SO I'LL DO A VERY BRIEF INTRODUCTION BEFORE I HAND THINGS OVER TO MS. NEWTON TO PRESENT.
COUNCIL MEMBERS WILL REMEMBER THAT WATT CONSULTING GROUP PROVIDED THE CITY WITH RECOMMENDATIONS ON OUR TRANSIT SERVICE IN 2019 AND WHEN COUNCIL CONSIDER THOSE RECOMMENDATIONS. COUNCIL DIRECTED THAT OPTIONS FOR SERVICES TO KAM LAKE BE BROUGHT FORWARD. AND SO ADMINISTRATION WORKED WITH WATT TO PROVIDE OPTIONS ON THIS.
AND SO TODAY WE PRESENT OUR RECOMMENDED APPROACH OUT OF THEIR OPTIONS SO THAT ADMINISTRATION CAN BEGIN TO PLAN THESE CHANGES TO OUR SERVICE LEVELS.
TYING SERVICE TO KAM LAKE WITH THE IMPLEMENTATION OF OTHER TRANSIT CHANGES ENABLES US TO PROVIDE THIS SERVICE WITH MINIMAL COST, GIVEN WE ARE NOWHERE NEAR FULL COST RECOVERY FOR FEES FOR OUR TRANSIT SYSTEM, FROM FEES FOR OUR TRANSIT SYSTEM.
IN ORDER TO PROVIDE TRANSIT SERVICES THAT REACH THE MOST RIDERS WHILE REMAINING COST EFFICIENT ADMINISTRATION ENDORSES WATT'S RECOMMENDATION THAT WE EXTEND THE EXPRESS ROUTE INTO KAM LAKE DURING THE WEEKDAY MORNINGS AND AFTERNOON PEAK PERIODS.

OK, SO WE'LL LOOK AT OUR KAM LAKE TRANSIT OPTIONS AND OUR NEW ROUTE IMPLEMENTATION TIMELINE. BEFORE THIS PRESENTATION, WE'LL FIRST LOOK AT THE KAM LAKE ROUTING AND THEN WE'LL LOOK AT OUR IMPLEMENTATION CONSIDERATIONS FOR THE ROUTES, INCLUDING NEW EQUIPMENT SYSTEM, REBRANDING CHANGES TO FARE'S UPDATES TO DOCUMENTATION AND PUBLIC ENGAGEMENT.
SO FIRST, A LOOK AT KAM LAKEROUTING WHEN WE INITIALLY STARTED LOOKING AT KAM LAKE ROUTING, WE WENT BACK TO THE TRANSIT REVIEW STUDY THAT WAS DONE BY THE WATT CONSULTING GROUP. THE RECOMMENDATIONS MOVING FORWARD FROM THAT ESSENTIALLY REMOVES THE USE OF TAXIS TO PROVIDE SERVICE TO KAME LAKE, AND IT ALSO REMOVE THE USE OF USE OF A YACHT BUS FOR THE SERVICE, AS THE COST FOR BOTH OF THESE OPTIONS WOULD BE SUBSTANTIALLY MORE THAN ANY OPTIONS THAT USED EXISTING EQUIPMENT.
SO WE LOOKED AT OPTIONS FOR SHORT, MEDIUM AND LONG TERM IMPLEMENTATION IN ORDER TO PROVIDE SERVICE TO KAM LAKE.
THE SIMPLEST OPTION THAT WAS FOUND FOR THE SHORT TERM IS TO ADD SERVICE TO THE EXPRESS ROUTE. ESSENTIALLY, WHAT THIS MEANS IS THAT IN THE MORNING, THE EXPRESS ROUTE WOULD RUN THROUGH THE KAM LAKE AREA BEFORE THE FRAME AREA AND THEN IN THE AFTERNOON AFTER THE FRAMEWORK AREA WAS DONE, IT WOULD THEN RETURN TO KAM LAKE, ADDING THE KAM LAKE ROUTE KAM LAKE AREA WOULD INCREASE THE EXPRESS ROUTE BY APPROXIMATELY ONE HOUR PER WEEKDAY.
THIS WILL THEN REQUIRE AN INCREASE IN HOURS IN ORDER TO PROVIDE SERVICE ALL YEAR AS EXPRESS ROUTES ARE CURRENTLY ONLY IN SERVICE OR IN THE SCHOOL YEAR, MEANING THEY SERVICE FROM SEPTEMBER THROUGH JUNE.
SO WE WOULD NEED AN ADDITIONAL TWO MONTHS OF SERVICE IN ORDER TO PROVIDE YEAR ROUND SERVICE TO THE KAM LAKE AREA.
CURRENTLY, THIS IMPLEMENTATION IS BEING COORDINATED WITH THE ROOM.
THE NEW ROUTES, AS THAT IS THE MOST COST EFFECTIVE SOLUTION, COORDINATING WITH THE ROUTES

ALLOWS FOR US TO TAKE INTO CONSIDERATION.THE NEW ROUTES WILL HAVE SLIGHTLY FEWER HOURS OF SERVICE DUE TO THE INNER LINING OF THE ROUTES AND THE COORDINATION BETWEEN THEM.
THOSE ADDITIONAL HOURS WOULD THEN BE APPLIED TO KAM LAKE ROUTING AND THIS EXPRESS ROUTE, SO THEREFORE THE COST WILL BE MINIMIZED FOR THAT.
SO A LOOK AT WHAT THE KAM LAKE ROUTE, THE CURRENT DRAFT ROUTE IS ESSENTIALLY THE ROUTE WOULD START ON KAM LAKE ROAD.
IT WOULD THEN TRAVEL TO GRACE LAKE BOULEVARD, ENTERPRISE DRIVE, TALTHEILEI DRIVE AND DEH CHO BOULEVARD, ESSENTIALLY COMPLETING THE LOOP THIS ROUTE.
WE STILL HAVE YET TO DETERMINE THE EXACT LOCATION FOR STOPS ON THE ROUTES AND IF THERE WILL BE ANY BUS SHELTERS THAT WILL BE PROVIDED ON THESE ROUTES AS WELL.
SO WHEN YOU TAKE INTO CONSIDERATION THE DRAFT ROUTES FOR THE NEW, THE NEW ROUTES THAT ARE GOING TO BE IMPLEMENTED.
IT ESSENTIALLY ALLOWS FOR THAT KAM LAKE SECTION TO BE ADDED ONTO THIS ROUTE NUMBER ONE.
OUR ROUTES NUMBERS, ONE, TWO AND THREE ARE INTERTWINED AS PER RECOMMENDATION NUMBER THREE FROM THE TRANSIT REVIEW STUDY.
THIS MEANS THAT SERVICE TO [INAUDIBLE] ARE SOMETIMES ALIGNED WITH ROUTE ONE, AND SOMETIMES THEY'RE ALIGNED WITH ROUTE TWO.
IT ALLOWS FOR BETTER OVERALL SERVICE OF YELLOWKNIFE, AND IT PROVIDES ROUGHLY 20 MINUTE SERVICE FROM ALL AREAS OF TOWN TO THE DOWNTOWN CORE.
ITEMS THAT NEED TO BE TAKEN INTO CONSIDERATION IN ORDER TO IMPLEMENT THE NEW ROUTES.
THE FIRST ITEM IS OUR NEW FULLY ACCESSIBLE FLEET.
SO BY DECEMBER 2022, THE CITY EXPECTS TO HAVE ALL REGULAR AND SPARE BUSSES WILL BE LOW FLOOR BUSSES AND WILL INCLUDE AUTOMATED PASSENGER COUNTERS, AUTOMATED STOP ANNOUNCEMENTS AND ELECTRONIC FARE BOXES.
AND THE SECOND ITEM IS OUR SYSTEM REBRANDING.
BECAUSE WE WILL HAVE A FULLY ACCESSIBLE FLEET IN DECEMBER OF 2022.
IT IS EXPECTED THAT THE TRANSIT SYSTEM AS A WHOLE WILL BE REBRANDED AS CURRENTLY WE HAVE YELLOWKNIFE TRANSIT AND YELLOWKNIFE ACCESSIBLE TRANSIT, AND NOW WE WILL HAVE ACCESSIBLE TRANSIT FOR BOTH CONVENTIONAL AND FOR [INAUDIBLE].
SO WE ARE EXPECTING THAT THE SYSTEM WILL BE REBRANDED TO TAKE THAT INTO CONSIDERATION.
WE'RE CURRENTLY LOOKING AT REBRANDING THE SYSTEM AS YELLOWKNIFE TRANSIT AND YELLOWKNIFE FLEX TRANSIT.
BUT CHANGES TO FARES IS ANOTHER ITEM THAT IS TO BE UPDATED.
IT'S EXPECTED THAT THESE WILL OCCUR FOR DECEMBER 2022, AS THAT'S WHEN THE ELECTRONIC FARE BOXES ARE EXPECTED TO COME INTO USE.
SO THE CHANGES FOR FARES INCLUDE ITEMS SUCH AS THE INTRODUCTION OF A DAY PASS, INTRODUCTION OF A FAMILY TRAVEL PROGRAM, INTRODUCTION OF A SINGLE CASH FARE, SIMPLIFICATION OF OUR FARES ON OUR PRINTED DOCUMENTATION AND THE POSSIBILITY OF INTRODUCTION OF INTEGRAL PAYMENTS FOR ANNUAL PASSES.
ALL OF THESE ITEMS ARE BASED ON WATTS REVIEW OF OUR TRANSIT FARES.
THE NEXT STEP IN THE IMPLEMENTATION SCHEDULE IS UPDATES TO DOCUMENTATION IN ORDER TO IMPLEMENT THE NEW ROUTES, WE WILL NEED TO [INAUDIBLE] THE REBRANDING, WE WILL NEED TO UPDATE OUR PRINTED BUS SCHEDULE.
THE INDIVIDUAL BUS STOP SCHEDULES AT EVERY SINGLE STOP.
THE INTENT IS TO CREATE A VISITOR FOCUSED RACK CARD AND THEN FOR OUR YACHTS, WE'LL NEED TO UPDATE THE RIDERS, GUIDE THE GUIDELINES AND THE APPLICATIONS.
CHANGES TO THESE DOCUMENTS ARE GOING TO BE BASED ON WATTS REVIEW OF THE YACHT SYSTEM AS A WHOLE. PUBLIC ENGAGEMENT BEFORE THE IMPLEMENTATION OF THE NEW ROUTES IS A VERY IMPORTANT PIECE, AS THE.
THE NEW TRANSIT ROUTES, WHILE THEY WILL PROVIDE BETTER, BETTER SERVICE AND BETTER TIMES OF SERVICE TO THE DOWNTOWN CORE FROM THE OUTER AREAS, THEY ARE MORE COMPLICATED THAN WITH THE CURRENT ROUTES ARE SO THAT PUBLIC ENGAGEMENT IS EXPECTED TO OCCUR BETWEEN JANUARY AND MARCH IN 2023, SO THAT ANY COMMENTS THAT WE DO RECEIVE CAN BE COORDINATED AND ADDED INTO OUR FINAL DOCUMENTS.
THE COMMUNICATION PLAN IS EXPECTED TO START IN MAY OF 2023 AND CONTINUE FROM MAY AND JUNE IN 2023.
AND THAT WILL BE A CONTINUATION OF THE PUBLIC ENGAGEMENT ON HOW THE NEW ROUTES WORK.
AND THEN FINALLY, THE IMPLEMENTATION OF THOSE NEW ROUTES IS EXPECTED TO OCCUR IN JULY OF 2023. THE RECOMMENDATION FROM WATCH WAS THAT THE ROUTES BE IMPLEMENTED PRIOR TO A HIGH

JUST LIKE ACTIVE TRANSPORTATION ALL WINTER LONG COULD BE SOMETHING THAT WE ALSO DO TO COMPLEMENT THAT. SO THERE ARE MANY PIECES OF THIS.

THE COST FOR THE BUS AND THE HOURLY RATE IS ALMOST DOUBLE THAT OF A REGULAR TRANSIT BUS.
SO WE TRY TO MAKE SURE THAT OUR REGULAR ROUTES ARE PROVIDING AS QUICK AS SERVICE AS WE CAN. SO THAT'S HOW THOSE TIMELINES ARE BEING IMPLEMENTED.
THE OTHER THING TO NOTE IS WE WILL BE IMPLEMENTING THE FEES.
THE CHANGES TO THE FARES ESSENTIALLY WILL BE IMPLEMENTED, HOPEFULLY SEVEN MONTHS BEFORE THE REST OF THE CHANGES ARE MADE BECAUSE WE WANT THOSE TO COINCIDE WITH THE IMPLEMENTATION OF THE ELECTRONIC FARE BOXES.
SO WE WANT TO MAKE SURE THAT THOSE TWO ITEMS ARE TIED TOGETHER AND THAT'LL BE TIED TO WHEN WE ACTUALLY GET THE EQUIPMENT IN YELLOWKNIFE.

PEOPLE WOULD STILL BE MARKING THEIR OWN BALLOT AND THAT BALLOT WOULD BE GIVEN BACK TO AN ELECTION OFFICER WHO WOULD PUT IT INTO THE TABULATOR MACHINE SO THE VOTER WOULD STILL SEE ALL THAT GOING ON.
WE WOULD STILL ENSURE THAT THE BALLOT BOX IS EMPTY AT THE BEGINNING OF THE POLLS, SO WE PUT A LOT OF SAFEGUARDS IN PLACE TO ENSURE THAT OUR RESULTS ARE ACCURATE.
