Approve the General Fund balance of $8.5 million, which is equal to 20.9% of 2019 budgeted expenditures net of amortization, which does not comply with the Fund Stabilization component of the City’s Budget Policy, which specifies the General Fund will maintain a balance no less than 10.0% and no more than 15.0% of budgeted expenditures, as this puts the General Fund in a better positon to absorb the financial impacts resulting from the COVID-19 pandemic.
