SO TODAY ADMINISTRATION IS RECOMMENDING TO GPC THAT WE PROCEED WITH DISPOSAL OF THE REMAINING LOTS IN THE ENGLE INDUSTRIAL AREA PHASE 2.

ENGLE LOTS ARE IN DEMAND AND PROSPECTIVE PURCHASERS HAVE EXPRESSED INTEREST IN THE PARTS OF PHASE 2 WHERE THERE ARE CONTINUOUS LOTS.

PART OF THE TRANSFER, IF WE DO LOOK AT THIS OR THE DISPOSAL WILL INCLUDE OF COURSE ENSURING THE PROVISION OF SERVICES, SUCH AS CONSTRUCTION OF ROADS BY THE CITY AND ALSO ELECTRICITY AND INTERNET INFRASTRUCTURE TO BE PROVIDED BY THE RESPECTIVE PRIVATE SERVICE PROVIDERS.

SHOULD COUNCIL AGREE WITH THIS WE WILL GO THROUGH THE PROCESS TO DISPOSE OF LOTS, INCLUDING UP THROUGH A LAND DISPOSAL BYLAW.

SPECIFICALLY, AT THE END OF A COUPLE OF SLIDES, WE'LL TALK AND DISCUSS A LITTLE BIT ABOUT ENGLE ITSELF, BUT I'M GOING TO GIVE YOU A BIT OF A BROAD BACKGROUND TO BEGIN.

SO ON THE AGENDA TODAY, WE HAVE THE FIRST OF WHAT I'M SURE WILL BE A NUMBER OF LAND ADMINISTRATION MEMOS TO GPC AND OR COUNCIL OVER THE NEXT FOUR YEARS.

I WILL ALSO SPEAK A LITTLE BIT ABOUT THE PLANNING SYSTEM IN GENERAL AND PLANNING POLICY AND HOW THESE ARE PUT IN PLACE, AS WELL AS THE DEVELOPMENT PROCESS.

SO WHAT DOES THE DEVELOPMENT PROCESS LOOK LIKE? REALLY HIGH LEVEL.

JUST SO YOU UNDERSTAND THE DIFFERENT STEPS AND SOME BASIC TIMELINES, AGAIN, DEPENDS ON MARKET AND CONTRACTS AND ALL OF THAT.

BUT TO GIVE YOU THAT GENERAL IDEA AND OVERVIEW.

SO THE CTV ACT ALLOWS THE CITY TO ACQUIRE, TO USE, TO HOLD AND DEVELOP REAL PROPERTY.

SO THE LEGISLATION ITSELF ALSO OUTLINES THAT WE NEED TO HAVE A BYLAW IN PLACE, A LAND ADMINISTRATION BYLAW THAT WILL ALLOW US TO EITHER OBTAIN LAND AND FEE SIMPLE OR TO LEASE LAND SO TO A THIRD PARTY.

SO WE WOULD LEASE THE LAND AND THEN WE COULD TURN AROUND AND DO IT AS A THIRD PARTY LEASE TO ANOTHER, TO SOMEBODY WHO WANTS TO LEASE IT OFF OF US.

SO THE LAND ADMINISTRATION BYLAW WE DO HAVE IN PLACE, IT SPEAKS TO ACQUISITION AND DISPOSAL AND IT BASICALLY OUTLINES HOW THE CITY GOES ABOUT OBTAINING LAND AND HOW WE DISPOSE OF IT, WHETHER IT'S LEASE OR SALE, THE PRICE OF LAND.

SO THE BYLAW OUTLINES THAT THE FEES AND CHARGES SETS THE PRICE FOR LAND BASED ON A LEASE THAT'S APPROXIMATELY 5% OF THE ASSESSED VALUE, BUT THERE'S ALSO MINIMUM LEASE AMOUNTS DEPENDING ON THE USE.

FEE SIMPLE PROFESSIONAL APPRAISAL WOULD BE REQUIRED.

DEVELOPMENT COSTS, CARRYING COSTS, LEGAL COSTS, TRANSFER COSTS WOULD ALL BE BUILT INTO WHAT THAT DEVELOPMENT PRICE IS FOR EACH LOT.

AND THE LAND DEVELOPMENT FUND IS WHAT WE USE TO HELP AND SUPPORT THE DEVELOPMENT, THE PURCHASE OF LAND AND THE SERVICING OF THE LAND SO THAT WE CAN TURN AND SELL IT. THE MONEY THEN COMES BACK INTO THE LAND DEVELOPMENT FUND AND IT'S KIND OF LIKE RECYCLING.

WE WILL THEN MOVE ON TO THE NEXT PROJECT.

I PROVIDED KIND OF A POINT IN TIME.

PLEASE UNDERSTAND THAT AS WE SELL LAND, AS WE PURCHASE LAND, AS WE DEVELOP LAND, THIS KIND OF CHANGES AND FLUCTUATES.

BUT THIS IS THE CURRENT POINT IN TIME, APPROXIMATELY.

AND THE BOTTOM NUMBER IS THE COMMITTED COST TO EXISTING SUBDIVISIONS OR DEVELOPMENT THAT WE ALREADY HAVE IN PLACE.

SO BASICALLY TAKING THE FIRST TWO TOGETHER, WE ALWAYS WANT TO MAKE SURE THAT WHAT WE HAVE COMMITTED IS LESS THAN WHAT WE HAVE IN THE FUND SO THAT WE'RE NOT BORROWING.

SO WHEN WE'RE DEVELOPING, THIS IS WHERE THAT MONEY WILL COME FROM, WHETHER THAT'S FOR ROADS TO BE BUILT, INFRASTRUCTURE TO BE PUT IN PLACE.

AS THE CITY MANAGER WAS MENTIONING, WE CONTRACT FOR THINGS LIKE HYDRO AND INTERNET.

SO THAT IS WHERE MAJORITY OF THIS COMES OR GOES TO.

LITTLE BACKGROUND ON PLANNING POLICY.

I'M NOT GOING TO GO INTO EACH AND EVERY ONE, BUT HIGH LEVEL.

THE CITIES, TOWNS AND VILLAGES ACT AS WELL AS THE COMMUNITY PLANNING AND DEVELOPMENT ACT SET THE STAGE FOR HOW WE DO LAND USE PLANNING AND HOW WE ADMINISTER LAND IN THE CITY OF YELLOWKNIFE. SO WE DO HAVE TO FOLLOW SPECIFIC PROCESSES.

THE LAND ADMINISTRATION BYLAW, AS I MENTIONED, IS ONE BYLAW WE HAVE IN PLACE THAT HELPS US TO SELL, LEASE AND DISPOSE OF LAND AND DEVELOP LAND.

AND THEN THE OTHER TWO ARE THE COMMUNITY PLAN.

WE HAVE A RECENT NEW UPDATED ONE, WHICH IS 2022 AS WELL AS ZONING BYLAW.

SO THE COMMUNITY PLAN SETS THAT OVERARCHING POLICY DIRECTION PROVIDED BY COUNCIL AND THE COMMUNITY AND THE ZONING BYLAW IMPLEMENTS IT.

SO THE TWO WORK HAND IN HAND AND AS WE KNOW, THE ZONING BYLAW WAS RECENTLY UPDATED IN MARCH, 2022.

SO IN GENERAL DEVELOPMENT.

WHEN WE OWN OR HAVE LEASED LAND, WE CAN THEN LOOK TO WAYS IN WHICH WE CAN PROVIDE THAT LAND EITHER FOR OUR OWN USES AS A MUNICIPALITY OR TO THE PUBLIC OR BUSINESS COMMUNITY.

AN AREA DEVELOPMENT PLAN (ADP) AND ZONING IS USUALLY REQUIRED FOR US TO MOVE THAT LAND FORWARD TOWARDS THAT DEVELOPMENT END GOAL.

USUALLY REQUIRES A PLAN OF SUBDIVISION WHEN WE'RE DEALING WITH ROADS, INFRASTRUCTURE, MULTIPLE LOTS.

AND PART OF THAT PLAN OF SUBDIVISION THEN FOLLOWS AN ENGINEERING PLAN THAT'S EVERYTHING FROM STORMWATER MANAGEMENT, GRADING ROADS, ALL OF THAT SERVICING, RIGHT? IF THERE'S, DEPENDING ON THE TYPE OF SERVICING FOR THE SITE.

AND THEN THE SALE OF VACANT LAND THAT IS OWNED BY THE CITY.

USUALLY PROCEEDS SOMETIMES AND YOU WILL SEE THIS COME FORWARD.

WE DO DO LEASES TO THIRD PARTIES, A LITTLE BIT DIFFERENT OF A PROCESS.

BUT TODAY WE'RE GOING TO BE SPEAKING ABOUT THE SALE OF VACANT LAND.

AND ECONOMIC DEVELOPMENT OPPORTUNITIES.

SO WHETHER IT IS IN THE DOWNTOWN OR WHETHER IT'S IN, AS WE'RE DISCUSSING TODAY, THESE LOTS THAT WE'RE LOOKING TO SELL WILL, THE INTENT IS TO SUPPORT ECONOMIC DEVELOPMENT AND GROWTH, NOT JUST OF OUR EXISTING COMMUNITY AND ECONOMY, BUT OPPORTUNITIES FOR THE FUTURE.

THE NEXT STEPS THERE ARE OUTLINED IN THE MEMO.

AND THEN WE ALSO HAVE A PORTION OF LOT 84 OVER ON THE EAST SIDE OF ENGLE PHASE 2.

SPECIFIC TO THE FINALIZATION OF PHASE 2, WE HAVE FINAL ENGINEERING DESIGN, WHICH IS IN PROCESS RIGHT NOW.

WE ALSO HAVE LAND APPRAISAL, WHICH IS IN PROCESS.

SO WE NEED BOTH OF THOSE TO BRING TOGETHER THE COST OF WHAT EACH OF THESE LOTS IS GOING TO ACTUALLY BE MARKETED FOR.

AGAIN, MARKETING AND SALES IN ACCORDANCE WITH OUR LAND ADMINISTRATION BYLAW.

SO IT TELLS US WHAT WE HAVE TO DO AND HOW AND PROVIDES OPTIONS.

THERE IS A MARKETING PLAN FOR THE ORIGINAL PORTIONS OF ENGLE, SO THIS WOULD BE AN UPDATE TO THE ONE THAT IS ALREADY IN PLACE.

AND THEN WE WOULD HOPEFULLY MOVE FORWARD TO TENDER AND CONSTRUCTION, SPRING 2023.

BY THE TIME IT'S BUILT OUT, WE'RE LOOKING SOMETIME IN 2024.

THESE LOTS THAT WE'RE SPEAKING ABOUT ARE MUCH LARGER IN SIZE AND THE NEED THAT WE'RE UNDERSTANDING IS OUT THERE IS ACTUALLY TO TAKE SOME OF THESE LOTS AND LIKE SOMEONE TO BUY ONE, TWO, THREE, FOUR OF THEM IN A ROW AS WELL AS THE ACTUAL LOCATION OF THEM SPECIFICALLY.

SO, WHAT WE'RE LOOKING AT POTENTIALLY IN KAM LAKE AND THE PROCESS THERE.

WE STILL REQUIRE A AREA DEVELOPMENT PLAN, REZONING SUBDIVISION.

I UNDERSTAND THIS WAS FROM 2018 BEFORE THE COMMUNITY PLAN, BUT AS THE COMMUNITY PLAN SAYS THAT THIS IS GOING TO BE IN KAM LAKE.

SO, I WAS JUST WONDERING WHAT THE PROCESS WOULD BE FOR TAKING THIS OUT OF THE BYLAW.

WHEN WE HAD PUT THIS WORK TOGETHER IN 2017 AND 18, DOG MUSHERS IN THE COMMUNITY MADE IT ABUNDANTLY CLEAR THAT THEY DID NOT WANT TO LIVE SEPARATELY FROM THEIR ANIMALS.

AND BECAUSE, OF COURSE, ENGLE DOES NOT ALLOW FOR ANY RESIDENTIAL TO TAKE PLACE, IT'S PURELY INDUSTRIAL.

THAT WAS SOMETHING THAT WE REEXAMINED DURING THE PROCESS OF DEVELOPING THE COMMUNITY PLAN AND THE AREA IN KAM LAKE WAS IDENTIFIED AS THE IDEAL AND OPTIMAL AREA FOR MUSHERS TO BE ABLE TO HAVE THEIR DOG LOTS.

AND THEN OF COURSE WE KNOW THAT RIGHT NOW IT HAS EVOLVED INTO SOMETHING VERY UNIQUE, VERY POPULAR, AND SOMETHING WHERE PEOPLE CAN LIVE WITH THEIR BUSINESSES.

AND THAT'S DEFINITELY DIFFERENT THAN WHAT THE INDUSTRIAL AREA IN ENGLE IS SET OUT TO BE.

CERTAINLY WITH SOME OF THE INFRASTRUCTURE THAT'S THERE RIGHT NOW, LIKE TANK FARMS, WE DON'T WANT PEOPLE LIVING IN THOSE AREAS.

SO KEEPING THOSE TWO SEPARATED WOULD DEFINITELY BE A GOOD LAND USE PLANNING POLICY TO FOLLOW.

BUT AS IT IS RIGHT NOW, THIS IS ALREADY IN PLACE.

ONE OF THE REASONS THAT IT IS IN PLACE IS ACTUALLY TO TRY TO INCENT DEVELOPMENT THAT IS ALREADY WITHIN THE COMMUNITY TO MOVE TO THIS LOCATION.

RIGHT. SO IT'S NOT JUST THAT WE'RE LOOKING FOR NEW INDUSTRIAL USES.

IT'S TO TAKE SOME THAT ALREADY EXIST ELSEWHERE AND BRING THEM HERE.

AND AS I IDENTIFIED IN THE MEMO, THERE'S A NUMBER THAT HAVE ALREADY TAKEN THIS INCENTIVE AND USED IT TO FACILITATE THEIR MOVE OUT TO ENGLE. SO HOPEFULLY IT WILL CONTINUE TO DO THAT.

IT'S ACTUALLY BEEN THE MOST POPULAR INCENTIVE AS PART OF OUR BYLAW, SURPRISINGLY.
