THE CITY OF YELLOWKNIFE ACKNOWLEDGES THAT WE ARE LOCATED IN CHIEF DRYGEESE TERRITORY FROM TIME IMMEMORIAL IT HAS BEEN THE TRADITIONAL LAND OF THE YELLOWKNIVES DENE FIRST NATION AND MORE RECENTLY, THE HOMELAND OF THE NORTH SLAVE MÉTIS.

WE RESPECT THE HISTORIES, LANGUAGES AND CULTURES OF FIRST NATIONS, MÉTIS, INUIT AND ALL FIRST PEOPLES OF CANADA WHOSE PRESENCE CONTINUES TO ENRICH OUR VIBRANT COMMUNITY.

I'M JUST KIND OF CURIOUS ABOUT THAT BECAUSE WE'RE APPROVING TWO DIFFERENT STRATEGIES TONIGHT. AND THEY ARE CURRENTLY KIND OF DESIGNED NECESSARILY TO JIVE WITH ONE ANOTHER.

JUST CURIOUS HOW THEY'RE GOING TO WHAT THE PLAN IS TO KIND OF RULE THE TWO OUT SIMULTANEOUSLY.

WHEN WE WENT INTO THE JOINT ECONOMIC DEVELOPMENT STRATEGY PROCESS WITH THE YELLOWKNIFE'S DENE, WE EACH, RESPECTIVELY, CAME TO THE TABLE WITH THE UNDERSTANDING THAT WE HAVE OUR RESPECTIVE ECONOMIC DEVELOPMENT PRIORITIES ADOPTED BY CHIEFS AND COUNCIL FOR THE [INAUDIBLE] SET OUT BY MAYOR AND COUNCIL FOR THE CITY, THAT WE HAVE VERY CLEAR, DELIBERATE ACTIONS THAT WE ARE EACH TAKING.

THIS WAS INTENDED TO BE THAT CENTRAL PART OF THE VENN DIAGRAM.

WHEN THERE ARE OVERLAPPING INTERESTS THAT WE BOTH SHARE, THAT WE CAN AMPLIFY THE POWER AND THE POTENTIAL TO REALLY MAKE SOME POSITIVE, CONSTRUCTIVE CHANGE IF WE ARE WORKING TOGETHER. SO TOURISM IS A KEY AREA.

THERE'S A NUMBER OF DIFFERENT PLACES WHERE WE KNOW THAT HAVING THAT UNITED VOICE FOR ENGAGING INDUSTRY AND OTHER PARTNERS, WE'RE GOING TO REALIZE SOME BETTER ECONOMIES OF SCALE. WE'RE GOING TO BE STRONGER TOGETHER ON THOSE FILES WHERE WE DO HAVE THAT OVERLAP.

SO WHILE WE'RE PROCEEDING WITH LOOKING AT THE IMPLEMENTATION PLAN FOR OUR ECONOMIC DEVELOPMENT STRATEGY, WE WILL BE DEVELOPING, OF COURSE, THE IMPLEMENTATION PLAN FOR OUR COLLABORATION WITH THE YELLOWKNIFE'S.

AND WE'LL BE KEEPING IN MIND HOW WE CAN COMPLEMENT THE WORK THAT WE'RE DOING WITH HOW WE'RE GOING TO MAKE THIS HAPPEN ON THE JOINT PROCESS TOGETHER.

I MOVE THAT COUNCIL ADOPTS THE PROPOSED IMPLEMENTATION PLAN FOR THE RECOMMENDATIONS ARRIVING FROM THE CITY OF YELLOWKNIFE ECONOMIC DEVELOPMENT STRATEGY 2020 TO 2024.

YES, THANK YOU YOUR WORSHIP, SO I JUST WANT TO PROPOSE A SMALL AMENDMENT TO ACTION ITEM NUMBER SEVEN, WHICH READ DEVELOP A MINERAL RESOURCE STRATEGY.

SO WE HEARD, OK, SO MY PROPOSED AMENDMENT IS TO INSTEAD TITLE IT IN MINERAL RESERVES LOCAL BENEFITS STRATEGY.

AND TO HAVE THE TEXT OF THE ACTION, DESCRIBE THAT THIS REPORT WOULD EXAMINE NEW OR IMPROVED WAYS TO MAXIMIZE ECONOMIC BENEFITS TO YELLOWKNIFE RESIDENTS AND BUSINESSES FROM MINERAL EXPLORATION, DEVELOPMENT OR REMEDIATION.

SO WE DID HEAR FROM ADMINISTRATION DURING OUR GPC DISCUSSION THAT IT WAS KIND OF ASSUMED THAT THIS STRATEGY WOULD COVER THAT.

AND I JUST DIDN'T SEE IN THE EXISTING DESCRIPTION ANY MENTION OF MAXIMIZING LOCAL BENEFITS. IT JUST READ EXAMINED THE MINING INDUSTRY, ECONOMIC IMPACT AND OPPORTUNITIES TO DEVELOP THE INDUSTRY AND MITIGATE NEGATIVE IMPACTS OF MINE CLOSURES.

SO TO ME, THE MANDATE OF THE CITY IS TO ENSURE WE HAVE ECONOMIC BENEFITS, JOBS, CONTRACTS FOR YELLOWKNIFE RESIDENTS AND BUSINESSES.

SO I JUST THOUGHT IT WOULD BE HELPFUL IF WE ARE JUST REALLY CLEAR ABOUT THAT SO THAT WHEN WE DO DEVELOP TERMS OF REFERENCE AND GET A CONSULTANT TO LOOK AT THIS, THEY'RE NOT CONFUSED AND THINK WE'RE REFERRING TO THE MORE GENERAL TYPES OF MINERAL RESOURCE STRATEGIES THAT HAVE BEEN DEVELOPED IN THE PAST AT THE TERRITORIAL LEVEL, THAT THIS IS ACTUALLY MUCH MORE FOCUSED AND SPECIFIC.

SO THAT IT COULD BE MOST USEFUL TO US AT THE CITY IF WE'RE THE ONES WHO ARE GOING TO BE

YEAH, I THINK WHAT COUNCILLOR MORGAN HAS PROPOSED HERE REFLECTS THE DISCUSSION THAT HAPPENED AT GPC A FEW COUNCILLORS KIND OF MENTIONED THAT THIS WAS IMPORTANT TO THEM.

AND I THINK IT IS IMPORTANT FOR US.

I THINK THAT IT'S JUST IMPORTANT TO NOTE THAT IN DEVELOPING A MINERAL RESOURCE STRATEGY THAT THE FOCUS IS ON THE MUNICIPAL IMPACTS BECAUSE OBVIOUSLY WE DON'T WANT TO STEP ON THE TOES OF GNWT, WHO IS MOSTLY RESPONSIBLE FOR THIS.

SO I THINK IT JUST HELPS AS COUNCILLOR MORGAN MENTIONED, WHEN DRAFTING KIND OF TERMS OF REFERENCE FOR HOW THIS IS GOING TO GO, I THINK IT WILL HELP FOCUS THE REPORT.

AND IT'S A REPORT THAT I'D LOVE TO SEE, ACTUALLY, BECAUSE I THINK IT'S IMPORTANT THAT AS MUNICIPAL COUNCILLORS, WE FOCUS ON THIS AND ENSURE THAT ONE OF THE BIGGEST INDUSTRIES THAT CONTRIBUTES TO JOBS IN OUR COMMUNITY IS BENEFITING THE COMMUNITY AS MUCH AS POSSIBLE. SO I APPRECIATE COUNCILLOR MORGAN BRINGING THE AMENDMENT FOR IT.

LOSE A LOT. I MEAN, IF THIS PASSES, I THINK THAT ONE COULD GO AHEAD AND SAY, WELL, YOU KNOW, A MINE LIKE DIAVIK, WELL, THAT'S NOT IN THE COMMUNITY OF YELLOWKNIFE.

SO, YOU KNOW, YEAH, THERE'LL BE SOME BENEFITS.

I THINK THAT THAT WILL GET FOR ME ENOUGH A MORE BETTER INFORMATION ON WHAT WE'RE LOOKING FOR, YOU KNOW, RESTRICTING IT, HOW THIS WORDING, IN MY OPINION, RESTRICTS IT WILL NOT GIVE US REALLY THE FULL PICTURE AND WE COULD LOSE OUT ON SOME STUFF BY YOU KNOW I MEAN, WE'RE TRYING TO SUPPORT THE MINERAL RESOURCE INDUSTRY.

AND I MEAN IN THE NORTHWEST TERRITORIES, IT'S YOU KNOW, YOU'RE NOT GOING TO HAVE ANY REALLY MINERAL RESOURCE INDUSTRY THAT HAPPENS IN THE NORTHWEST TERRITORIES WILL HAVE A BENEFIT TO YELLOWKNIFE.

SO I THINK THAT, YOU KNOW, RESTRICTING DRILLING JUST ON THE YELLOWKNIFE IS I DON'T THINK IT'S A GOOD IDEA, FRANKLY, I LIKED HOW IT WAS WORDED BEFORE, I THINK THAT THAT'S OPEN ENOUGH THAT WE'LL GET THE INFORMATION THAT WE NEED AND DESIRE.

AND SO I SUPPORT THE WAY IT WAS WORDED THE FIRST TIME.

SO WHEN I LOOK AT THE ECONOMIC DEVELOPMENT STRATEGY, ONE OF THE RECOMMENDATIONS IS TO DEVELOP A MINERAL STRATEGY FOR THE CITY OF YELLOWKNIFE.

IT WILL IDENTIFY ACTIONS THE CITY COULD UNDERTAKE TO PROMOTE FURTHER MINING INDUSTRY DEVELOPMENT AND MITIGATE THE NEGATIVE ECONOMIC AND SOCIAL ECONOMIC IMPACTS OF UPCOMING MINE CLOSURES. AND WHEN WE DISCUSS THIS ONE AT THE MAYOR'S TASK FORCE AND THROUGH ALL OUR DISCUSSIONS IN DEVELOPING THE ECONOMIC DEVELOPMENT STRATEGY, IT WAS ABOUT WHEN IT'S TALKING ABOUT THOSE MITIGATING NEGATIVE ECONOMIC AND SOCIO ECONOMIC IMPACTS.

IT'S LIKE HOW THE CITY AND THE MINING INDUSTRY CAN WORK TOGETHER TO MITIGATE THE IMPACTS.

IT'S ABOUT HOW WE CAN WORK TOGETHER TO SUPPORT STUFF LIKE TOURISM BY HAVING THE DIAVIK MINE TOUR TO ENCOURAGE TOURISM.

AND IT WAS ABOUT WORKING TOGETHER ON POST SECONDARY TO DEVELOP BETTER POST SECONDARY MINING PROGRAMS HERE IN THE NORTH.

SO I THINK IF IT'S JUST ABOUT THE WAY THAT I WAS READING THIS WAS I DON'T KNOW, I DIDN'T ACTUALLY GET THAT THIS WAS GOING TO MEET THE SAME INTENT AS IT WAS DRAFTED AND THE IMPLEMENTATION PLAN WORDING ISN'T THE TERMS OF REFERENCE THAT WE'RE GOING TO RELEASE FOR AN RFP TO GET A CONSULTANT.

SO I PREFER TO STICK WITH THE WORDING THAT WAS IN THE ECONOMIC DEVELOPMENT STRATEGY AS OPPOSED TO GOING WITH NEW WORDING.

TO ME, PART OF THE POINT OF THIS IS TO SHIFT THE FOCUS INSTEAD OF BASICALLY STATING THAT IT'S GOING TO BE THE CITY'S ROLE TO SUPPORT THE MINERAL INDUSTRY AND THEN HOPE WE GET SOMETHING OUT OF IT'S OUR ROLE AND OUR MANDATE TO SUPPORT OUR RESIDENTS AND BUSINESSES FIRST AND FOREMOST.

AND IN THIS CASE, TO SEE HOW THE MINING INDUSTRY CAN HELP US ACHIEVE THAT AND SO IT'S A SWITCHING OF WHAT IS OUR ULTIMATE GOAL HERE.

SO THAT'S WHY I THOUGHT IT WAS IMPORTANT TO SHIFT THE FOCUS AND WHY I THINK IT COULD BE AN IMPORTANT SIGNAL IN TERMS OF WORKING TOWARDS THE TERMS OF REFERENCE AND GETTING THE APPROPRIATE OUTCOME OUT OF THIS KIND OF STRATEGY.

AND I'M QUESTIONING THE LEVEL TO WHICH I MEAN, I THINK PEOPLE NEED TO UNDERSTAND GNWT INVESTS MILLIONS OF DOLLARS A YEAR PROMOTING THE MINERAL INDUSTRY AND TRYING TO KIND OF OPEN THINGS UP AND ENSURING THE BUSINESS AND LIKE THE CITY IS CERTAINLY NOT, I DON'T THINK, COMING ANYWHERE CLOSE TO PROPOSING THAT SORT OF INVOLVEMENT.

AND SO I GUESS I'M JUST SORT OF QUESTIONING WHAT VALUE WE THINK THE CITY IS GOING TO BRING TO THE TABLE HERE. I'M NOT TRYING TO SAY THAT THE CITY CAN'T BRING VALUE.

IT JUST IT STRIKES ME AS A PECULIAR PLACE FOR US TO BE IN AND I THINK KIND OF MAXIMIZING LOCAL BENEFIT STRATEGY.

SO AGAIN, THE WORDING FROM THE ECONOMIC DEVELOPMENT STRATEGY IS TO DEVELOP A MINERAL STRATEGY FOR THE CITY OF YELLOWKNIFE THAT WILL IDENTIFY ACTIONS THE CITY COULD UNDERTAKE.

SO THAT'S WHERE IT'S NOT GOING TO IDENTIFY WHAT THE GNWT CAN DO.

SO THE GNWT NEEDS THEIR MINERAL STRATEGY.

AND THIS MINERAL STRATEGY WILL BE WHAT ACTIONS THE CITY CAN TAKE.

IF YOU GO AGAIN, THIS IS IN OUR COUNCIL PACKAGE.

SO IF YOU GO TO PAGE 219 IN THE PDF, IT HAS OUR ECONOMIC DEVELOPMENT STRATEGY.

SO THE FIRST BULLET POINTS IN THE MINERAL SECTOR IS ABOUT DEVELOPING A MINERAL STRATEGY.

I SHARE MANY OF MY THOUGHTS LAST WEEK AND I'LL TRY TO BE BRIEF, BUT I WENT BACK AND LOOKED AT MY COMMENTS ON THE MINERAL STRATEGY AND NOTED THAT AT LEAST I'VE GOT SOME CONSISTENCY GOING BECAUSE I SAID MANY OF THE SAME THINGS.

I THINK THAT WITH THIS ONE, I DON'T REALLY HAVE AN AMENDMENT TO BRING TO THE TABLE, BECAUSE WHAT I MIGHT SUGGEST WE ADD TO THIS STRATEGY TO KIND OF ADDRESS SOME OF THE CONCERNS I HAVE AND I CAN SUM THOSE UP AS BEING I THINK THAT THE STRATEGY FOCUSES TOO MUCH ON EXISTING ACTIVITIES AND DOESN'T FOCUS ENOUGH ON KIND OF EMERGING SECTORS OR THINGS THAT WE COULD DO TO EXPAND OUR ECONOMY, WHICH IS REALLY WHAT I THINK A STRATEGY SHOULD BE LOOKING AT IS BEYOND WHAT'S HAPPENING NOW.

AND I DO HAVE A QUITE A BIT OF CONCERN WITH CONTINUING TO THROW EGGS IN THE MINERAL EXTRACTION BASKET.

I WORKED PRETTY EXTENSIVELY AND INTIMATELY WITH THAT INDUSTRY FOR A NUMBER OF YEARS AND WATCHED APPLICATIONS TO EXPLORE DECLINED SIGNIFICANTLY OVER THAT TIME.

AND I DON'T THINK THAT THERE'S A LOT OF POTENTIAL FOR EXPANSION IN THE INDUSTRY.

AND I THINK WE NEED TO BE REALLY CAREFUL ABOUT PUTTING OUR EGGS IN THAT BASKET AND RELYING ON IT. AND I'VE BEEN CLEAR ABOUT THAT SINCE DAY ONE.

IT WAS ONE OF THE REASONS I RAN IN THE FIRST PLACE WAS THAT I FELT THAT WE REALLY NEED TO BE MITIGATING THIS BECAUSE I JUST DON'T THINK THAT WE CAN WISH INTERNATIONAL MARKETS INTO EXISTENCE THAT ARE GOING TO SUDDENLY MAKE MINES VIABLE.

IT'S NOT SOMETHING THAT A MUNICIPAL COUNCIL CAN DO.

IT'S NOT SOMETHING THE GNWT CAN DO.

WE CAN CERTAINLY CREATE A BETTER ENVIRONMENT FOR THOSE MINES TO GO FORWARD.

BUT I THINK THAT IN A LOT OF CASES, EVEN IF THE MINDS ARE FULLY PERMITTED, THEY DON'T GO FORWARD. SO THAT TELLS ME THAT THE ENVIRONMENT MAY NOT BE THE ONLY PROBLEM.

AND I JUST WANT TO BE REALLY CLEAR.

I THINK SOME PEOPLE MIGHT HEAR A COMMENT LIKE THAT AND THINK, OH, HE'S ANTI MINING.

AND I WANT TO BE CLEAR.

I'M NOT AT ALL I DON'T THINK I'M NAÏVE.

I DON'T THINK THAT I'M A PERSON WHO DOESN'T KNOW THE INDUSTRY QUITE WELL.

HAVING WORKED REGULATING IT FOR A LONG TIME, I THINK I AM BRINGING A REALISTIC VIEW TO THE TABLE OF WHAT I SEE ON THE GROUND AND WHAT I SEE OF THE INDUSTRY AND WHAT I SEE OF OTHER JURISDICTIONS THAT HAVE PUT THEIR EGGS IN THIS BASKET AS WELL, IS THAT WHEN THE BOTTOM DROPS OUT OF THE BASKET, THEIR ECONOMIES DON'T LOOK VERY GOOD IF THEY HAVEN'T PLANNED WELL FOR IT. SO I APPRECIATE THE HUGE AMOUNT OF ECONOMIC DEVELOPMENT THAT YELLOWKNIFE HAS BENEFITED FROM OVER THE YEARS.

AND I'M CONCERNED THAT THAT IS GOING TO START DECLINING, WHICH IS WHY I EMPHASIZE THE NEED FOR US TO GROW THINGS AND TO LOOK AT THINGS BEYOND.

WHILE I DEFINITELY SUPPORT CONTINUING TO SUPPORT THE INDUSTRY, I THINK WE JUST NEED TO LOOK BEYOND AS WELL, BECAUSE I THINK THAT'S WHEN YOU'RE LOOKING TO INVEST YOU NEVER PUT ALL OF YOUR EGGS IN ONE BASKET.

AND I THINK THE CITY SHOULD BE THE SAME.

I DO RECOGNIZE THAT THE STRATEGY IN THIS CASE RECOGNIZES A NUMBER OF DIFFERENT SECTORS, AND I APPRECIATE THAT. IT'S JUST THAT I FEEL WHEN WE'RE TALKING ABOUT KIND OF EMERGING THINGS, PARTICULARLY KNOWLEDGE ECONOMY THE STRATEGY IS A BIT MORE SILENT AND I'D LIKE TO SEE MORE INFORMATION THERE.

SO I WAS THINKING OF BRINGING FORWARD A MOTION, BUT FELT THAT PERHAPS IT WOULD BE UNDERDEVELOPED TO KIND OF JUST TRY AND TACK SOMETHING ON AS OPPOSED TO DEVELOP IT IN DIFFERENT WAYS. SO I'M GOING TO THINK THIS ONE THROUGH.

I'M HAPPY TO SUPPORT THE STRATEGY, AS IS IN THE IMPLEMENTATION PLAN.

I THINK THAT THERE'S LOTS OF GOOD THINGS IN IT AND I DON'T WANT TO STAND IN THE WAY OF IT. BUT I WOULD LIKE US TO PUT MORE OF A FOCUS ON HOW WE CAN GROW AND DIVERSIFY OUR ECONOMY. I THINK IT'S AN ABSOLUTELY VALUABLE EXERCISE.

AND SO I'LL BE THINKING OF WAYS THAT WE CAN DISCUSS THAT AND PERHAPS BRING THAT TO THE TABLE GOING FORWARD.

I JUST THINK IT'S SMART FISCAL MANAGEMENT AND KIND OF FUTURE MANAGEMENT OF THE CITY TO BE THINKING ABOUT HOW CAN WE BRING MORE JOBS INTO THIS TOWN IN WAYS THAT HAVEN'T BEEN THOUGHT OF IN THE PAST. AND I'M NOT AN EXPERT ON COMMUNITY ECONOMIC DEVELOPMENT, BUT I'M HOPING THAT WE CAN PUT MINES THAT ARE TO THAT KIND OF WORK TO HELP US SEE SOME THINGS THAT [INAUDIBLE] MIGHT NOT BE CURRENTLY SEEING.

SO THOSE ARE MY THOUGHTS ON THE STRATEGY.

BUT I DON'T THINK THAT IT REALLY HELPS US LAUNCH FORWARD INTO A NEW ERA OF ECONOMIC DEVELOPMENT. AND I'M NOT SUGGESTING THAT WE COMPLETELY CHANGE DIRECTION OR START ADOPTING

RADICAL NEW TECHNOLOGIES THAT NO ONE'S EVER SEEN BEFORE.

BUT IN TERMS OF GIVING US SOME STRATEGIC VISION OF NEW EMERGING SECTORS OR HOW WE COULD REALLY TAKE ADVANTAGE OF EMERGING OPPORTUNITIES, I DON'T THINK THAT THE STRATEGY REALLY DOES THAT.

AND SO HOPEFULLY WE WILL CONTINUE TO LOOK FOR THESE KIND OF OPPORTUNITIES AND NOT JUST SORT OF DO EVERYTHING, BECAUSE I AM A LITTLE WORRIED THAT THIS IMPLEMENTATION PLAN IS PRETTY VAGUE AND OVERARCHING AND KIND OF COMMITS US TO DO EVERYTHING TO SUPPORT ALL BUSINESSES EVERYWHERE, SORT OF AT ALL TIMES, AND DOESN'T REALLY HELP US IDENTIFY REALLY TARGETED STRATEGIC OPPORTUNITIES PER SE.

SO I LOOK FORWARD TO HELPING US TRY TO IDENTIFY SOME OF THOSE STRATEGIC OPPORTUNITIES GOING FORWARD, EVEN IF IT'S NOT PINPOINTED IN THE STRATEGY PER SE.

IT'S GOING TO WORK ON HOUSING, WHICH BUSINESSES IDENTIFY AS ONE OF THE PRESSING NEEDS FOR THEIR EMPLOYEES AND TRYING TO ATTRACT AND RETAIN EMPLOYEES.

ACTION NUMBER 14 IS ABOUT IMPLEMENT THE INVESTMENT WORKER AND RESIDENT ATTRACTION STRATEGIES. AGAIN, OUR GOVERNMENT CURRENTLY DOESN'T HAVE ANY INVESTMENT MATERIALS.
