BUT TODAY I'M VERY PLEASED TO BE ABLE TO PRESENT ON BEHALF OF ALL OF CITY ADMINISTRATION AN UPDATE ON THE ACTIONS AND STRATEGIES AND THE MILESTONES SO FAR IN 2021 THAT ARE ADVANCING COUNCIL'S GOALS AND OBJECTIVES AND ALSO HOW WE'RE MOVING FORWARD ON KEY ISSUES. ADMINISTRATION'S 2021 WORK PLAN. ALL OF THIS, OF COURSE, IS ON TOP OF SOME OF OUR CORE MANDATED PROGRAM AND SERVICE DELIVERY. THE STUFF THAT IS THE HEARTBEAT OF THE CITY. IT DOESN'T OFTEN COME BEFORE COUNCIL, BUT SO MANY OF THOSE CORE AND ESSENTIAL SERVICES CONTINUE TO PROVIDE YELLOWKNIFERS WITH THE QUALITY OF LIFE THAT WE'RE ALL VERY FORTUNATE TO BE ABLE TO HAVE. OUR FIRE, AMBULANCE, OUR BYLAW, OUR ROADS AND SIDEWALKS, OUR WATER, SEWER. THESE ARE THE THINGS THAT ARE THE CONSTANT ONGOING COMMITMENT FOR PROGRAM AND SERVICE DELIVERY BY STAFF. AND THEN, OF COURSE, THERE IS OUR WORK PLAN AND THE COUNCIL'S GOALS AND OBJECTIVES ON TOP. AND OF COURSE, IT WOULD BE REMISS OF ME NOT TO SAY THAT WE'RE DOING ALL OF THIS STILL WITHIN THE CONTEXT OF COVID. AND IT'S SO WONDERFUL THAT WE ARE NOW AT THE POINT WHERE WE SEE THROUGH THE JWT'S EMERGING WISELY PLAN THAT WE ARE STARTING TO REOPEN, THAT THERE IS LIGHT IN THIS TUNNEL. WE'RE VERY THRILLED ABOUT THIS, BUT IT ALSO INCLUDES A LOT OF WORK TO PLAN FOR FROM THE CURRENTLY PERMITTED ALLOWANCE OF HAVING OUTDOOR GATHERINGS UP TO TWO HUNDRED TO FIGURING OUT WHAT WE DO ABOUT THE REQUIREMENT. SO EVERY ONE OF THESE ITEMS, I'M VERY PROUD OF THE STAFF WHO HAVE WORKED ON THOSE. ADMINISTRATION TAKES THESE REALLY SERIOUSLY, AND WE DO CHECK IN REGULARLY ON THE ACTIONS THAT WE'RE DOING TO MEET AND UPHOLD AND ADVANCE THESE GOALS AND OBJECTIVES OF COUNCIL. SO THESE WERE OUR 2021 PRIORITIES. IN GREEN, OF COURSE, MEANS THINGS ARE WELL ON TRACK, THINGS THAT ARE IN YELLOW ARE JUST THEY'RE ENCOUNTERING A LITTLE BIT OF A DELAY, BUT WE DO EXPECT THAT THINGS WILL BE GOING FORWARD SHORTLY ON THEM. SO WE'RE VERY PROUD OF THIS WORK. AGAIN, THINGS LIKE THE STAFF CHARTER. THIS IS SOMETHING THAT'S GOING ON THAT WILL COME AFTER WE HAVE BEEN ABLE TO COMPLETE THE WORK ON THE EMPLOYEE ENGAGEMENT SATISFACTION SURVEY RESULTS. THE PUBLIC TRANSIT IMPLEMENTATION IS WE'VE HAD A COUPLE OF ISSUES IN TERMS OF OUR OUR ABILITY TO ROLL THAT OUT IN 2022. SO WE ARE LOOKING AT THAT IMPLEMENTATION PLAN OF WHAT'S FEASIBLE AND DOABLE. AND OF COURSE, OUR DEVELOPMENT INCENTIVE BYLAW WILL COME. WE'LL PUT A LOT OF ATTENTION INTO THAT ONCE WE GET THE ZONING BYLAW REVIEWED AND CONCLUDED LATER THIS YEAR. SO THEN AS WE LOOK AHEAD TO THE 2021 WORK PLAN. YOU KNOW, OUR OUR WORK PLAN, WHICH IS ATTACHED AS A PART OF THE AGENDA PACKAGE FOR GPC TODAY, THE CORPORATE WORK PLAN IS INTENDED TO BE A HIGH LEVEL OVERVIEW OF WHAT THE ENTIRE ORGANIZATION IS WORKING TOWARDS. IT'S A GOOD TOOL EXTERNALLY BECAUSE THE PUBLIC CAN SEE THE THINGS THAT ARE ON OUR RADAR AND THE ETA TIMELINES. AND OF COURSE, INTERNALLY, STAFF KNOW EACH OTHER'S WORKLOADS AND HOW WE CAN ALIGN WHEN THERE ARE JOINT PROJECTS ACROSS OVER DEPARTMENTS. WE'RE AT THE POINT RIGHT NOW WHERE WE'RE GOING THROUGH OUR REQUEST FOR QUALIFICATIONS, WHERE WE'RE GOING TO SEE ABOUT A BROAD SCOPE OF POTENTIAL CONTRACTORS WHO CAN DELIVER ON THE DESIGN BUILD FRAMEWORK THAT WE'VE LAID OUT. WE WERE NEVER GOING TO MEET THAT TARGET. AND SO THERE WAS A REALIZATION THAT THIS REALLY NEEDED TO BE RETHOUGHT AND WE NEEDED TO COME AT THIS WITH GOALS THAT MAKE A SIGNIFICANT DIFFERENCE, THAT ARE QUANTIFIABLE, BUT THAT ARE THINGS THAT ARE GOING TO MAKE SENSE FOR US IN THE LONG RUN. SO, FOR EXAMPLE, ONE OF THE GOALS CONTAINED IN THE 2015 PLAN WAS AROUND 50 PERCENT REDUCTION OF GREENHOUSE GAS EMISSIONS BY 2025 USING 2009 AS THE BASELINE YEAR. SO THAT WE KEEP BUILDING ON THE SUCCESS THAT WE'VE HAD, BECAUSE IN MANY WAYS THERE ARE THINGS THAT WE'RE DOING ON A LARGE SCALE AS WELL AS ON A SMALLER SCALE THAT WE NEED TO MAKE SURE THAT WE'RE INCLUDING IN THE MIX. SO MAYOR ALTY TALKED ABOUT THE ZONING BYLAW. DEFINITELY THE COMMUNITY PLAN IS A BIG PART OF THAT, LAYING THE GROUNDWORK FOR DENSIFICATION, FOR MAKING SURE THAT WE DON'T HAVE URBAN SPRAWL, WHICH IS ONE OF THE BIGGEST CONTRIBUTORS TO WHAT CAN BE INCREASED CARBON FOOTPRINT WITHIN A COMMUNITY. WE NEED TO REALLY HOLD TIGHT TO THAT AS WE LOOK AT ZONING, AS WE LOOK AT ENSURING THAT THE TOOLS THAT ARE PUT IN PLACE CAN REALLY SUPPORT THAT IN AN ONGOING MANNER SO THAT WE ARE KEEPING IN MIND NOT ONLY THE COST ISSUES, THAT DENSIFICATION BENEFITS EVERYONE, TAXPAYERS AND THE CITY OVERALL, BUT THE ENVIRONMENTAL FOOTPRINT OF MAKING SURE THAT WE ARE A DENSITY THAT IS MAKING USE OF ALL OF THE LAND THAT WE HAVE.
