THANK YOU. NEXT, WE HAVE DISCLOSURE OF CONFLICT OF INTEREST AND THE GENERAL NATURE THEREOF.

NEXT WE HAVE MEMORANDUM REGARDING WHETHER TO SELECT PROPERTIES TO AUCTION FOR TAX ARREARS, WHEN TO HOLD THE AUCTION AND WHAT MINIMUM PRICE TO ESTABLISH FOR EACH PROPERTY.

[4. A memorandum regarding whether to select properties to auction for tax arrears, when to hold the auction, and what minimum price to establish for each property.]

SO AS COUNCIL MEMBERS KNOW, WE ARE, HELD TO THE PROPERTY ASSESSMENT AND TAXATION ACT AND OUR LONG STANDING POLICY SET BY COUNCIL MOTION WHEN IT COMES TO DEALING WITH TAX ARREARS.

AND SO WE DO HAVE THE OPTION OF AUCTIONING PROPERTIES WITH LONG STANDING ARREARS.

THIS MEANS THAT WHEN TAXES ARE TWO YEARS IN ARREARS, WE WILL ADVANCE TO AUCTIONING PROPERTIES TO SEEK TO RECOUP THE OUTSTANDING TAX REVENUES THAT WERE OWED.

PRIOR TO REACHING THIS POINT OF ACTUALLY GOING TO AUCTION THE CITY DOES SEEK TO WORK WITH THE PROPERTY OWNERS, PARTICULARLY LOOKING AT ALTERNATE PAYMENT OPTIONS, AND TYPICALLY MOST OWNERS DO WORK WITH US TO FIND ARRANGEMENTS THAT WORK FOR THEM AND FOR US TO ADDRESS THE OUTSTANDING ARREARS.

SO TODAY, THERE IS A MEMO IN THE PACKAGE WHERE WE SEEK GPC AND ULTIMATELY COUNCIL ENDORSEMENT TO PROCEED WITH THE SALE OF PROPERTIES WITH OUTSTANDING TAX ARREARS AS OF THE 2022 TAX YEAR.

SO, AS COUNCIL MEMBERS KNOW, WHEN THE DRAFT BUDGET IS DEVELOPED BY ADMINISTRATION EVERY YEAR, PROPOSED CHANGES TO FEES FOR CERTAIN PROGRAMS AND SERVICES AS NEEDED ARE INCLUDED AND USED AS PART OF THE OVERALL REVENUE CALCULATIONS IN THE FINAL DRAFT BUDGET THAT'S PRESENTED.

SO NOW THAT SPECIAL GPC HAS REVIEWED THE BUDGET 2024 IN DETAIL LAST WEEK AND MADE CHANGES GIVEN THE POLITICAL LENS THAT COUNCIL MEMBERS PUT ON THE BUDGET, THE BUDGET NOW GOES TO COUNCIL TO REVIEW AND APPROVE LATER ON TODAY AT THE COUNCIL MEETING THIS EVENING.

SO THE CITIES, TOWNS AND VILLAGES, OF COURSE, REQUIRES COUNCIL TO ADOPT A BALANCED BUDGET IN ADVANCE OF OUR FISCAL YEAR, WHICH STARTS ON JANUARY 1ST.

HOWEVER, AS WE ALL KNOW, GIVEN THE UNPRECEDENTED 2023, WE REALLY DO APPRECIATE THAT MACA, HAS ALLOWED US TO APPROVE THIS BUDGET LATER IN THE CURRENT FISCAL YEAR.

SO HENCE WE ARE COMING FORWARD WITH THE FEES AND CHARGES TODAY, AND IT HAS BEEN A LITTLE BIT DELICATE FOR US TO FIGURE OUT THE EXACT START DATE FOR MANY OF THESE FEES AND CHARGES.

SOME OF THEM HAVE START DATES EFFECTIVE TODAY, PENDING COUNCIL APPROVAL.

OTHERS ARE LATER IN THE YEAR, AND SOME WERE AS OF JANUARY 1ST.

SO TODAY IN THIS UPDATE TO THE BYLAW, WE PRESENT AMENDMENTS TO FEES AND CHARGES THAT ARE INCLUDED IN AND FOUNDATIONAL TO BUDGET 2024 FOR YOUR FINAL CONSIDERATION.

SO THESE ARE OF COURSE FOCUSING ON PARKING, USER FEES, AMBULANCE FEES, SOLID WASTE MANAGEMENT FEES, AND WATER AND SEWAGE FEES.

COULD YOU JUST ELABORATE? IS IT ONLY FALSE ALARMS, OR IS THERE ANYTHING OUTSIDE THE CITY LIMITS? MS. BASSI-KELLETT.

AS YOU MAY BE AWARE, FROM OUR CONVERSATIONS DURING BUDGET IN APRIL 21ST, 2021, THE COUNCIL OF THE DAY ENACTED A LEVEL OF SERVICE AS VOTED IN BY THE COUNCIL MEMBERS.

AT THAT POINT IN TIME, FIRE SERVICES OUTSIDE OF THE MUNICIPAL LIMITS ARE NOT BEING PROVIDED BY THE FIRE DIVISION.

WE DO PROVIDE, GROUND AMBULANCE AND HIGHWAY RESCUE SERVICES THROUGH AN AGREEMENT WITH, MACA.

SO WE STILL PROVIDE THAT SERVICE, BUT FIREFIGHTING SERVICE IS NOT A SERVICE THAT WE PROVIDE.
