FROM TIME IMMEMORIAL, IT'S BEEN THE TRADITIONAL LAND OF THE YELLOWKNIVES DENE FIRST NATION.

WE RESPECT THE HISTORIES, CULTURES AND LANGUAGES OF ALL OTHER INDIGENOUS PEOPLES, INCLUDING THE NORTH SLAVE METIS AND ALL FIRST NATIONS, METIS AND INUIT, WHOSE PRESENCE CONTINUES TO ENRICH OUR VIBRANT COMMUNITY.

MS. BASSI-KELLETT, BEFORE WE BEGIN THE MEETING, I KNOW A LOT OF RESIDENTS WERE ASKING ABOUT THE HAY RIVER FIRES AND EVACUATIONS AND WHAT THEY CAN DO.

JUST WONDERING IF ADMINISTRATION CAN PROVIDE A BIT OF AN UPDATE THEN ANYTHING ELSE TO ADD TO THE AGENDA? THANK YOU, MADAM CHAIR. I'D LOVE TO IF MY COMPUTER WOULD COOPERATE.

I'M ABOUT TO THROW IT OUT THE WINDOW AFTER THE WAY IT'S BEEN THIS WEEKEND.

YES, IT WOULD.

ABSOLUTELY. I WILL WING IT.

SO FORGIVE ME ON THIS. YES, WE'RE VERY CONCERNED ABOUT OUR FRIENDS AND NEIGHBORS AND [INAUDIBLE] FIRST NATION AND THE TOWN OF HAY RIVER, AND WE HAD UNDERSTOOD YESTERDAY EVENING THAT THINGS WERE ON A BIT MORE OF A HIGH ALERT.

OUR EMERGENCY LEAD RECEIVED AN OUTREACH AT ABOUT 11:00 LAST NIGHT SAYING THAT CONFIRMING THAT THE TOWN OF HAY RIVER HAD BROUGHT ALONG THE EVACUATION ORDER FOR THE COMMUNITY.

WE KNEW THAT KFN HAD DONE THEIR EVACUATION EARLIER IN THE EVENING TO HAY RIVER, BUT WITH THE STATUS OF THE FIRE, WE GOT WORD, AND SO WE STARTED THE PREPARATIONS RIGHT AWAY AFTER THAT, AND OUR STAFF, ALONG WITH STAFF FROM GNWT AND THE HEALTH AND SOCIAL SERVICE AUTHORITY FOR YELLOWKNIFE, HAVE BEEN WORKING AROUND THE CLOCK SINCE THAT CALL CAME THROUGH TO SET UP THE RECEPTION CENTER AT THE MULTIPLEX RIGHT NOW, WHERE ANY EVACUEE IS ASKED TO PLEASE GO AND REGISTER THERE. THERE ARE ACCOMMODATIONS THERE.

OF COURSE IT IS EMERGENCY ACCOMMODATION AND WE KNOW THAT THE YELLOWKNIFE HEALTH AUTHORITY IS WORKING TO IDENTIFY OTHER OPTIONS AS WELL, INCLUDING HOTELS.

WE'RE ALSO LOOKING AT KNOWING FULL WELL THAT LOTS OF FOLKS IN HAY RIVER HAVE RVS.

MANY OF THEM MAY BE BRINGING THEM UP.

WE'RE LOOKING AT WHEN FRED HENNE IS FULL AND OF COURSE, IS DONE THROUGH GNWT PARKS.

WE'RE LOOKING AT OPTIONS AS WELL TO ENSURE THAT PEOPLE HAVE A PLACE TO BE ABLE TO PARK THEIR RVS, TO BE ABLE TO BE COMFORTABLE WHILE THEY'RE HERE.

WE'RE WORKING WITH THE HEALTH AUTHORITY AS WELL, JUST ON MANY THINGS TO ENSURE PEOPLE'S COMFORT WHILE THEY'RE HERE, INCLUDING FREE ACCESS TO CITY FACILITIES.

ONCE WE GET THE WRISTBAND SITUATION SORTED OUT WITH THE RECEPTION CENTER AND WORKING TO ENSURE THAT PEOPLE CAN BE AS COMFORTABLE AS POSSIBLE IN THESE REALLY DIFFICULT SITUATIONS. WHAT WE LEARNED FROM THE FLOODING LAST YEAR WHEN WE AGAIN HAD RECEIVED HAY RIVER EVACUEES, WE WANTED TO MAKE SURE THAT THERE'S CLEAR INFORMATION ON ALL OF THE INFORMATION THAT'S AVAILABLE, THE ACTIVITIES FOR PEOPLE TO DO, WHERE THEY GO FOR TO GET WATER, FOR THEIR RVS, TO PUMP OUT HOW TO GET TO THE LIBRARY, WHERE THE POOL IS, WHERE DIFFERENT PLACES ARE, PLACES OF NOTE FOR PEOPLE.

WE KNOW THAT THE CAREER CENTER IS OPENED UP FOR COMPUTER ACCESS, SO WE'RE IN THE MIDST OF PUTTING THAT TOGETHER AND WE SHOULD HAVE THAT ON OUR WEBSITE SHORTLY SOMETIME TODAY, AND WE'LL HAVE IT POSTED AS WELL AT THE MULTIPLEX FOR THE PEOPLE WHO ARE THERE.

LOTS OF REQUESTS ARE COMING IN FROM PEOPLE ALREADY.

HOW CAN I DONATE? HOW CAN I HELP? AND THAT'S SO TYPICAL OF THE NORTH, SO TYPICAL OF YELLOWKNIFERS.

AT THIS POINT, UNITED WAY IS ACCEPTING DONATIONS FROM FOLKS WHO WANT TO DONATE CASH.

CASH IS IDEAL RIGHT NOW, AND IN SPEAKING WITH THE UNITED WAY REPRESENTATIVES, THEY ARE LOOKING AT PARTNERING WITH NGOS SO THAT THEY CAN THEY NEED TO DISBURSE MONEY THROUGH NGOS, AND THEY'RE DOING SO TO MAKE SURE THAT GIFT CARDS ARE AVAILABLE SO THAT FOR WHATEVER IT IS THAT THE EVACUEES NEED, THEY'RE ABLE TO GET THAT NOW , AND ALSO THEN, OF COURSE, THERE WILL BE UNITED WAY FUNDS THAT ARE AVAILABLE TO PEOPLE ONCE THEY GET HOME.

SO THAT'S VERY IMPORTANT.

WE KNOW THERE'S LOTS OF INTEREST IN, HEY, CAN I DONATE CLOTHES? I'VE GOT BLANKETS, I'VE GOT DIFFERENT THINGS.

RIGHT NOW WE'RE ASKING THAT.

WE'RE GETTING IT ORGANIZED.

THERE MAY BE SOME CALL OUT FOR THAT THROUGH THE YELLOWKNIFE HEALTH AUTHORITY.

I BELIEVE THAT THE SALVATION ARMY IS LOOKING AT POTENTIALLY STEPPING UP TO BE ABLE TO COORDINATE THAT BASED ON WHAT PEOPLE NEED, BUT WE DO ASK RESIDENTS IN YELLOWKNIFE TO JUST BE RESTRAINED. IT'S WE WANT TO MAKE SURE THAT WHATEVER IT IS THAT'S BEING DONATED IS OF USE AND THAT PEOPLE CAN BE ABLE TO USE IT.

WE'RE WORKING THROUGH SOME OF THE ISSUES AROUND PETS AS WELL, THAT PEOPLE HAVE COME WITH THEIR PETS.

UNFORTUNATELY, WE CAN'T HAVE THEM IN THE MULTIPLEX.

THAT WOULD BE A LITTLE BIT TOO CLOSE FOR COMFORT FOR PEOPLE THAT MAY OR MAY NOT BE PET -FRIENDLY.

SO WE ARE LOOKING AT OPTIONS IF PEOPLE ARE LOOKING AT NEEDING SOME SUPPORT TO MAKE SURE THEIR PETS ARE SAFELY HOUSED.

YES, LOTS IS UNFOLDING AND WE ARE CERTAINLY OUR PRAYERS AND THOUGHTS ARE WITH EVERYONE IN HAY RIVER.

WE'RE DOING A RAIN DANCE, OF COURSE, HOPING FOR SUBSTANTIAL RAIN THAT CAN REALLY HELP IN THE SOUTH SLAVE AND TO MITIGATE SOME OF THE FIRES THAT WE'RE SEEING ACROSS THE COUNTRY RIGHT NOW. THANK YOU, MADAM MAYOR.

[4. A memorandum regarding whether to adopt the recommendations set forth by the Grant Review Committee for the awarding of the 2023 Grant Funding and consideration for the 2023 - 2025 Multi-Year Funding Recipients.]

THE 2023 TO 2025 MULTI-YEAR FUNDING RECIPIENTS.

SO EVERY YEAR THE GRANT REVIEW COMMITTEE DOES THE HARD WORK OF REVIEWING ALL OF THE GRANT FUNDING REQUESTS THAT COME TO THE CITY PURSUANT TO OUR GRANT FUNDING POLICY, AND THE GRANT REVIEW COMMITTEE, OF COURSE MAKES RECOMMENDATIONS THEN TO GPC AND COUNCIL FOR APPROVAL FOR 2023, THE ANTICIPATED $468,000 THAT ARE AVAILABLE PENDING A FEW OTHER FACTORS.

495,000, FORGIVE ME, HAS BEEN ALLOCATED USING 28,000 OF THE GRANT RESERVE.

SO DECISION WAS MADE TO GO A LITTLE BIT HIGHER THAN THE PROJECTED AMOUNT THAT WE HAD BASED ON 2022 PROJECTIONS, AND SO IF WE DO USE THAT AMOUNT THAT'S IN THE GRANT RESERVE, IT WOULD LEAVE $40,000 IN THE GRANT RESERVE FOR FUTURE USE.

FROM THE MEMO TODAY, IT LOOKS LIKE THIS MONEY IS AVAILABLE IN THE FORM OF THE RESERVE FUND BEING AT $67,000 INSTEAD OF 25.

JUST WANTED TO CLARIFY IF THIS MONEY IS AVAILABLE THIS YEAR.

I KNOW THE TIMING OF OUR MEETING WAS A BIT DELAYED THIS YEAR.

SO THIS PART OF THE TIMING ISN'T UNUSUAL.

SO IT APPEARS THAT THE GRANT REVIEW COMMITTEE, WHEN YOU WENT INTO YOUR DECISION MAKING MEETING, WAS PROVIDED WITH THE 2022 CARRYOVER AMOUNT OF ABOUT $23,000, AND THAT AROSE FROM LAST YEAR'S COUNCIL MAKING A MOTION THAT REFLECTED A DELIBERATE UNDERSTANDING OF THE BUDGET 2022 ALLOCATION. DURING 2022 YEAR END WORK BY ADMINISTRATION, IT WAS CONFIRMED THAT SEVERAL OF THE 2022 GRANT RECIPIENTS DID NOT SIGN CONTRIBUTION AGREEMENTS AND THEREFORE, BASED ON NOTE IN THE BUDGET, THAT MONEY WILL GO BACK INTO THE GRANT RESERVE AND THAT WILL LEAVE A BALANCE OF YEAR END DECEMBER 31ST, 2022 OF ALMOST $68,000.

THE COMING TOGETHER AS COUNCIL INCLUDES DEVELOPING A VISION AND STRATEGIC DIRECTIONS THAT IS HOLISTIC AND REFLECTS COUNCIL OVERALL FOR YOUR TERM OF OFFICE.

SO COUNCIL MEMBERS WORKED VERY HARD TO DEVELOP SOME STRATEGIC DIRECTIONS WITH THE SUPPORT OF AN EXTERNAL CONSULTANT AND THE RESULTS ARE PRESENTED HERE IN DRAFT FORM FOR COUNCIL'S REVIEW SO THAT YOU CAN SEEK PUBLIC INPUT BEFORE FINALIZING AND BEFORE FINALIZING I WOULD LIKE TO PUT A PLUG FROM ADMINISTRATION.

WE WOULD LOVE TO SEE THIS FINALIZED BY THE END OF JUNE AT THE LATEST, AND THE REASON WHY IS BECAUSE THE SOONER THAT WE HAVE COUNCIL'S DIRECTIONS THAT ARE VERY CLEAR, ENDORSED BY COUNCIL, THIS IS VERY IMPORTANT FOR US TO GUIDE THE DEVELOPMENT OF MANY, MANY WORKS AND PROJECTS THAT WE HAVE UNDERWAY.

FIRST AND FOREMOST, OF COURSE BEING BUDGET 2024, WORK HAS ALREADY BEGUN ON THAT AND WE HAVE TAKEN THE LIBERTY OF USING COUNCIL'S STRATEGIC DIRECTIONS IN DRAFT FORM TO GUIDE THE WORK TO DATE SO FAR.

SO WE ARE VERY APPRECIATIVE OF THE WORK THE COUNCIL HAS PUT IN AND WE REALLY LOOK FORWARD TO CONFIRMATION OF YOUR STRATEGIC DIRECTIONS FOR YOUR TERM OF OFFICE.

I'M EXCITED TO HEAR WHAT RESIDENTS THINK ABOUT THE PRIORITIES.

MY OWN THOUGHTS AFTER READING THROUGH THE DOCUMENTS THAT ARE AROUND THE DEFINITION OF AND MEANS TO SUSTAINABLE FUTURE.

THIS DOCUMENT MOSTLY TALKS ABOUT A SUSTAINABLE FUTURE IN ECONOMIC TERMS. SOMEONE WITH AN ECONOMICS DEGREE WHO HAS WORKED FOR SEVERAL SMALL LOCAL BUSINESSES, I CERTAINLY UNDERSTAND THE NEED FOR THE CITY TO FOSTER AN ENVIRONMENT CONDUCIVE TO A ROBUST ECONOMY. HOWEVER, FOR ME, THIS WORK MUST GO HAND IN HAND INDEED BE LED BY WORK TO ENSURE OUR COMMUNITY IS RESILIENT, ADAPTABLE AND DOING OUR PART TO MITIGATE THE EFFECTS OF A CHANGE IN CLIMATE.

THESE THIS WORK CAN BE DONE IN A NUMBER OF WAYS.

EXAMPLES WHERE I'LL BE LOOKING FOR THE CITY TO PLAY A ROLE IN REDUCING CARBON EMISSIONS ARE THROUGH THE DEVELOPMENT OF THE DEVELOPMENT INCENTIVE REVIEW, THE LIC HOME RETROFIT PROGRAM, THE DISTRICT HEATING FRAMEWORK AND THE RENEWAL OF THE COMMUNITY ENERGY PLAN, AMONG OTHERS.

THE FACT IS THAT WITH CHANGES WE'RE SEEING IN THE ECONOMY, WORK SUCH AS THIS CAN NOT ONLY LOWER OUR IMPACT ON THE CLIMATE, BUT CAN ALSO SAVE INDIVIDUALS AND BUSINESSES MONEY AS WELL. ONE SPECIFIC PLACE I FEEL THE DOCUMENT DOES NOT PROPERLY REFLECT THE DISCUSSIONS WE HAD AS A GROUP IS IN ITS FAILURE TO MENTION FOOD SECURITY AS A STRATEGIC PRIORITY.

AS CAME UP MANY TIMES IN THE DEVELOPMENT OF THIS DOCUMENT, I BELIEVE THERE IS A LOT THE CITY CAN DO TO PROMOTE FOOD SECURITY IN OUR COMMUNITY, FROM IMPLEMENTATION OF THE CITY'S GROWTH STRATEGY TO INCENTIVES FOR AGRICULTURAL DEVELOPMENT AND OPERATION.

I BELIEVE THERE'S ENOUGH SUPPORT FROM WITHIN THE GROUP THAT FOOD SECURITY MERITS A PLACE WITHIN OUR STRATEGIC DIRECTION.

ALL TOLD, I BELIEVE THIS DOCUMENT IS A RELATIVELY FAIR REFLECTION OF THE DISCUSSION WE HAD AS A COUNCIL.

ITS FOCUS SKEWS TOWARDS THE DELIVERY OF CORE SERVICES, ENGAGEMENT AND GOOD GOVERNANCE PRACTICES.

THESE UNDOUBTEDLY ARE ESSENTIAL TO RUNNING AN EFFECTIVE GOVERNMENT AND THAT THEY VERY MUCH DESERVE TO BE FUNDAMENTAL PLANKS IN OUR STRATEGIC DIRECTION.

IT WAS COLD COMFORT THIS MORNING TO HEAR THAT EVERY OTHER CLIENT THEY DEAL WITH IS SEARCHING FOR PEOPLE AND HAVING A HARD TIME FINDING.

SO IT'S NOT JUST A YELLOWKNIFE ISSUE.

IT IS AN ISSUE THAT COMES OUT OF POST-COVID.

IT COMES OUT OF A BURNOUT THAT PEOPLE HAVE FELT, AND OF COURSE, WE ARE DEALING WITH A COUPLE OF OTHER FACTORS, TOO, IS COMING OUT OF THE STRIKE AS WELL, BUT WHAT WE'RE SEEING IS WE HAVE STAFF VACANCIES.

SOME JOBS ARE HARDER TO STAFF THAN OTHERS WHO KNEW THAT LIFEGUARDS WOULD BE SUCH A CHALLENGING POSITION TO FILL, RIGHT? WE SEE LONG TERM DISABILITY.

WE SEE SICK LEAVE.

WE HAVE PARENTAL LEAVES, WHICH I'M SUPER HAPPY ABOUT.

WE HAVE A NUMBER OF OF MALE EMPLOYEES THAT ARE OFF ON PARENTAL LEAVE, WHICH I'M SO HAPPY ABOUT, BUT BOY, WE KNOW WHAT PEOPLE WERE DOING THROUGH COVID AND I'LL JUST LEAVE IT AT THAT. ACCUMULATED LEAVE, WE'VE GOT A LOT OF STAFF THAT COULDN'T TAKE TIME OFF DURING COVID AND SO OR THEY REALLY MISSED BEING ABLE TO VISIT WITH FAMILY.

THERE'S A LOT OF LEAVE REQUESTS THAT ARE COMING IN RIGHT NOW AND SO WE SEE THAT HAPPENING QUITE A BIT AND CATCHING UP FROM THE FIRST QUARTER OF 2023 WHEN THERE WASN'T A LOT OF WORK DONE. WE REALLY ARE SEEKING TO MAKE SURE THAT WE'RE ABLE TO CATCH UP ON WORK AND MAKE SURE THAT WE'RE BUILDING A REALLY GOOD CORPORATE CONTEXT COMING OUT OF THAT.

SO THERE IS A LOT OF WORK AROUND THAT'S IMPACTING OUR ABILITIES TO BE ABLE TO DELIVER AT 100%.

SO HOW DO WE INTEGRATE COUNCIL'S DIRECTION AND ADMINISTRATION'S WORK? SO WE'RE REALLY LOOKING FORWARD TO HAVING THE STRATEGIC DIRECTIONS FINALIZED THAT THEY LAY OUT THE REALLY THE WAY YOU WANT TO SEE WORK DONE OVER YOUR TERM OF OFFICE.

THE OTHER PART THEN IS AROUND RESOURCING AND THROUGH THE BUDGET PROCESS TO SEE PRIORITIES THAT YOU HAVE TRANSLATING INTO ACTION, AND I'LL TAKE AN EXAMPLE THAT COUNCILLOR MCLENNAN JUST RAISED AROUND FOOD SUSTAINABILITY, AND SO THE GROWTH STRATEGY, WHEN THAT WAS IMPLEMENTED AND IT WAS DEVELOPED AND IT WAS BROUGHT FORWARD AND THERE WERE A NUMBER OF OTHER COMPETING PRIORITIES AT THE TIME, THE COUNCIL DIDN'T NECESSARILY PUT RESOURCES TOWARDS THAT.

SO THE WORK THAT WE'VE DONE ON GROWTH HAS BEEN BASICALLY AMPLIFYING OTHER PARTNERS WORK WITHOUT A LOT OF BUDGET BEHIND IT, AND I'M PROUD OF THE WORK THAT WE'VE DONE TO DATE BUT CLEARLY IF COUNCIL SAYS, YOU KNOW WHAT, WE'VE GOT TO GET BEHIND FOOD SUSTAINABILITY MORE, THEN I WOULD EXPECT THAT WE WILL SEE SOME DIRECTIONS FROM COUNCIL AROUND FUNDING THE GROWTH STRATEGY AND OTHER THINGS.

WE ARE GOING TO LOOK WHEN YOUR STRATEGIC DIRECTIONS ARE DONE.

WE WANT TO MAKE SURE THAT WHAT WE'RE DOING IS ALIGNING, THAT WE'RE GOING TO MAKE SURE THAT WE'RE DRIVING PROJECTS THAT ARE SUPPORTING AND ADVANCING WHAT YOUR STRATEGIC DIRECTIONS ARE, AND WE'VE HEARD YOU LOUD AND CLEAR ON THINGS LIKE PEOPLE FIRST, WE'VE HEARD YOU LOUD AND CLEAR ON GOOD GOVERNANCE AND ON A SUSTAINABLE FUTURE.

HOW DO WE DO THESE THINGS NOW? HOW DO WE LOOK AT THAT WORK PLAN AND HOW DO WE MAKE SURE THAT THE WAY THAT WE ADVANCE PROJECTS IS ABSOLUTELY RESPECTING, HONORING AND ADVANCING HOW YOU WANT TO SEE WORK DONE, AND THAT'S GOING TO BE SOMETHING THAT WE TAKE.

ONCE YOUR STRATEGIC DIRECTIONS ARE FINALIZED, WE'RE GOING TO LOOK AT THAT THEN AND COME BACK WITH OPTIONS AROUND HOW WE'RE GOING TO BE ADVANCING THIS, AND WE WANT TO BE ABLE TO REPORT OUT TO YOU ANNUALLY TO SAY, BECAUSE YOU'RE GOING TO LIKE, HOW'S IT GOING? RIGHT NOW, WE'RE IN THE PROCESS OF WORKING WITH OUR CONSULTANTS TO FINALIZE A REALLY RESEARCH PAPER THAT THEY'VE DONE FOR US TO GIVE US SOME OPTIONS AND PROGRAMING THAT MIGHT WORK FOR THE CITY AND ALSO INVOLVES PLANNING AND LANDS.

SO AS YOU CAN SEE, ALL THE DEPARTMENTS ARE WORKING TOGETHER TO ROLL THIS OUT.

AS A RESULT OF THE LABOR DISRUPTION.

WE DID GET DELAYED FOR THE PAST FEW MONTHS AND GETTING THAT FINALIZED WITH THE CONSULTANT.

WHEN THE CONSULTANT IS FINISHED WITH THEIR PAPER, THEN WE ANTICIPATE BRINGING THAT FORWARD TO COUNCIL FOR CONSIDERATION AND THEN WITH DIRECTION FOR US ON HOW TO MOVE FORWARD. I DON'T KNOW IF MISS ALEXANDRA HAS ANYTHING TO ADD.
