THANK YOU. CITY OF YELLOWKNIFE ACKNOWLEDGES THAT WE ARE LOCATED IN CHIEF DRYGEESE TERRITORY.

FROM TIME IMMEMORIAL, IT HAS BEEN THE TRADITIONAL LAND OF THE YELLOWKNIFE DENE FIRST NATION.

WE RESPECT THE HISTORIES, LANGUAGES AND CULTURES OF ALL OTHER INDIGENOUS PEOPLES, INCLUDING THE NORTH SLAVE MÉTIS AND ALL FIRST NATIONS, MÉTIS, AND INUIT, WHOSE PRESENCE CONTINUE TO ENRICH OUR VIBRANT COMMUNITY.

WE HAVE BEEN VERY APPRECIATIVE OF BEING ONE OF THE COMMUNITIES WITHIN CANADA THAT IS SUPPORTED TO BE PART OF THE WORLD COUNCIL ON CITY DATA. AND THROUGH THE GREAT SUPPORT OF MZ MCCARNEY AND MR. PADUA, WE'VE BEEN ABLE TO COMPILE INFORMATION AND DATA ABOUT THE CITY OF YELLOWKNIFE AND COMPARE IT TO OTHER COMMUNITIES ACROSS THE COUNTRY AND IN FACT AROUND THE GLOBE.

AND THIS IS GREAT INTELLIGENCE, GREAT INFORMATION FOR US TO HAVE BECAUSE IT LOOKS AT US LONGITUDINALLY AND IT LOOKS AT US ACROSS ORGANIZATIONS AS WELL.

SO WE KNOW HOW WE RATE ON VERY COMMON KEY INDICATORS WITH OTHER COMMUNITIES.

AND THIS HAS BEEN VERY INFORMATIVE FOR US AND IT'S VERY USEFUL INFORMATION.

THIS CONTINUITY IN DATA IS SO CRITICAL FOR CITIES.

WE'RE REALLY PLEASED TO BE WORKING WITH YELLOWKNIFE FOR NOW THREE YEARS.

THE THREE YEARS OF DATA THAT YELLOWKNIFE HAS RECORDED AND HAS BEEN CERTIFIED BECOMES CRITICAL IN EXAMINING LONG TERM TRENDS AND DIRECTING ESSENTIAL CITY AGENDAS SUCH AS COVID RECOVERY. THE STANDARD EQUIPS MUNICIPALITIES WORLDWIDE WITH FULLY STANDARDIZED AND GLOBALLY COMPARATIVE INDEPENDENTLY VERIFIED DATA FOR THE FIRST TIME.

IN OTHER WORDS, THIS IS THE FIRST TIME THAT MUNICIPALITIES ACROSS THE GLOBE ARE EQUIPPED WITH APPLES TO APPLES DATA.

THE THIRD STANDARD IN THE SERIES, ISO 37 123 INDICATORS FOR RESILIENT CITIES WAS CREATED IN PARTNERSHIP WITH THE UNITED NATIONS UNDER THE DISASTER RISK REDUCTION OFFICE IN GENEVA AND UNDERPINS THEIR BRAND NEW PROGRAM CALLED MAKING CITIES RESILIENT 2030.

THIS NEWEST ISO STANDARD IS SO PIVOTAL AT THIS POINT IN TIME, AS CITIES ACROSS THE WORLD ARE RECOVERING FROM THE IMPACTS OF COVID AND BUILDING BACK BETTER THEIR SOCIAL WELLBEING AND QUALITY OF LIFE IN THEIR CITIES FOR RETURNING TO A HEALTHY AND ECONOMICALLY ROBUST PLACE TO LIVE.

THE WCCD, I JUST WANTED TO MENTION, HAS SIGNED AN AGREEMENT JUST RECENTLY WITH UNDER TO BEGIN A REALLY IMPORTANT GLOBAL PILOT OF ISO 37 123 IMPLEMENTATION.

SO BENCHMARKING INTERNALLY AND GLOBAL BENCHMARKING IS ONE OF THE MOST OBVIOUS WAYS THAT CITIES ARE USING THIS TO, PARTICULARLY ACROSS PEER CITIES, SO THAT LESSONS CAN START TO TRAVEL WITH AN APPLES TO APPLES DATA.

AND THEN GOING ON TO USE THAT DATA TO MONITOR THE IMPACT OF THOSE INFRASTRUCTURE INVESTMENTS OVER TIME, WHICH IS REALLY IMPORTANT FOR THE TERRITORIAL AND FOR THE FEDERAL GOVERNMENT IN TERMS OF INFRASTRUCTURE SUCCESS.

AND FINALLY, CITIES ARE HARNESSING THIS DATA TO LOCALIZE AND EMBRACE GLOBAL AGENDAS, SUCH AS THE UNITED NATIONS SUSTAINABLE DEVELOPMENT GOALS, AS WELL AS GLOBAL CLIMATE ACCORDS, AND INCREASING THIS RESILIENCE AGENDA WITH THE UN.

THIS HAS BEEN STEADILY INCREASING FOR THE LAST THREE YEARS OF YOUR DATA THAT'S BEEN REPORTED.

WITH THE SHARPEST INCREASE, IN FACT, BETWEEN 2019 AND 2020.

PERHAPS THIS IS A SURPRISING INSIGHT CONSIDERING THE EXPECTED IMPACT OF COVID 19 AND WHAT WE'RE SEEING IN OTHER CITIES.

THE PANDEMIC IS CERTAINLY LED TO A DECLINE IN MANY CITIES AROUND A NUMBER OF BUSINESSES.

BUT IT'S ALSO BEEN SEEING WE'VE BEEN SEEING THE DECLINE IN THE NUMBER OF VISITOR STAYS, FOR EXAMPLE.

HOWEVER, AS YELLOWKNIFE BEGAN REPORTING ON ISO 37 BEFORE THE PANDEMIC.

THE DATA REVEALED THROUGH THESE KPIS HELPS TO DETERMINE AN IMPORTANT BASELINE FOR BUILDING BACK TO YOUR LEVEL OF VISITOR STAYS.

OTHER CITIES WITHIN THE GLOBAL NETWORK WHOSE ECONOMIES ARE FOCUSED ON TOURISM CHARLOTTETOWN AND REYKJAVIK, TO NAME JUST TWO, ARE PAYING CLOSE ATTENTION TO THESE ECONOMIC INDICATORS AND BUILDING BACK FROM COVID AND OR EVEN EXCEEDING THEIR PREVIOUS MEASUREMENTS, ESPECIALLY IN THOSE VISITOR SPACE.

THERE ARE SEVERAL THINGS I'D LIKE TO SEE IN THE 2023 BUDGET AND I'LL FOCUS ON FOUR OF THEM TODAY.

FIRSTLY, I BELIEVE IT'S IMPORTANT TO NOT ONLY NOT ONLY SET POLICIES TO GUIDE DECISION MAKING, BUT ALSO TO ENSURE POLICIES ARE FOLLOWED ONCE THEY ARE IN PLACE.

IN THIS VEIN, I WOULD STRONGLY ADVOCATE FOR THE FUNDS STABILIZATION COMPONENT OF THE CITIES BUDGET POLICY TO BE FOLLOWED IN THE 2023 BUDGET.

IT'S UNDERSTANDABLE THAT COVID 19 AND THE UNCERTAINTY SURROUNDING IT LED TO UNPREDICTABLE SHIFTS IN THE CITY'S BUDGET.

I BELIEVE WE'RE NOW AT A POINT WHERE THESE SHIFTS ARE EITHER BEHIND US OR GENERALLY PREDICTABLE, AND THEREFORE THE POLICY CAN BE FOLLOWED.

THIS WILL ENSURE THAT FURTHER TAX INCREASES ARE REDUCED AND THE CITY DOES NOT ADD UNNECESSARY BURDEN TO RESIDENTS COST OF LIVING.

SECOND, IN TERMS OF SETTING POLICY, I WOULD ADVOCATE FOR COUNCIL AND ADMINISTRATION TO CONSIDER AND BEGIN CRAFTING A MIL RATE RATIO POLICY.

I BELIEVE THIS POLICY SHOULD BE ONE THAT IS CLEAR AND TRANSPARENT.

THE GOALS OF THIS POLICY SHOULD BE TO PROVIDE FAIRNESS AND CERTAINTY TO RESIDENTS AND BUSINESSES.

AS WE SAW WITH THE MILL RATE RATIO CHANGE THIS SPRING, ONE OFF SHIFTS CAN CAUSE SHOCK AND SUDDEN ADVERSE CONSEQUENCES FOR RESIDENTS.

A DOCUMENTED POLICY IS KEY TO AVOIDING THESE UNPLEASANT SURPRISES.

THIRD, A SPECIFIC PROGRAM I WOULD LIKE TO SEE GET ATTENTION IN THE 2023 BUDGET IS YELLOWKNIFE STREET OUTREACH.

THIS PROGRAM DOES AMAZING WORK AND I WOULD STRONGLY ADVOCATE FOR IT TO RECEIVE STABLE, LONG TERM FUNDING.

STREET OUTREACH IS ONE OF THE BEST TOOLS THAT CURRENTLY EXISTS TO ADDRESS THE SOCIAL ISSUES DOWNTOWN.

I WOULD SUPPORT EXPANSION AND STRENGTHENING OF THIS PROGRAM.

UNDERSTANDABLY, THIS IS AN EXPENSE THAT MAY NOT BE WITHIN THE CITY'S MEANS.

AND IN THIS REGARD, I WOULD ENCOURAGE ADMINISTRATION TO SEEK PARTNERSHIPS AND FUNDING ARRANGEMENTS WITH THE NWT AND FEDERAL GOVERNMENT TO MAKE THIS POSSIBLE.

A PROGRAM WITH MENTAL HEALTH WORKERS ON CALL AND ABLE TO RESPOND TO CALLS FROM RESIDENTS AND BUSINESSES WOULD BE AN EXTREMELY VALUABLE ASSET.

IN THE MEANTIME, A LONGER TERM FUNDING ARRANGEMENT FOR STREET OUTREACH WOULD PROVIDE STABILITY AND HOPEFULLY ALLOW THE ATTRACTION AND RETENTION OF STAFF.

LASTLY, WITH REGARD TO THE DOWNTOWN IMPROVEMENT RESERVE, I WOULD PUSH COUNCIL TO USE THIS MONEY DOWNTOWN AND NOT IN AREAS LIKE OLD TOWN.

THERE ARE SEVERAL EXCELLENT IDEAS FOR USE OF THIS MONEY THAT COULD HAVE A POSITIVE IMPACT DOWNTOWN.

OF THESE, THE ONES I BELIEVED WOULD BE THE MOST BENEFICIAL ARE INCENTIVES FOR DOWNTOWN DEVELOPMENT THROUGH FORGIVABLE LOAN PROGRAMS, TAX REDUCTIONS OR SUBSIDIES, DENSITY BONUSES, AND UPFRONT GRANTS FOR EXISTING SMALL BUSINESSES.

STRIKING AN AFFORDABLE HOUSING COMMITTEE AND INCENTIVIZING POTENTIAL STUDENT HOUSING DOWNTOWN ARE OTHER KEY MEASURES THAT WOULD ENCOURAGE COUNCIL TO ADOPT.
