AN ESSENTIAL COMPONENT OF ROAD SAFETY. SO I HAD KIND OF TWO EXAMPLES HERE, SORT OF FROM MY NEIGHBORHOOD. RIGHT SORT OF AT THE TOP OF FINLAYSON DRIVE NORTH AROUND SORT OF 6164, THERE'S A BUS SHELTER THAT'S TOTALLY ORPHANED. THERE'S NO SIDEWALK, THERE'S NO CROSSWALK. THERE ISN'T EVEN A CURB CUT. AND THE OTHER THING IS, THE WAY THE ROAD IS THERE, IT SORT OF ROUNDS A CORNER AS IT ALSO RISES UP OVER A HILL AND QUITE OFTEN THERE'S CARS PARKED THERE. SO YOU'VE GOT LIMITED SIGHT LINES AND PEOPLE OFTEN DRIVING, I DON'T KNOW, RELATIVELY QUICKLY. SO IT'S A IT BECOMES KIND OF HAZARDOUS TO GET TO THAT BUS STOP. AND IT'S A RESIDENTIAL NEIGHBORHOOD, IT'S FULL OF KIDS AND DOGS AND THINGS, YOU KNOW, I DON'T WANT TO HAVE TO WORRY ABOUT, YOU KNOW, TELLING MY KID TO GO AND TAKE THE BUS. SO HAVING A RAISED CROSSWALK RIGHT THERE, FIRST OF ALL, MAKES IT WAY MORE ACCESSIBLE TO GET THERE. AND IT ALSO ACTS AS A BIT OF A SPEED CONTROL, KEEPING SPEEDS DOWN, ESPECIALLY AT THAT ONE PARTICULAR POINT THAT HAS LIMITED SIGHT LINES. SO HAVING A RAISED CROSSWALK THERE WOULD AGAIN ALLOW DRIVERS TO SLOW DOWN SO THEY HAVE A CHANCE TO SEE PEOPLE THAT ARE WAITING TO CROSS. I SEE, LOOKING AT IT NOW THAT ACTUALLY IT SHOULD PROBABLY GO ON THE OTHER SIDE WHERE THE BUS STOP IS. BUT YOU KNOW, IT'S YOUR CITY, MAN, YOU DECIDE. IF THE CITY DOESN'T HAVE AN APPETITE FOR A RAISED CROSSWALK THERE, ANOTHER OPTION IN THAT AREA WOULD BE TO HAVE CURB BUMP OUTS. SO THAT ALLOWS PEDESTRIANS TO GET FARTHER OUT INTO THE ROAD SAFELY, WHERE THEY ARE MORE HIGHLY VISIBLE, AND THEN THEY'RE MORE LIKELY TO BE RECOGNIZED BY A VEHICLE. THE VEHICLE CAN STOP AND ALLOW THEM TO PASS BEFORE THEY END UP IN CONFLICT. THE LAST THING I WANTED TO TALK ABOUT IS THE FRAME LAKE TRAIL EXTENSION. I SAW ON THE AGENDA THAT SOMEBODY ELSE IS GOING TO BE TALKING ABOUT THIS, PROBABLY MORE EXPANSIVELY. SO I WON'T SAY MUCH OTHER THAN IT'S OBVIOUSLY A GOOD IDEA. HAVING A FULLY ACCESSIBLE CONNECTION ALL THE WAY FROM DOWNTOWN AND BEYOND, RIGHT UP TO THE CO-OP IS GOING TO BE A REALLY, REALLY GOOD NETWORK CONNECTION FOR COMMUTERS. AND THERE'S FUNDING OPPORTUNITIES AROUND, ESPECIALLY FROM THE FEDERAL GOVERNMENT. THERE'S LOTS OF POOLS OF MONEY AVAILABLE FOR THINGS LIKE ACTIVE TRANSPORTATION AND DECARBONIZATION. SO IT'S IT'S A BIG TICKET ITEM FOR THE CITY, BUT THERE ARE FUNDING POOLS THAT ARE AVAILABLE THAT CAN REALLY, REALLY TAKE THE STING OUT OF THAT IN A BIG WAY. SO IT FEELS LIKE THE TIMING IS RIGHT FOR THAT KIND OF AN INTERVENTION. THE LAST THING I WANTED TO SAY IS JUST THAT THE THE CITY HAS PREVIOUSLY COMMITTED TO REDUCING PERSONAL VEHICLE USE IN THE CITY. AND I THINK THE WAY WE DO THAT IS NOT BY PENALIZING DRIVERS, BUT BY MAKING SURE THAT THERE IS ANOTHER SUITABLE AND ENJOYABLE AND SAFE AND EFFICIENT WAY THAT PEOPLE CAN NAVIGATE THROUGH THE CITY. MANY PEOPLE DON'T DARE TO BIKE AND RELY ON THEIR CARS BECAUSE THEY DON'T FEEL COMFORTABLE. AND SO BY INCREASING PEDESTRIAN AND BIKING INFRASTRUCTURES, YOU WILL REDUCE THE NUMBER OF BIKERS OR PEOPLE USING BIKES. AND IT'S VERY IMPORTANT BECAUSE I'M NOT SURE MANY PEOPLE DRIVE BECAUSE IT'S VERY EXPENSIVE, AS YOU KNOW, LIKE THE IT'S REALLY EXPENSIVE TO MAINTAIN, TO BUY [01:00:08] GASOLINE. I ALSO WAS MADE AWARE THAT COMMUNITY IN MOTION PROVIDING SOME MEMO TO THE CITY ADMINISTRATION, CITY ON WHAT ARE SOME OPTIONS IN TERMS OF HOW TO IMPROVE THOSE BIKING INFRASTRUCTURE, SO I HOPE THEY WILL BE TAKEN INTO CONSIDERATION WHEN DEVELOPING THIS BUDGET. WHAT I WANT ALSO TO SAY IS LIKE BIKING REDUCE ALSO GREENHOUSE GAS EMISSIONS AND THEY ARE MAINLY COMING FROM TRANSPORTATION. SO IT'S A I KNOW WE'RE NOT EMITTING A LOT COMPARED TO OTHER CITIES OR PART OF CANADA, BUT WE NEED TO DO OUR SHARE. AND SO STARTING HERE, IT'S IT'S IT'S A LOT ALREADY. AS YOU KNOW, THERE IS CLIMATE CHANGE IS IMPACTING OUR SUPPLY CHAIN. WE'VE SEEN THAT WITH EVACUATION. I REALLY DO FEEL THAT INCREASING LOCAL FOOD PRODUCTION IS A WAY TO REDUCE GREENHOUSE GAS EMISSIONS, BUT ALSO TO INCREASE FOOD SECURITY IN A REALLY LIKE A TIME WHERE FOOD IS COST IS INCREASING AND THERE IS LESS AND LESS RELIABLE SUPPLY CHAIN. I'M ALSO LOOKING TO SPEND MY FIVE MINUTES TALKING ABOUT TRANSPORTATION AND PARTICULARLY THE FRAME LAKE TRAIL EXTENSION. IN, IN MY OPINION, AND I'VE BEEN KIND OF TALKING ABOUT THIS FOR, FOR OVER 20 YEARS, THIS IS THE MOST IMPORTANT PIECE OF ACTIVE TRANSPORTATION INFRASTRUCTURE IN THE CITY. AND, AND IT'S IT'S KIND OF THE KEY COMPONENT OF OF INTRODUCING ACTIVE TRANSPORTATION TO THE COMMUNITY, THE NEIGHBORHOODS OF RANCH LAKE AND BORDEN DRIVE WHO AREN'T REALLY CONNECTED TO TO AN ACTIVE TRANSPORTATION INFRASTRUCTURE CURRENTLY. SO GOING BACK TO SOME OF THE OLD PLANS IN 2004 OF THE THE GENERAL PLAN CREATING A NETWORK OF LINK TRAILS WAS ONE OF THE GUIDING PRINCIPLES. THIS WAS IN THE WAY TO GO REPORT IN 2017. THE SMART GROWTH PLAN HAD A BIG SECTION ON TRAIL CONNECTION AND FRAME LAKE TRAIL WAS PART OF THAT. IN THE 2018 TRAIL ENHANCEMENT AND CONNECTIVITY STUDY CALLED THE FRAME LAKE TRAIL EXTENSION, A FOUNDATIONAL PIECE OF THE COMMUTING, TOURISM, AND ACTIVE RECREATIONAL TRAIL SYSTEM IN THE CITY. AND YOU PROBABLY ALL KNOW IN 2019 IT WAS ACTUALLY IN THE BUDGET. AND IT WAS CUT AS PART OF THE BUDGET CUTTING PROCESS AT THE VERY END. SO IT'S STILL IT HASN'T MADE IT BACK ONTO THE BUDGET. AND AND IT DOESN'T SEEM LIKE IT'S GOING TO BE IN THE BUDGET THIS YEAR, WHICH, YOU KNOW, I UNDERSTAND IT'S IT'S, YOU KNOW, A TOUGH TIME TO GET NEW INFRASTRUCTURE PUT IN. BUT I WOULD LIKE TO NOTE THAT YOU KNOW, OVER 25% OF THE PEOPLE WALK AND BIKE AND OR BIKE TO, TO WORK OR SCHOOL IN THE COMMUNITY. AND I KNOW OUR I DON'T KNOW WHAT OUR PAVING BUDGET IS THIS YEAR FOR STREETS, BUT I THINK IT'S PROBABLY CLOSE TO $10 MILLION AND A $300,000 TRAIL CONNECTION FOR A KEY PIECE OF INFRASTRUCTURE FOR THAT 25% DOESN'T SEEM LIKE A LOT OF MONEY. SO JUST WANTED TO I DON'T KNOW IF ANYONE HAS BEEN DOWN THE TRAIL TRYING TO CONNECT TO THE CO-OP FROM DOWNTOWN RECENTLY. BUT YOU KNOW, WHEN YOU GO THROUGH THAT ROUTE, YOU HAVE TO GO UP IN FRONT OF THE HOSPITAL, YOU HAVE TO GO OVER TO EITHER ONTO THE VERY BUSY STREET, WHICH ISN'T ACTUALLY A MULTI-USE TRAIL, OR YOU HAVE TO GO THROUGH A TINY LITTLE BOARDWALK THAT YOU CAN'T ACTUALLY PASS ANYBODY. AND IF YOU TRY TO DO IT WITH THE BIKE, IT'S VERY DIFFICULT TRY PASSING SOMEONE ON THERE ON A WHEELCHAIR, WHICH IS, YOU KNOW, HAPPENS BECAUSE IT'S RIGHT BY THE HOSPITAL AND THEN YOU GO BEHIND A MALL. IT'S NOT VERY PLEASANT. AND IT'S, YOU KNOW, IT DOESN'T REALLY FIT THE CAPITAL CITY LIKE YELLOWKNIFE. SO I WOULD REALLY ENCOURAGE COUNCIL TO THINK ABOUT HOW WE CAN EXTEND THE FRAME LAKE TRAIL EXTENSION. IT'S ONLY A FEW HUNDRED METERS, AND THERE ARE LOTS OF PARTNERS WHO ARE WILLING TO WORK WITH YOU. I KNOW ROTARY HAS DONE WORK IN THE PAST AND HAS MADE OFFERS TO TO TO DO TRAIL EXTENSIONS JOINT TASK FORCE NORTH DID THE NIVEN EXTENSION. AND YOU KNOW, 5 OR 6 YEARS AGO AT I THINK NO COST TO THE CITY, I COULD BE MISTAKEN ABOUT THE COST. BUT THAT WOULD HAPPEN VERY QUICKLY AND, YOU KNOW, SOMETHING LIKE THAT COULD BE DONE WITH PARTNERS. IT WAS MENTIONED THERE'S LOTS OF FUNDING AVAILABLE THROUGH THE FEDERAL GOVERNMENT AND OTHERS AND LIKEWISE. AND THERE ARE PARTNER GROUPS LIKE COMMUNITIES IN MOTION WHO ARE WILLING TO WORK WITH THE, THE CITY IN TERMS OF VOLUNTEER WORK AND FUNDRAISING AND ALL THAT KIND OF STUFF. SO, YEAH, I GUESS IN CLOSING, I JUST WANT TO SUGGEST THAT YOU KNOW, THIS IS A REALLY IMPORTANT PIECE OF INFRASTRUCTURE THAT, YOU KNOW, THE CITY CAN'T REALLY AFFORD TO TO, TO KEEP PUTTING OFF. IN THE ASSESSMENT, PORTIONS OF THE BEER GARDEN STAGE FOUNDATION WERE ASSESSED TO BE IN THE EARLY STAGES OF DECAY. [01:15:01] THE ROOF WAS ASSESSED AS NOT UP TO CODE FOR LOAD BEARING, MAINLY FOR WINTER SNOW LOADS, AND SEVERAL OTHER SUPPORTS AND UPDATES WERE REQUIRED AS PER THE BUILDING CODE, TO BRING THE STAGE UP TO SAFETY STANDARDS. FOLK ON THE ROCKS HAS SINCE MADE MINOR REPAIRS TO REMOVE THE ROOF SHEATHING FROM THE STAGE, BUT THIS IS ONLY A TEMPORARY FIX, LEAVING THE STRUCTURE MORE VULNERABLE TO THE ELEMENTS. NO UPDATES HAVE BEEN MADE TO THE FOUNDATION, WHICH CONTINUES TO DETERIORATE. NEXT SLIDE.
