SO I THINK WE NEED TO BE CAREFUL TO PREVENT THAT.

I THINK WE NEED TO BE A BIT CAREFUL ABOUT CHANGING THIS DEFINITION, AND I THINK THE DEFINITION THAT WE'VE GOT IS ACTUALLY WHAT WAS BEING ASKED FOR.

SO I THINK WE'VE ACHIEVED WHAT WE WERE LOOKING TO DO.

SO I WOULD BE MORE COMFORTABLE WITH GOING BACK TO WHAT ADMINISTRATION HAD PROPOSED.

I THINK THAT'S THE MORE APPROPRIATE DEFINITION IN THE UNDERSTANDING CURRENTLY WITH INDUSTRY AND ADMINISTRATION AS TO THERE IS A COMMON UNDERSTANDING CURRENTLY, AND THAT CHANGING THE DEFINITION COULD CREATE ALL SORTS OF PROBLEMS. USUALLY THAT'S BECAUSE THEY'RE NOT GETTING WHAT THEY WANTED, WHICH IS FINE, BUT THIS IS SET IN STONE NOW TODAY FOR WHAT WE THINK IS THE BEST, BUT AS WE GROW AND WE LEARN MORE, THERE WILL BE CHANGES AND AMENDMENTS TO THIS BYLAW.

I THINK THAT'S REALLY IMPORTANT TO NOTE.

I THINK WHAT I SEE BEFORE US IS REALLY GOOD.

DO I THINK THERE'S GOING TO BE CHANGES WITHIN THE FIRST 12 MONTHS? I DO, YEP, BECAUSE THAT'S HOW THESE TYPES OF BYLAWS GO.

THANK YOU, AND I JUST CHECKED IN BETWEEN 2008 AND 2020 THE ZONING BYLAW WAS AMENDED 79 TIMES. SO THERE WILL BE A FEW AMENDMENTS BETWEEN NOW AND THE NEXT ONE.

WOW, THAT'S A LOT OF AMENDMENTS.

OKAY. YEAH.

NO, IT'S EXCITING TO GET TO THE POINT THAT WE'RE AT NOW APPROVING THIS.

I THINK I CAN ECHO A LOT OF COUNCILLOR KONGE'S COMMENTS AND ALSO EXPECT THAT THERE'LL BE CHANGES. I OVERALL AM QUITE HAPPY WITH WHERE WE'VE GOTTEN.

I THINK THAT ADMINISTRATION IN WORKING WITH THE CONSULTANTS TO UPDATE OUR ZONING BYLAW WORKED REALLY, REALLY HARD TO MODERNIZE IT, TO TAKE CARE OF A LOT OF THE ISSUES THAT WE WERE HAVING WITH THE PREVIOUS ZONING BYLAW.

I KNOW THAT THERE'S SOME RESIDENTS WHO AREN'T HAPPY WITH SOME ASPECTS OF THIS, BUT I DO BELIEVE THAT THE ZONING BYLAW AS A WHOLE IS A GOOD ONE FOR OUR COMMUNITY, IS A GOOD THING FOR OUR COMMUNITY.

I WAS HOPING THAT WE WOULD HAVE A ZONING BYLAW THAT'S A LITTLE BIT MORE PERMISSIVE.

I'VE DEFINITELY SEEN IN MY TERM AS A COUNCILLOR THAT THE ZONING BYLAW HAS CREATED PROBLEMS IN THE SENSE OF PEOPLE HAVING TO APPLY FOR VARIANCES FOR VERY DIFFERENT THINGS AND ALL SORTS OF DIFFERENT DIFFICULTIES THAT WE'RE HEARING FROM DEVELOPERS AND RESIDENTS ALIKE WHO ALSO DEVELOP PROPERTY, AND I THINK THAT ADMINISTRATION WORKED REALLY HARD TO TRY AND ADDRESS SOME OF THOSE PROBLEMS IN WORKING WITH THE CONSULTANTS.

SO WANTED TO JUST THANK ADMINISTRATION FOR THEIR INCREDIBLE AMOUNT OF WORK THAT THEY PUT INTO THIS. I WANT TO THANK ALL THE CITIZENS WHO TOOK HUGE AMOUNTS OF TIME OUT OF THEIR DAYS TO COME AND SHARE THEIR THOUGHTS WITH US, POSITIVE AND NEGATIVE.

MANY PEOPLE SPENT MANY HOURS AT THE PUBLIC HEARING.

WE'VE RECEIVED LITERALLY HUNDREDS AND HUNDREDS OF EMAILS, FACEBOOK MESSAGES, TEXTS, COMMENTS AT THE GROCERY STORE.

IT ALL GETS REGISTERED AWAY AND BECOMES PART OF OUR PROCESS.

SO I REALLY APPRECIATE CITIZENS TAKING THE TIME AS WELL, AND CHARLSEY, YOU WERE KIND OF THROWN INTO THE MIX PRETTY HARD THERE, TAKING ON A NEW JOB AS THE DIRECTOR OF THE DEPARTMENT AND MOVING THIS THROUGH KIND OF HALFWAY THROUGH THE PROCESS.

SO, THAT WAS DIFFICULT, AND VERY MUCH APPRECIATE YOU COMING UP TO SPEED SO QUICKLY ON IT AND ANSWERING ALL OF OUR QUESTIONS, BECAUSE DEFINITELY, ESPECIALLY ON ZONING, I BRING QUITE A LAYPERSON'S PERSPECTIVE TO THE TABLE AS A COUNCILLOR, AND YEAH, THERE'S LOTS AND LOTS OF QUESTIONS AND ADMINISTRATION WAS ALWAYS PATIENT WITH US AND DID EVERYTHING THEY COULD TO BE AS INFORMATIVE AS POSSIBLE.

WELL, FIRST, I'D LIKE TO ECHO OTHER COMMENTS THAT MUCH THANKS TO ADMINISTRATION AND THE YEARS AND YEARS OF WORK THAT HAVE GONE INTO THIS.

I KNOW MANY PEOPLE IN THE PUBLIC HAVE WEIGHED IN AND GIVEN LOTS OF THOUGHTS AND COMMENTS, BOTH AT THE HEARINGS, WRITTEN COMMENTS, SURVEYS, OPEN HOUSES, ETC., ETC., AND SOMETIMES PEOPLE ONLY SEE THE SLIVER OF THE ZONING BYLAW THAT THEY'VE BEEN FOCUSED ON OR CONCERNED ABOUT, BUT THIS IS A HUGE PIECE OF WORK, AND ADMINISTRATION HAS BEEN LOOKING AT ALL ASPECTS OF IT FROM ALL ANGLES.

I THINK IT'S HARD TO OVERSTATE HOW DIFFICULT THAT HAS BEEN AND HOW MUCH WORK AND DEDICATION AND ATTENTION TO DETAIL THEY HAVE PUT INTO IT.

SO MANY THANKS FOR THAT.

IN REFLECTING ON WHAT WE'VE GOT HERE, I THINK IN MANY WAYS THIS ZONING BYLAW HAS BEEN TRYING TO ACHIEVE A BALANCE, WHICH IS REALLY TRICKY AND IT'S NOT GOING TO PLEASE EVERYONE , AND I DON'T THINK IT'S OUR JOB EITHER AS COUNCILLORS TO HAVE EVERY PIECE OF LEGISLATION PLEASE EVERY SINGLE PERSON.

WE ARE TRYING TO STRIKE A BALANCE.

SO A BALANCE BETWEEN PRESERVING NEIGHBORHOODS JUST THE WAY THEY ARE AND, ALLOWING FOR GROWTH AND EVOLUTION AND DEVELOPMENT OF THOSE NEIGHBORHOODS BETWEEN MAXIMIZING EFFICIENCY AND DENSITY, BUT ALSO HAVING A MIX OF DWELLING TYPES AND TYPES OF USES THAT FIT WITH NEIGHBORHOODS AND PEOPLE'S LIVES.

A BALANCE BETWEEN WHAT SEEMS IDEAL ON PAPER, AS PART OF OUR BROAD VISION IN THE COMMUNITY PLAN, BUT ALSO ACKNOWLEDGING THE CURRENT REALITIES ON THE GROUND, THAT IS OUR STARTING POINT, WHETHER WE LIKE IT OR NOT AND WHAT WE'RE USED TO AND FINDING THAT BALANCE IN HOW DECISIONS ARE MADE.

BALANCING DECISION MAKING BY OUR EXPERT PLANNERS WHO HAVE THEIR EXPERTISE AND THEY HAVE THE BIG PICTURE OF THE CITY AND THE LONG TERM VISION IN MIND.

BALANCING THAT WITH THE VIEWS OF MEMBERS OF OUR COMMUNITY, THE PUBLIC, WHO HAVE IN-DEPTH KNOWLEDGE OF THEIR NEIGHBORHOODS, WHERE THEY LIVE AND THEIR BUSINESSES AND THEN, OF COURSE, BALANCING THAT WITH COUNCIL MEMBERS ARE IN THE MIDDLE WHO ARE TRYING TO WEAVE IN BETWEEN BOTH.

SO I THINK ADMIN HAS RECOGNIZED THE NEED TO ACHIEVE THIS BALANCE, HAS MADE GREAT EFFORTS TO GET US THERE. I DON'T KNOW IF WE'VE ACHIEVED THE PERFECT BALANCE, BUT I DO THINK WE ARE FURTHER AHEAD THAN WE WERE BEFORE WITH THE OLD ZONING.

I KNOW THERE'S BEEN SOME PEOPLE IN THE PUBLIC WHO HAVE FELT THAT THIS ZONING BYLAW HAS TAKEN US BACKWARDS IN TERMS OF.

DEMOCRACY AS A WHOLE THAT THEY FEEL LIKE THE PUBLIC HAS LESS SAY WITH THIS BYLAW.

I DON'T THINK THAT'S THE CASE.

I THINK PEOPLE FEEL LIKE THERE'S LESS OPPORTUNITIES FOR NEIGHBORS TO WEIGH IN ABOUT SPECIFIC THINGS THAT MIGHT BE PROPOSED NEXT DOOR OR NEARBY.

I THINK IT'S IMPORTANT TO REMEMBER THAT'S NOT THE ONLY ASPECT OF DEMOCRACY WE HAVE, IS HAVING THE NEIGHBORS BE ABLE TO CONTROL WHAT GOES IN NEXT DOOR.

OTHER IMPORTANT PARTS OF THE DEMOCRATIC ASPECT OF THIS ARE.

HAVING ELECTED LEADERS LOOK AT THE BROADER VISION OF THE CITY AND WHAT WE'RE TRYING TO ACHIEVE AND LOOKING AT OVERALL ECONOMIC DEVELOPMENT AND QUALITY OF LIFE AND WELL-BEING AND TRYING TO PUT ALL THESE PIECES TOGETHER AND FIND THAT BALANCE, LIKE I WAS SAYING BEFORE. SO, I THINK WE NEED TO SORT OF STEP BACK AND KEEP THAT IN MIND WHEN WE'RE LOOKING AT THIS ZONING BYLAW AND REALIZE THAT SOMETIMES HAVING PUBLIC HEARINGS ON WHAT GOES IN NEXT DOOR ACTUALLY IS

NOT HELPFUL AND DOESN'T ADD TO THE DEMOCRATIC PROCESS.

I MEAN, ONE EXAMPLE THAT COMES TO MIND FOR ME THAT I FELT WAS REALLY IMPORTANT IS NOW WE HAVE PERMITTED OR MADE A PERMITTED USE OF SHELTERS OR SPECIAL CARE FACILITIES IN THE DOWNTOWN AREA, AND I FEEL LIKE IN THE PAST HAVING THAT GO TO GO OUT FOR PUBLIC COMMENT AND HAVE THAT COME TO COUNCIL EVERY TIME, AND HAVING THAT DEBATE EVERY TIME ABOUT WHETHER THE NEIGHBORS ARE HAPPY WITH IT, I THINK HAS ACTUALLY TAKEN AWAY FROM OUR DEMOCRATIC PROCESS AND OUR OVERALL VISION AS A COMMUNITY OF NEEDING TO FIND WAYS AND FIND SPACE TO MAKE SURE THAT EVERYONE HAS A PLACE AND IS TAKEN CARE OF AND IS WELCOME.

SO, IT'S JUST ONE EXAMPLE OF SOMETIMES.

WE HAVE TO THINK CAREFULLY ABOUT HOW DECISIONS ARE MADE, AT WHAT LEVEL AND LIKE I SAID, ACHIEVE THAT BALANCE AND.

I THINK WE HAVE MOVED A STEP FORWARD AND WE WILL CONTINUE THE CONVERSATIONS.

OBVIOUSLY, PEOPLE HAVE SAID THERE CAN BE ROOM IN THE FUTURE FOR AMENDMENTS TO THE ZONING BYLAW. IT'S NOT GOING TO BE PERFECT, BUT I THINK WE HAVE MADE A STEP FORWARD, AND SO I WANT TO THANK ALL MY COLLEAGUES, THE MAYOR ADMINISTRATION, FOR ALL OF YOUR TREMENDOUS WORK ON THIS, THANKS.

FOR MYSELF, YEAH, I DON'T THINK IT CAN BE SAID ENOUGH BECAUSE IT REALLY IS SO, SO MUCH WORK THAT RESIDENTS STAFF, DYLAN CONSULTING, COUNCIL HAS PUT IN TO GET THE BYLAW TO THE SECOND READING, AND IT'S NEVER EASY BECAUSE THERE ARE SO MANY COMPETING INTERESTS AND WHAT ONE PERSON THINKS IS REALLY IMPORTANT FOR THE CITY, ANOTHER THING PERSON THINKS IT WILL BE THE DEATH OF THE CITY.

SO WE ALWAYS HAVE TO STOP, PAUSE, WEIGH A LOT OF THE PROS AND CONS WITH EACH DECISION AND SEE IF THERE'S A WAY TO MITIGATE CONCERNS WHILE STILL ADVANCING THOSE OPPORTUNITIES.

THE LAST TIME THIS BYLAW WAS UPDATED WAS 13 YEARS AGO.

SINCE THEN, A LOT HAS CHANGED, AND I APPRECIATE THAT THIS BYLAW IS ADDRESSING MANY ISSUES THAT RANGE FROM CLIMATE CHANGE TO NEW ECONOMIC DEVELOPMENT OPPORTUNITIES TO GENDER AND SOCIAL EQUITY. FOR FAMILIES, I THINK THEY'LL APPRECIATE SEEING THAT WE'VE REMOVED SOME OF THE RED TAPE FOR ESTABLISHING A DAYCARE IN OUR LAST ZONING BYLAW.

WHEN CHILDCARE FACILITIES WERE ALLOWED, THEY WERE PERMITTED IN SOME AREAS AND CONDITIONALLY PERMITTED IN OTHERS, AND IF FOLKS HAVE BEEN FOLLOWING CABBAGETOWN IN TORONTO, I THINK IT'S NOW FOUR OR FIVE YEARS THAT THEY'VE BEEN TRYING TO GET A CONDITIONALLY PERMITTED DAYCARE IN A RESIDENTIAL AREA BECAUSE OF THE INCREASE OF TRAFFIC THAT DAYCARE WILL PROVIDE.

THIS BYLAW TAKES THOSE ECONOMIC DEVELOPMENT OPPORTUNITIES INTO MIND.

IT WILL MAKE IT EASIER FOR FUTURE ENTREPRENEURS TO GET STARTED OR FOR CURRENT BUSINESSES TO GROW. FROM A SOCIAL INCLUSION PERSPECTIVE, I APPRECIATE THAT THIS BYLAW IS MOVING AWAY FROM ZONING PEOPLE OUT OF CERTAIN AREAS.

IT'S MOVING AWAY FROM THE EXCLUSIONARY ZONING OF THE PAST.

EXCLUSIONARY ZONING DENIES LOW INCOME, VULNERABLE AND MARGINALIZED COMMUNITIES THE ABILITY TO LIVE IN CERTAIN AREAS OF THE CITY.

SO I APPRECIATE THAT THIS NEW BYLAW IS INCLUSIVE.

BY EXCLUDING CERTAIN TYPES OF HOUSING FROM CERTAIN AREAS, IT CAN LEAVE LARGE NUMBERS OF PEOPLE WITHOUT ACCESS TO THE TYPE OF HOUSING THAT'S AFFORDABLE TO THEM.

FOR INSTANCE, ZONING RESTRICTIONS, WHICH PRIORITIZE THE CONSTRUCTION OF SINGLE-FAMILY HOMES, HAS BEEN RECOGNIZED AS ONE OF THE PRIMARY CAUSES OF SHORTAGES IN MULTIFAMILY HOUSING, WHICH IS TYPICALLY THE MOST AFFORDABLE TYPE OF HOUSING FOR HOUSEHOLDS ON LOWER INCOMES, AND FROM A TAX PERSPECTIVE, BY FOCUSING ON INFILL, WE'RE REDUCING GREENFIELD GROWTH. GREENFIELD OR NEW SUBURBS ARE LIKE A PONZI SCHEME.

THE REVENUE FROM SELLING THE LOT COVERS THE COST TO DEVELOP IT, BUT QUICKLY, THE PROPERTY TAXES GENERATED FROM THOSE HOMES DON'T COVER ALL THE COSTS OF MAINTAINING AND REPLACING ALL THE ROADS, WATER, SEWERS, PARKS AND MORE.

IT ENDS UP THE TAXPAYERS IN THE DOWNTOWN CORE OR IN AREAS WITH MORE DENSITY OR BUSINESSES IN [INAUDIBLE] END UP PAYING FOR THE SPRAWLING SUBURBS.

RESIDENTS ARE ALWAYS HIGHLIGHTING THE COST OF LIVING, AND THIS ZONING BYLAW IS ADDRESSING IT BY ENCOURAGING INFILL AND DENSITY AND MORE COMPLETE NEIGHBORHOODS WITH NOT ONLY HOUSES BUT LOW IMPACT BUSINESSES, DAYCARES AND MORE.

IN SHORT, I THINK THIS BYLAW IS MORE INCLUSIVE AND EQUITABLE COMPARED TO OUR CURRENT BYLAW, AND I LOOK FORWARD TO SEEING OUR COMMUNITY GROW AND EVOLVE INTO A MORE INCLUSIVE COMMUNITY FOR GENERATIONS TO COME THROUGH THIS BYLAW.
