Councillor Bussey moves, Councillor ____________ seconds, That the following Governance and Legislative Review be presented for adoption: WHEREAS the City of Yellowknife has conducted Operational Reviews on its administrative Departments; AND WHEREAS a governance review of Yellowknife Mayor and Council and its legislative ability to make decisions has not yet been conducted; AND WHEREAS Yellowknife City Council has identified through its Strategic Plan several Goals and Objectives that affect Council’s governance such as reviewing and strengthening Council’s Code of Conduct and establishing an Elections By?law; AND WHEREAS City Council is desirous of examining Territorial legislation that governs the City of Yellowknife; NOW THEREFORE BE IT RESOLVED THAT a governance review of Yellowknife Mayor and Council, its processes, procedures, Term of Office, Code of Conduct and legislation for decision making be conducted.

Councillor Wong moves, Councillor ____________ seconds, That the following Declaration for Environmental Rights be adopted: City of Yellowknife Municipal Declaration The Right To A Healthy Environment Whereas the City of Yellowknife understands that people are part of the environment, and that a healthy environment is inextricably linked to the well?being of our community; The City of Yellowknife finds and declares that: 1. All people have the right to live in a healthy environment, including: The right to breathe clean air; The right to drink clean water; The right to consume safe food; The right to access nature; The right to know about pollutants and contaminants released and with the potential to be released into the local environment; The right to participate in decision?making that will affect the environment; 2. The City of Yellowknife has the responsibility, within its jurisdiction, to respect, protect, fulfill and promote these rights; 3. The City of Yellowknife shall apply the precautionary principle: where threats of serious or irreversible damage to human health or the environment exist, the City of Yellowknife shall take cost effective measures to prevent the degradation of the environment and protect the health of its citizens. Lack of full scientific certainty shall not be viewed as sufficient reason for the City of Yellowknife to postpone such measures; 4. The City of Yellowknife shall adopt and apply a triple bottom line process: when evaluating reasonably foreseeable costs of proposed actions and alternatives, the City of Yellowknife will consider costs to human health and the environment; 5. By December 31, 2015, the City of Yellowknife shall have specific objectives, targets, timelines and actions the City of Yellowknife will take, within its jurisdiction, to fulfill residents’ rights to a healthy environment, including: a) Ensure infrastructure and development projects protect the land, air and water b) Address climate change by reducing municipal and community greenhouse gas emissions and implementing adaptation measures c) Reduce solid waste and promote recycling and composting d) Ensure adequate infrastructure for the provision of safe and accessible drinking water e) Promote the availability of local food production f) Adopt and apply a triple bottom line process 6. The City of Yellowknife shall consult with residents as part of this process. Triple Bottom Line: Means that Council and staff will consider and address social, economic, environmental impacts in all City business. This includes City decisions and actions, planning, policies, strategies, services, operations and approvals.
